SAN JUAN COUNTY COMMISSION MEETING JANUARY 26, 1998 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the County Commission Chambers at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk A motion to approve the minutes of the January 20, 1998 meeting as written was made by Commissioner Bill Redd and seconded by Commissioner Ty Lewis. UNANIMOUS. Executive Session Commissioner Bill Redd made a motion to convene into Executive Session to discuss Extension Office issues. Commissioner Mark Maryboy seconded. UNANIMOUS. Travel Council/Resignation Cordie Garcia, Travel Council Information Specialist, is resigning effective January 30, 1998. Sage Grouse Terry Messmer, USU Extension and Dean Mitchell, Utah Wildlife Resource met with the Commission to discuss the Sage Grouse issue. Their hope is to implement a Conservation Agreement with land owners in the County to help improve the population, habitat and predator control of the bird in order to deal with issues that would prevent placing the bird on the Endangered Species List. Cost of Living Increase Commissioner Bill Redd made a motion to approve a 2% cost of living increase for County employees effective January 1998. Commissioner Mark Maryboy seconded. UNANIMOUS. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT Americorp Management Agreement Mr. Scherick presented a copy of the Cooperative Agreement with the BLM for the Americorp Project to the Commissioners. He stated that he and Commissioner Redd had reviewed the agreement and suggested language changes that need to be made. Mr. Scherick will meet with the BLM to give the County suggestions. Deputy Treasurer/Hire Personnel Director Scherick presented the name of Cynthia Bancroft to be hired full-time as Deputy Treasurer at Grade 4 Step 4 @$1170 per month. She will transfer from her present position as Justice Court Secretary to the Deputy Treasurer position effective February 9, 1998. Commissioner Bill Redd made a motion to approve the hire. Meetings Planner Scherick will be in St. George on Wednesday, January 28, 1998, to meet with Steve Urquhart, Thompson and Associates, concerning Title V Right-of-Way issues. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Road Grader Purchase Agreement/Aneth Chapter Administrative Assistant Rick Bailey reported that a sample draft agreement to purchase a County road grader has been sent to the Aneth Chapter. The County has not heard from the Chapter. Navajo Law Enforcement Vehicles Administrative Assistant Rick Bailey reported that the vehicles for the Navajo Law Enforcement Project have been ordered. The money for the vehicles will come from the Utah Navajo Trust Fund and Revitalization Fund. He asked permission to order the special equipment for the vehicles. The Commission gave their approval. Navajo Revitalization Fund Administrative Assistant Rick Bailey has prepared a letter to be sent to the Navajo Revitalization Fund asking the Board to match funds for the County Senior Citizen Program $40,000, Chapter Road Maintenance $60,000, Fire Department $40,000, and Recreation $69,000. San Juan County Transportation Board/Member The County received a letter from Blanding City recommending that Kelly Laws be appointed to fill Mayor Slavens seat on the San Juan County Transportation District Board. LaSal Recreation District Administrative Assistant Rick Bailey reported that Shannon Krist, a former board member, is willing to serve on the LaSal Recreation District Board. Commissioner Bill Redd made a motion to appoint Shannon Krist to the LaSal Recreation District Board. Commissioner Mark Maryboy seconded. UNANIMOUS. Central San Juan Recreation Service District Administrative Assistant Rick Bailey reported that Mark Bradford and Gordon Nielson have expressed interest in serving on the Central San Juan Recreation Service District Board. Commissioner Bill Redd made a motion to approve the appointments. Commissioner Mark Maryboy seconded. UNANIMOUS. COMMISSIONER MARK MARYBOY'S REPORT Commissioner Maryboy reported that the Navajo Nation Council was in session all week and approved ten million dollars for Navajo Product Industry, Farmington, NM; twelve million dollars for Chapter Capital Improvement projects; one million dollars for Chapter Scholarship programs; and two million dollars for Chapter Public Employment projects. B-Road System The Aneth Chapter passed a resolution requesting that a road be added to the B-Road system. Zions Bank The Navajo Nation plans to have Zions Bank on their agenda in hopes of expanding banking services on the Reservation. Tri-County Meeting Commissioner Maryboy reported that a directive had been made by the Tribal Council requesting that San Juan County, Utah and Mckinley County, New Mexico co-sponsor a Resolution to show the amount of contribution from San Juan County and the State of Utah to the Utah Chapters and the contribution from the State of New Mexico to the New Mexico Chapters. Commissioner Maryboy asked that Administrative Assistant Rick Bailey take the lead. The request would go to the Navajo Nation Budget and Finance Committee and Tribal Council to match those funds. Schedule Commissioner Maryboy will attend the Revitalization Meeting today at 2:00 P.M. in Blanding. Commissioner Maryboy will attend the Budget and Finance Committee meeting on January 27, 1998. He will be in his office on Wednesday. On Thursday and Friday Commissioner Maryboy will be attending the Navajo Nation Investment Committee meeting in Gallop, New Mexico. COMMISSIONER BILL REDD'S REPORT Last week Commissioner Redd and Commissioner Lewis met with Dr. Gillian, USU, concerning Extension Office matters. This week Commissioner Redd will attend a Title V Right-of-Way meeting with Thompson and Associates in St. George on January 28, 1998. COMMISSIONER TY LEWIS' REPORT Commissioner Lewis met with Dr. Gillian, USU, and Steve Cox, Area Extension Director, concerning Extension Office issues. Commissioner Lewis will attend the Revitalization meeting in Blanding today at 2:00 P.M. He will attend a Utah Lands meeting in Salt Lake on January 28, 1998. He will attend a Joint Highway Committee meeting on Thursday. Commissioner Lewis will attend a UAC Insurance Mutual meeting on Friday, January 30, 1998.
