SAN JUAN COUNTY COMMISSION MEETING FEBRUARY 9, 1998 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the County Commission Chambers at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk A motion to approve the minutes of the February 2, 1998 meeting as amended was made by Commissioner Bill Redd and seconded by Commissioner Ty Lewis. UNANIMOUS. Commissioner Mark Maryboy was not present at the time the action was taken. Executive Session Commissioner Bill Redd made a motion to convene into an Executive Session concerning a Road Department personnel matter. Commissioner Ty Lewis seconded. UNANIMOUS. Commissioner Mark Maryboy was not present at the time the action was taken. Commissioner Bill Redd made a motion to exit the Executive Session. Commissioner Ty Lewis seconded. UNANIMOUS. Road Department/Heater Building and Grounds Supervisor Dell Hunter presented bids for a heater for the Road Department from Amerigas, Blanding for a 220,000 BTU Heater @$1755 and from Shinkle Heating and Air Conditioning for the same @$900. Commissioner Bill Redd made a motion to approve the bid from Shinkle Heating and Air Conditioning. Commissioner Ty Lewis seconded. UNANIMOUS. Commissioner Mark Maryboy was not present at the time the action was taken. Jail/Tile Building and Grounds Supervisor Dell Hunter presented a bid from Custom Floors & Furnishing for tile in D, E, & F, Block of the jail @$1936. Commissioner Bill Redd made a motion to approve the bid and Commissioner Ty Lewis seconded. UNANIMOUS. Commissioner Mark Maryboy was not present at the time the action was taken. County Check Signature County Clerk Gail Northern requested that former Deputy Treasurer Kimm Lacy's name be removed from the County Check Signature list and that Deputy Treasurer Cindy Bancroft's name be added. Commissioner Bill Redd made a motion to approve the check signature change. Commissioner Ty Lewis seconded. UNANIMOUS. Commissioner Mark Maryboy was not present at the time the action was taken. Satellite Registrars County Clerk Gail Northern presented the following names to be approved as Satellite Registrars: Carrie Resmondo, Halls Crossing; Marian Tsosie, Navajo Mountain; Cheyene Adams, Blanding; and Kay Bates, Blanding. Commissioner Bill Redd made a motion to approve the satellite registrars. Commissioner Ty Lewis seconded. UNANIMOUS. Commissioner Mark Maryboy was not present at the time the action was taken. Out-of-State Travel Road Department/Jack Randolph An out-of-state travel request was presented for Jack Randolph, North Road Supervisor, to travel to Iowa to the John Deere Factory. Commissioner Bill Redd made a motion to approve the out-of-state travel request. Commissioner Ty Lewis seconded. UNANIMOUS. Commissioner Mark Maryboy was not present at the time the action was taken. Americorp Director/Scott Pratt An out-of-state travel request was presented for Scott Pratt, Americorp Project Director, to attend a National Recreation Fee Demonstration meeting in Phoenix, AZ on February 17-20, 1998. Commissioner Bill Redd made a motion to approve the out-of-state travel request. Commissioner Ty Lewis seconded. UNANIMOUS. Bid/Road Department Furniture The Road Department presented a bid from Quill for office furniture for 2-Two Drawer files @$229.99 each; 2 Executive Desks w/Comp Ret @$879.99 each; 2 Hutches @$199.99 each; 2 Computer Desks @$429.99 each; 1 Deluxe Executive Desk @$649.99; 1 Sixty-eight inch Executive Desk @$599.99; 1 Hutch @$289.99; 2 Chairs @$199.99 each; and 1-Ten Drawer flat file @$874.99 for a total of $6294.86. Computer Purchases John Fellmeth, Computer Specialist, presented bids from Prosoft for three ArcView 3.0 computers @$847 each and two upgrade programs @$350 for a total of $3247 and from Aztecia Systems, Inc. for three ArcView 3.0 computers @$1100 each and two upgrade programs @$395 each for a total of $4090. Commissioner Bill Redd made a motion to approve the bids from Prosoft. Commissioner Mark Maryboy seconded. UNANIMOUS. Bids were also submitted for four base unit computers systems with 17" monitors for the Clerk/Auditor, Road, and Assessors Office from Midwest Micro @$1570; Tangent Computer @$1726; CHS Branded $1722; CHS - Compaq $2204; and Gateway $1717. Two base units computers with 19" monitors for the Road Department and Assessors Office from Gateway @$1881. One Computer system with 21" monitor for the Surveyors Office from Gateway @$2571. Commissioner Bill Redd made a motion to approve the bids from Gateway for a total of $13201. Commissioner Mark Maryboy seconded. UNANIMOUS. BLM/Oil & Gas Kent Walter, BLM Area Manager, reported that the BLM has just received their quarterly report and will be sending a letter to Contract Specialist, Bob Turri to let him know which lease parcels are up for renewal. Cal Black Airport Mr. Walter reported that he met with the FAA and the National Park Service who will begin the supplemental EIS for the Cal Black Airport. The scoping process will begin in the near future. They will be looking at airport noise and the impact it will have on recreation. Legacy Oil Well Mr. Walter reported that SUWA has appealed the Legacy Oil well decision in Lockhart Basin. The County can still act on the decision with the State BLM. Welfare to Work Grant Economic Development Director Peggy Humphreys requested a letter of support from the Commission for a Welfare to Work Grant. The money from the grant will be used to subsidize employees for on the job training and child care. The Commission gave their approval. