SAN JUAN COUNTY COMMISSION MEETING MAY 11, 1998 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Conference Room at Monticello, Utah Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk A motion to approve the minutes of the May 4, 1998 meeting as written was made by Commissioner Bill Redd and seconded by Commissioner Ty Lewis. Commissioner Mark Maryboy was not present at the time the action was taken. Empowerment Zone Cleal Bradford reported on the Empowerment Zone proposal that he has been working on. He stated that the zone map that was presented earlier is not accurate and that the Tribal Lands shown are not considered public lands. There will be a meeting on May 22, 1998 in Window Rock with the Navajos taking the lead in considering the Navajo portion of the zone. Mr. Bradford reported that a new element has surfaced which shows criteria for rural population. In the rural section there will be five zone designations with one zone designated as "out migration" rather than being determined by poverty rates. Seven Utah counties have been designated as "out migration" counties. There will be a meeting in Price on May 14, 1998 at the AOG Office to determine which three of the seven counties will want to proceed with the empowerment zone proposal. UNDC Building Renovation Conrad Aitken, Mexican Hat Elementary School Principal, reported that for the past three years Mexican Hat Elementary School has participated in an Elder Hostel program which involves retired people volunteering in the elementary school. Because of limited housing in the area he would like to renovate the old UNDC clinic in Halchita. He requested that the County commit Transient Room Tax money to help with the project. The Commission suggested that he put a proposal together along with a time commitment from UNDC for use of the building, contact Oljato Chapter for priority commitment of their revitalization allocation and develop a partnership with the Chapters, Navajo Trust, State Revitalization, Transient Room Tax Board and the School District Board. Economic Development Ken Sleight spoke concerning the possible restructuring of the San Juan County Economic Development Board and appointment of board members. Planner Scherick stated that he had spoken to Peggy Humphreys, Economic Development, concerning the basic idea of restructuring the Board but that is as far as it has gone. Mr. Scherick will meet with the appropriate people and put a proposal together. It will then be presented to the Commission and then to the public for comment. San Juan County Mental Health Area Plan Dan Rogers, Director San Juan County Substance Abuse/Mental Health, presented the FY1999 San Juan County Mental Health Area Plan for approval. Commissioner Bill Redd made a motion to sign the area plan. Commissioner Mark Maryboy seconded. UNANIMOUS. UNI Building Dan Rogers, San Juan Substance Abuse/Mental Health District, reported that the advertisement to demolish and salvage materials from the UNI building on Main Street in Blanding will be in the newspaper this week and requested that the District not be charged for the materials taken to the County Landfill. The request was denied. May Tax Sale County Clerk Gail Northern presented a list of the properties advertised for the May Tax Sale on May 28, 1998. Commissioner Bill Redd made a motion to begin bids for the sale of the properties at market value. Commissioner Mark Maryboy seconded. UNANIMOUS. Tax Hearing Appeal County Assessor Bruce Bunker reported that the State Tax Commission will hold an appeal hearing here at the Courthouse on June 5, 1998 at 3:00 P.M. Mr. Bunker will not be in attendance and suggested that the Commission be represented at the hearing. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Building Permits A building permit was presented for Tim Rush for a storage building on East Highway 666. Commissioner Bill Redd made a motion to approve the permit. Commissioner Mark Maryboy seconded. UNANIMOUS. Meetings There will be a water meeting in Monticello on May 26, 1998 at l:30 P.M. concerning Reservation needs. Administrative Assistant Rick Bailey will be in Salt Lake on May 12- 13, 1998. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT Payroll Change/Road Dept Personnel Director Scherick presented the name of John Alvarez to be promoted to Shop Foreman moving from $2099 per month to Step 182 @$2397 per month and for Paul Langston to be promoted to Assistant Shop Foreman moving from $1921 per month to Step 148 @$2023 per month both effective May 1, 1998. Commissioner Bill Redd made a motion to approve the promotions. Commissioner Ty Lewis seconded. Commissioner Mark Maryboy was not present at the time the action was taken. Americorp Agreement Planner Scherick reported that Kate Kitchell and Kent Walter, BLM, would like to come next week and sign the Americorp Agreement with the BLM. Wright Water Engineers Planner Scherick stated that Wright Water Engineers will furnish the County with the final figures for the add on to the proposal which will include the State requirements for water quality in the study. Public Lands Advisory Council Mr. Scherick reported that the following people have expressed interest in serving on the Public Lands Advisory Council: Bob Turri, Dale Pearson, Steve Simpson, Harold Frost, M. Val Dalton, Edward R. Scherick, Clisbee Black, Joe Lyman, Larry Bailey, Verd Byrnes, Edward Tapaha, USFS, BLM, NPS, and Farm Services. Jim Keyes will be the Facilitator. There is still a need for representation from the Tribe and Environmental interest. Commissioner Bill Redd made a motion to approve the list and to fill the other slots as soon as possible. Commissioner Mark Maryboy seconded. UNANIMOUS. Photo Study Planner Scherick attended a meeting in Richfield last week concerning the photo study. Seekers Group Planner Scherick will attend a meeting with the Seekers Group concerning a project in Hotdog Basin at the Moab BLM office on May 12, 1998. COMMISSIONER MARK MARYBOY'S REPORT Commissioner Maryboy attended a meeting with the BLM in Washington, D.C. concerning burial sites. Commissioner Maryboy stated that whenever artifacts are taken from sites either for scientific or multiple use purposes the materials cannot be returned to the site but have to be taken to the nearest Reservation. The Navajo Nation opposes this idea. Meetings Commissioner Maryboy will meet this afternoon with the Montezuma Creek volunteer fire fighters to discuss plans for the use of the Montezuma Creek Elementary School. Commissioner Maryboy will attend a Chapter meeting tonight. He will be in Window Rock on Tuesday. He will meet with the Utah Navajo Commission on Wednesday. He will meet with Conrad Aitken, Mexican Hat Elementary Principal on Thursday concerning the renovation proposal of the UNDC building in Halchita. COMMISSIONER BILL REDD'S REPORT Commissioner Redd attended the Governor's meeting concerning the exchange of State lands out of monuments, parks, forest and recreation areas and discussed the proposed agreement between the State and Secretary Babbitt. He attended the CIB meeting in Vernal on May 7, 1998 in which the Eastland water project was placed on the prioritization funding list and instructed them to go to the Clear Drinking Water Board for matching funds. This week he will attend the AOG meeting in Price on Thursday at 10:00 A.M. He will attend Utah Local Government Trust meeting in Park City. On May 14, 1998 there will be a Governor's meeting in Emery County at 3:15 P.M. COMMISSIONER TY LEWIS' REPORT Commissioner Lewis met with the Mental Health Board last week. Commissioner Lewis will attend the Revolving Loan Fund meeting in Price and will be in Emery County meeting with the Governor on May 14, 1998.
