SAN JUAN COUNTY COMMISSION MEETING AUGUST 17, 1998 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk A motion to approve the minutes of the August 10, 1998 meeting as written was made by Commissioner Bill Redd and seconded by Commissioner Ty Lewis. Commissioner Mark Maryboy was not present at the time the action was taken. Mine Inspections Dan Shumway, Vance Seely, Johnny Dufer, and Terry Shumway, county residents, spoke to the Commissioners concerning the ever increasing regulations placed on small independent mine operators. They are concerned about the livelihood of their families, traditional occupations of miners, millhands, truckers, drillers, etc. and asked that the Commission join with them in seeking relief from the federal government MSHA program. Planner Scherick will present these concerns to the San Juan Forum and ask for their support. The County agreed to write the Congressional Delegation, explain the problems, and suggest that a small miner exemption process be initiated. Out-of-State Travel Peggy Humphreys, Travel Council, was asked by the Forest Service to represent San Juan County at a Beyond the Boundaries Convention in Tacoma, WA on September 22-26, 1998. She presented an out-of-state travel request to attend that conference. The Forest Service will pay her expenses. Commissioner Bill Redd made a motion to approve the out-of-state request. Commissioner Ty Lewis seconded. Commissioner Mark Maryboy was not present at the time the action was taken. 21st Century Application Travel Council Director Peggy Humphreys requested permission to start the application process for the County to become a 21st century county. The Commission gave permission to proceed. Public Hearing/ORV Roads Public Hearings for comments on ORV Roads will be held at 7:30 P.M. in the following locations: LaSal, August 18, 1998; Monticello, August 19, 1998; Blanding, August 25, 1998; and Bluff, August 26, 1998. San Juan County Fair Lillian Taylor, SJC Fair Supervisor, reported that the County fair and rodeo were a success. Commissioner Lewis thanked Ms. Taylor for her work and stated that the County would write a letter of appreciation to the Fair Board members. San Juan Health Care District/Clinic Craig Ambrosiani, San Juan County Hospital Administrator, reported on the progress of the clinic that is being proposed for the hospital area and reviewed some hospital accounts receivable reports. Executive Session Commissioner Bill Redd made a motion to convene into an executive session for litigation purposes. Commissioner Ty Lewis seconded. PLANNER PERSONNEL EDWARD SCHERICK'S REPORT Part-Time Position Personnel Director Scherick requested that part time positions include multi-grade levels. Mr. Scherick will draft the proposed bands within the levels and present them to the Commission for review. Blanding Senior Center Catering Aging Director Frank Morrell requested that the Blanding Senior Center contract meals service be changed from contract to a staff position. Commissioner Bill Redd made a motion to create a staff position for the Blanding Senior Center home delivered meals. Commissioner Ty Lewis seconded. Commissioner Mark Maryboy was not present at the time the action was taken. Out-of-State Travel An out-of-state travel request was presented for Edward Scherick to attend a Small Wood Conference in Lewiston, ID on October 17, 1998. Commissioner Bill Redd made a motion to approve the request. Commissioner Ty Lewis seconded. Commissioner Mark Maryboy was not present at the time the action was taken. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT School Bus Routes Administrative Assistant Rick Bailey reported that the County is attempting to secure the half million dollar federal funding for the school bus routes on the Navajo Reservation as passed by Congress this year. The County is required to write a letter requesting those funds. LaSal Recreation District Vacancy Advertisement for three vacancies in the LaSal Recreation District has been completed. One application was received from Karry Deeter. Commissioner Bill Redd made a motion to appoint Karry Deeter to the LaSal Recreation Board. Commissioner Ty Lewis seconded. UNANIMOUS. Revitalization Meeting A Revitalization meeting will be held at 1:00 P.M. on August 17, 1998 in the courthouse with Rodger Joe, Navajo Nation Economic Development in charge. Schedule Administrative Assistant Rick Bailey will attend Bureau of Reclamation meetings Tuesday-Thursday in Cortez and Farmington concerning a flood plan for the Navajo Dam. COMMISSIONER BILL REDD'S REPORT Commissioner Redd attended the Library Board meeting in Blanding on August 11, 1998. Commissioner Redd attended the AOG meeting on August 13, 1998. He also attended the Utah Local Governments Trust meeting on August 14, 1998. COMMISSIONER TY LEWIS' REPORT Commissioner Lewis attended the opening ceremony for the San Juan County Fair on August 12, 1998. Commissioner Ty Lewis and Administrative Assistant Rick Bailey attended a road transfer meeting in Salt Lake City. Commissioner Lewis will attend the public hearings on the ORV Road Designation proposals in LaSal on August 18, 1998 and in Monticello on August 19, 1998.
