SAN JUAN COUNTY COMMISSION MEETING JANUARY 20, 1998 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the County Commission Chambers at Monticello, Utah. Present: Ty Lewis, Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk Absent: Mark Maryboy, Vice-Chairman A motion to approve the minutes of the January 12, 1998 meeting as written was made by Commissioner Bill Redd and seconded by Commissioner Ty Lewis. UNANIMOUS. Sheriff Department/Delta Block A proposal was presented in the amount of $11460 from Harding Glass, Grand Junction to install new walls and doors in the Delta Block area of the jail which will create more housing space for State inmates. Commissioner Bill Redd made a motion to proceed with the cell renovation. Commissioner Ty Lewis seconded. UNANIMOUS. Out-of-State Travel Travel requests were presented for Susan Taylor to travel out-of-state to attend a travel show in Atlanta, GA on February 4-8, 1998 and for Commissioner Mark Maryboy to attend the NACO Conference in Washington, D.C. on February 27 - March 3, 1998. A motion was made by Commissioner Bill Redd to approve the out-of-state travel requests and seconded by Commissioner Ty Lewis. UNANIMOUS. Building Code Update Commissioner Bill Redd made a motion giving permission to advertise to update the County Building Code. Commissioner Ty Lewis seconded. UNANIMOUS. BIA Road Contracts The BIA road contracts with San Juan County were presented for approval. They are: Western Agency in the amount of $36000 and Shiprock Agency in the amount of $45,000. Commissioner Bill Redd made a motion to sign the contracts. Commissioner Ty Lewis seconded. UNANIMOUS. Beer License Approval County Clerk Gail Northern presented a beer license for Puerto De Matzalan for approval. They have met all the requirements. Commissioner Bill Redd made a motion to approve the beer license. Commissioner Ty Lewis seconded. UNANIMOUS. Cattleguard/R G J Inc A Road Department agreement between San Juan County and Gouldings was presented for approval to place a cattleguard in the Gouldings Lodge area. Commissioner Bill Redd made a motion to approve the agreement. Commissioner Ty Lewis seconded. UNANIMOUS. Conservation Easement/Bluff Debbie Westfall and Liza Doran, Bluff, met with the Commissioners to discuss a conservation easement idea in the Bluff area. Because of some of the activities that have occurred over the years the Bluff City Historic Preservation Association has evolved more into becoming a land trust. The Association is working with different property owners to secure pieces of property in Bluff. One of the properties is the Curtis Jones farm. They would like to keep the farm a farm. Other properties are the Guymon property in Cottonwood and the swimming hole on the Howe property. In order to secure money through grants, etc for the purchase of conservation rights on these properties the Association needs the county's support. They hope to secure some money from the Federal Farmland Protection Program. In order to secure funds there needs to be a local farm protection program in place. After a discussion the Commission suggested they go to the Soil Conservation District and ask to be on their agenda, present their proposal, and if that board approves their request then come back to the County for support. BLM/Kent Walter BLM Area Manager Kent Walter reported that Moab BLM District Manager Kate Kitchell has accepted a position in Boise, ID. Fire Management Plan Mr. Walters reported that the BLM has a proposal to burn a chained area in the Elk Ridge Livestock area this year. This burn will help reduce hazardous fuel and induce wildlife habitat. Cooperative Wildland Fire Protection Agreement Fire Warden Frank Morrell presented an addendum to the Cooperative Wildland Fire Protection Agreement between San Juan County and The Division of Forestry, Fire, and State Lands for approval. A motion was made by Commissioner Bill Redd to approve the agreement and seconded by Commissioner Ty Lewis. UNANIMOUS. Home Health Care/Grand County Aging Director Frank Morrell introduced Vicky Gigliotti, Grand County Home Health Care and Chuck Davis, Allen Memorial Hospital Administrator to the Commission. Grand County will be taking over administration of San Juan County's home health care that has previously be administered through South Eastern Utah Health District. Aging Director Morrell presented the contract for implementation by Grand County which would be effective February 1, 1998 for approval. Commissioner Bill Redd made a motion to approve the contract and Commissioner Ty Lewis seconded. UNANIMOUS. Respite Care Contract The Respite Care Contract effective February 1 - May 31, 1998 was presented for approval. Commissioner Bill Redd made a