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT Justice Court Personnel Director Scherick reported that the Justice Court Clerk position would be advertised next week. Sheriff Dept/Dispatch Personnel Director Edward Scherick reported that Sherry Eldredge has resigned from her Dispatcher position in the Sheriff's office. Bluff/Senior Center Bus Driver The name of Cecilia Sam was presented for approval to be a Bluff Senior Citizen Bus Driver at Grade 1 Step 1 @$5.61 per hour. Meetings The Seeking Common Grounds meeting will be held in Blanding on February 10, 1998 at 7:00 P.M. Planner Scherick will be meeting with Wright Water Engineers on February 12, 1998 at 9:00 A.M. On February 17, 1998 Planner Scherick will meet with Walt Dabney, National Park Service, to discuss road issues. The Merit Pay meeting will be held on February 18, 1998 at 1:00 P.M. in the Courthouse. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Building Permits Two building permits were submitted for approval. They are for Lin Young, a new home on Cemetery Hill in Bluff; and for Marx Powell a garage and retaining wall in Bluff. Commissioner Bill Redd made a motion to approve the building permits. Commissioner Mark Maryboy seconded. UNANIMOUS. Cellular Phone Policy Administrative Assistant Rick Bailey presented each of the Commissioners with a copy of a Draft Cellular Phone policy for review. Meetings Rick Bailey will be attending a Tri-State County meeting in Window Rock on February 10, 1998 at 10:00 A.M. Commission meeting will be held on February 17, 1998 due to President's Day holiday on Monday. Administrative Assistant Rick Bailey will not be in attendance at Commission meeting next week. COMMISSIONER MARK MARYBOY'S REPORT Commissioner Maryboy reported that the Navajo Nation Tax Commission hired a lobbyist, Marilyn Ellingson to deal with matters concerning the San Juan County Navajos. Last week Commissioner Maryboy met with the Navajo Nation Investment Committee. They gave one hundred thousand dollars to the Montezuma Creek Zion's Bank for check cashing purposes. The Horizon card program for people on public assistance is administered through Zions bank. The bank is looking to expanding that program into parts of Arizona and New Mexico. Commissioner Maryboy reported that he met with the acting U.S. Attorney in which they discussed the possibility of creating a special Navajo Nation Police District on the Utah portion of the Navajo Reservation; setting up a court system on the Utah side of the Reservation with the possibility of a roving judge coming to Montezuma Creek as needed; domestic violence, drug & alcohol abuse, and gangs; and they also spoke concerning the FBI office that was in Montezuma Creek and was suddenly moved to Monticello. Commissioner Maryboy stated that funding has been secured for the Montezuma Creek Fire Department. Proposals will be submitted for the Red Mesa and Aneth Chapter sub stations. Aneth Chapter is coordinating with the oil companies, businesses and the community to set a day to clean up the community. Tri-State County meeting will be held in Window Rock on February 10, 1998. Commissioner Maryboy will be in Phoenix on February 11-14, 1998. He will not be in attendance at Commission meeting on Tuesday, February 17, 1998. COMMISSIONER BILL REDD'S REPORT Commissioner Bill Redd attended the Community Board last week. College of Eastern Utah submitted requests for three projects. Two were approved. He attended the Utah Local Government Trust Meeting. This week Commissioner Redd will be in Salt Lake City on Thursday to help Bill Howell, AOG, lobby the Legislature. He will also attend the UAC meeting. COMMISSIONER TY LEWIS' REPORT Commissioner Lewis attended the San Juan County Substance Abuse/Mental Health Service District meeting last week. The District would like to purchase the two County owned homes in Montezuma Creek that are being used for mental health purposes. The County will look into the matter. Commissioner Lewis will attend the Tri-State County meeting with Administrative Assistant Rick Bailey in Window Rock on February 10, 1998. There is an Interagency Breakfast on February 11, 1998 at 7:30 A.M. at the MD Ranch House. The next UAC Insurance Mutual meeting will be held on February 20, 1998 at 12:00 P.M. The County Legislative Day will be held on February 25, 1998.
