SAN JUAN COUNTY COMMISSION MEETING SEPTEMBER 8, 1998 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Ty Lewis, Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk Absent: Mark Maryboy, Vice-Chairman A motion to approve the minutes of the August 24, 1998 meeting as written was made by Commissioner Bill Redd and seconded by Commissioner Ty Lewis. UNANIMOUS. Historical/Cemetery Inventories Ingrid Adams, Historical Committee Chairman, reported that the State Legislature has made money available to inventory cemeteries. Application is required for each phase. Phase One will include surveying. Phase Two will include who and where the people are buried. Grants will be made up to $10,000 with the oldest cemetery being awarded first. Bid/Asphalt-PSB One bid was received from Sonderegger Inc. in the amount of $25,312.50 to remove asphalt and replace half with concrete in the southeast area of the Public Safety Building. Commissioner Bill Redd made a motion to approve the bid subject to talking with Building and Grounds Supervisor Dell Hunter concerning future expansion of the facility. Commissioner Ty Lewis seconded. UNANIMOUS. Bid/Fence-Ruin Road Commissioner Bill Redd made a motion to approve an agreement with landowner Erwin Ramsey to construct approximately 2000 feet of fence on Ruin Road in the amount of $2175. Commissioner Ty Lewis seconded. UNANIMOUS. Variance Request/Craig Black Craig Black presented a variance request to place a trailer house on one portion of six acres of family owned property. Commissioner Bill Redd made a motion to approve the variance request upon signing an agreement with the County. Commissioner Ty Lewis seconded. UNANIMOUS. Capitol America Insurance/Roy Bates Roy Bates representing Capitol America Insurance requested permission to offer a supplemental cancer insurance policy to employees of San Juan County. Commissioner Bill Redd made a motion to allow him to offer the policy to employees on their own time and suggested that he meet with John Fellmeth, Payroll Manager. Commissioner Ty Lewis seconded. UNANIMOUS. San Juan Health Care Service/Craig Ambrosiani San Juan Hospital Administrator Craig Ambrosiani presented a request to the Commission asking for an advance on the mill levy receipts in the amount of $150,000 to be used to finance start-up of Durable Medical Equipment Company. Commissioner Bill Redd made a motion to loan the Health Care District the amount along with interest rate to equal the PTIF rate. Commissioner Ty Lewis seconded. UNANIMOUS. The Commissioners and Mr. Ambrosiani also discussed non-payment of services from Indian Health Services. The Commission suggested that a letter be written to State Senator Hatch's office and to the State Treasurer, Ed Alder concerning service to the Native Americans if payment is not received from Indian Health Service. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT Road Inventory Team Leaders Personnel Director Edward Scherick presented the names of Pete Steele and Evan Lowry to be hired as temporary Road Inventory Team Leaders at Step 199 @$14.98 per hour, not to exceed eight months, effective August 31, 1998. Commissioner Bill Redd made a motion to approve the hires and Commissioner Ty Lewis seconded. UNANIMOUS. Telecommunication Conference. On October 16, 1998 there will be a Telecommunications conference at CEU Blanding Campus. Mr. Scherick would like a commissioner to welcome the group. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Building Permits Three building permits were presented for approval as follows: Anna Rafferty for mobile home at Shirttail Corner in Blanding; Reed Eric Bayles for a modular home in Blanding; and Michael Jaramillo for an addition to existing home in Blanding. Commissioner Bill Redd made a motion to approve the building permits and seconded by Commissioner Ty Lewis. UNANIMOUS. LaSal Recreation District Administrative Assistant Rick Bailey reported that letters have been received from Shane Deeter and Steve Garcia expressing interest in serving on the LaSal Recreation Board. Commissioner Bill Redd made a motion to approve the name of Steve Garcia to be a member of the LaSal Recreation Board. Commissioner Ty Lewis seconded. UNANIMOUS. School Bus Routes/Navajo Reservation Administrative Assistant Rick Bailey reported that he and County Road Supervisor Doug Pehrson attended a meeting in Salt Lake City with UDOT and Federal Highway Administration concerning the six year appropriation for maintaining the school bus routes on the Reservation. The County will be included as a line item on the State STIP priority list as San Juan County School Bus Routes Maintenance. The County will be required to furnish a list of roads to be maintained for FY1999. UAC Grand Opening The grand opening of the new UAC building will be held on September 22, 1998 at 11:00 A.M. State EMS Director Administrative Assistant Rick Bailey reported that there is a new director for the State Emergency Management Services. The County directors have been invited to a meeting with the new director on September 28, 1998. Administrative Assistant Rick Bailey will attend. Bluff Underground Storage Tanks Administrative Assistant Rick Bailey reported that the underground storage tank removal project is required to furnish an abandonment report by a licensed water well driller. He 0requested permission to advertise for a licensed water well driller to conduct the removal and complete the report. The Commission gave their approval to advertise. Accident/County Road Dept-Don Lyman County Road employee Don Lyman was killed in an accident on the afternoon of September 1, 1998 in Truck #219 on Highway 262 at Recapture Wash. COMMISSIONER BILL REDD'S REPORT Last week Commissioner Redd met with J.J Brown of Senator Hatch's office. He attended the Blanding and Bluff public meetings concerning ORV road designations. He also met with the City of Green River. This week he will be in Cedar City attending the CIB meeting on September 10-11, 1998. COMMISSIONER TY LEWIS' REPORT Commissioner Lewis attended the public meeting concerning ORV road designation in Blanding. On Wednesday, August 26, 1998 Commissioner Lewis attended the Regional Water meeting in Blanding. He will attended the UAC Insurance Mutual meeting on September 3, 1998. Commissioner Lewis will attend the State Fair Queen's luncheon on September 11, 1998. He will also attend the County Commissioners Fall Workshop to be held in Cedar City on September 16-18, 1998. Adjournment: The meeting adjourned at 12:45 P.M. Board of Equalization Board of Equalization was held from 1:00 - 5:00 P.M. in the Commission Room.