motion to approve the contract. Commissioner Ty Lewis seconded. UNANIMOUS. Amended Aging Contract Aging Director Frank Morrell presented the amended aging contract in amount of $29,979.28 for a total of $316,155.28 with a County match of $216 for approval. A motion was made by Commissioner Bill Redd to approve the amended contract and seconded by Commissioner Ty Lewis. UNANIMOUS. SSBG Contract Secretary Lillian Taylor, presented an amended SSBG contract for South Eastern Utah Health District changing the name to Grand County Home Health Agency for approval. Commissioner Bill Redd made motion to approve the name change on the contract. Commissioner Ty Lewis seconded. UNANIMOUS. Fairground Rental Agreement County Fair Supervisor Lillian Taylor presented the fairground rental agreement for approval. Commissioner Bill Redd made a motion to approve the agreement. Commissioner Ty Lewis seconded. UNANIMOUS. Utah Public Lands Board Commissioner Bill Redd made a motion to approve Commissioner Ty Lewis as a member of the Utah Public Lands Board of Directors as recommended by San Juan County. Commissioner Ty Lewis seconded. UNANIMOUS. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT Deputy Assessor/Kimberley Lacy Personnel Director Scherick presented the name of Kimberley Lacy to be hired as a Deputy Assessor. She will transfer from her present position in the Treasurers office to the Assessors Office at Grade 5 Step 2 @$1149 per month effective February 2, 1998. Commissioner Bill Redd made a motion to approve the hire and seconded by Commissioner Ty Lewis. UNANIMOUS. Americorp/Coordinator Personnel Director Scherick presented the name of Katherine Huppe to be hired as the Americorp Project Coordinator at Grade 8 Step 1 @$1255 per month effective immediately. Commissioner Bill Redd made a motion to approve the hire. Commissioner Ty Lewis seconded. UNANIMOUS. Commissioner Redd and Planner Scherick have reviewed the Americorp Project cooperative agreement between the BLM and San Juan County. There are minor changes that will be discussed with the BLM. Staffing Plan Personnel Director Scherick requested permission to correct some language in the Staffing Plan. The Commission gave their permission. Merit Pay Personnel Director Scherick reported on the Department Head Merit Pay/Cost of Living meeting. He gave the Commissioners a copy of the notes from the meeting and asked that they comment on them. San Juan Forum The County will send a letter to Senator Orin Hatch requesting that there be a Congressional Staff member appointed in Washington, D.C. to help the San Juan Forum members facilitate their efforts in reorganizing. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Grand County Water Conservancy District Administrative Assistant Rick Bailey reported that the County received a letter from the Grand County Water Conservancy District requesting County support in their recommendation that water coming from Mill Creek be reclassified. After much discussion it was decided that County Planner Edward Scherick would write a letter of support. Risk Management Policy & Procedure Administrative Assistant Rick Bailey presented the Risk Management Policy and Procedure document for approval. Commissioner Bill Redd made a motion to approve the policy. Commissioner Ty Lewis seconded. UNANIMOUS. Bluff Airport Lease Appraisal Mr. Bailey reported that the reappraisal on the Bluff Airport has been completed. The new lease appraisal fee will increase from $100 to $3400 per year. The County will look into some different options. Meetings Administrative Assistant Rick Bailey attended a Domestic Violence meeting held at the Monticello Social Services building on January 12, 1998. On January 13, 1998 Administrative Assistant Rick Bailey and Sheriff Mike Lacy attended an Emergency Response meeting in Montezuma Creek. There will be a Revitalization meeting in Blanding at 2:00 P.M. on January 26, 1998. COMMISSIONER BILL REDD'S REPORT Commissioner Bill Redd attended the AOG meeting last week. He will attend the South Eastern Utah Health District meeting tonight. South Eastern Utah Health District Board/Appointment Commissioner Bill Redd made a motion to appoint Edward Tapaha to another term with the South Eastern Utah Health Board. Commissioner Ty Lewis seconded. UNANIMOUS. COMMISSIONER TY LEWIS' REPORT Commissioner Lewis attended a Utah Public Lands Committee meeting last week. Commissioner Lewis will attend a Utah Public Lands meeting on January 28, 1998, a Joint Highway Committee meeting on January 29, 1998, and a UAC meeting on January 30, 1998. Commissioner Lewis reported that Max Black, Weed Department, will represent the County at a noxious week meeting on February 9, 1998 in Cortez, Colorado.
