SAN JUAN COUNTY COMMISSION MEETING APRIL 13, 1998 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Conference Room at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk A motion to approve the minutes of the April 6, 1998 meeting as amended was made by Commissioner Bill Redd and seconded by Commissioner Ty Lewis. Commissioner Mark Maryboy was not present at the time the action was taken. SSBG/By Laws Lillian Taylor, discussed proposed changes in the SSBG by laws that will be presented at the May board meeting. The Commission agreed with the proposed changes. Fair Dates Lillian Taylor, Fair Manager reported that the San Juan County Fair will be held on August 12-15, 1998. The Arena Cross will be held on Friday night and the Blue Mountain Rodeo will be held on Saturday night. The Southern Fair will be held September 3-6, 1998. Executive Session Commissioner Bill Redd motioned to convene into an Executive Session to discuss Road Department personnel matters. Commissioner Mark Maryboy seconded. UNANIMOUS. Commissioner Bill Redd made a motion to exit the Executive Session. Commissioner Mark Maryboy seconded. UNANIMOUS. The Commission discussed the County personnel problems. The County will wait on an action until investigation is completed. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT Payroll Change/Maintenance Mr. Scherick presented a request to increase Mike Pehrson's hours to 22 hours per week. Commissioner Bill Redd made a motion to expand the hours for Mr. Pehrson. Commissioner Mark Maryboy seconded. UNANIMOUS. Oil & Gas Leasing A letter from the County, through the County Attorney's office, will be sent to the BLM concerning problems that the County sees in oil and gas leasing in the County. OHV/Monticello City Planner Scherick reported that he and Contract Specialist Bob Turri met with Monticello City Council regarding Off Highway Vehicle use in the County. The council was receptive to their report but are concerned about how to go about providing access to the city for OHV's. Photo Study Planner Scherick proposed to keep the 4-wheel drive jeep at the courthouse to use during the summer and into the fall with GIS and the Photo Study. The new jeep vehicle will be parked at the Courthouse and if someone else needs to use it they should check with the planning office. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Building Permits A building permit was presented for Neldon Holt, Blanding, for a modular home. Commissioner Bill Redd made a motion to approve the building permit. Commissioner Mark Maryboy seconded. UNANIMOUS. Planning & Zoning Administrative Assistant Rick Bailey presented a proposal for a planning and zoning training for the County in the amount of $1950. Commissioner Bill Redd made a motion to accept the offer. Commissioner Mark Maryboy seconded. UNANIMOUS. Emergency Response Mr. Bailey reported on a grant being offered to the County by Texas/New Mexico Pipeline to purchase equipment for emergencies on the San Juan River. Currently the County has no capabilities for clean up on the river in event of a spill. Texaco/New Mexico Pipeline is also willing to provide training to county personnel for these types of incidents free of charge. The Commission is in favor of the proposal but asked Mr. Bailey to work on a written agreement between the parties involved. Indian Health Service Administrative Assistant Rick Bailey reported that he spent April 3, 1998 with Julie Orr, Indian Health Service, discussing Halchita issues, dumping garbage near Halchita, teacher housing land, selling of water, and the skelton building in Montezuma Creek. Domestic Violence Mr. Bailey will attend the Domestic Violence meeting on April 14, 1998. COMMISSIONER MARK MARYBOY'S REPORT Montezuma Creek Township Commissioner Maryboy presented a Resolution from the Utah Navajo Commission of the Navajo Nation Council requesting that a grant be accepted from the LEDI program, Economic Development Board and from the Navajo Nation Division of Economic Development to conduct the township study for Montezuma Creek. State Roads Commissioner Maryboy stated that the Utah Navajo Commission has drafted a letter to be sent to the State opposing the roads being transferred from the State to the County. Lawsuit/Mobil Oil-Texaco Commissioner Maryboy reported on the lawsuit against Mobil Oil and Texaco concerning the contamination in the San Juan River. Copy Machine Commissioner Maryboy requested permission to purchase a copy machine for his office in Aneth. The Commission instructed Mr. Bailey to look into the matter. Schedule Commissioner Maryboy will be in Salt Lake City meeting with Pat Shay concerning a BLM issue. COMMISSIONER BILL REDD'S REPORT Commissioner Redd attended a Labor and Marketing Seminar at CEU on April 9, 1998. He will attend the South Eastern Utah Health District meeting on April 14, 1998 in Green River. He will also attend the UAC Management Conference in Richfield on April 15, 1998. COMMISSIONER TY LEWIS' REPORT Commissioner Lewis was unable to attend the Lake Powell trip sponsored by Tom Redd. The UAC Conference will be held in Richfield this week. There will be an Interagency Breakfast at Houstons on April 14, 1998 at 7:30 A.M.
