SAN JUAN COUNTY COMMISSION MEETING SEPTEMBER 28, 1998 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk A motion was made by Commissioner Bill Redd to approve the minutes of the September 21, 1998 meeting as written. Commissioner Ty Lewis seconded. Commissioner Mark Maryboy was not present at the time the action was taken. Bid/Bunk Beds Alan Freestone, Sheriff Dept., and Dell Hunter, Grounds and Maintenance Supervisor, presented bids from Montella, Slade, and Don Palmer to construct a bed to add to existing beds at the San Juan County Jail. When completed there will be bunk beds in each cell. Commissioner Ty Lewis requested that it be placed on next weeks agenda for further action. Magnets/Water System PSB Grounds and Maintenance Supervisor Dell Hunter presented bid information on magnets for water system pipes at the Public Safety Building. The Commission would like more information and requested that it be placed on next weeks agenda. Computer Technician Position Equipment Deputy Auditor John Fellmeth presented bids for a new monitor from Tiger Direct @$399.99 and from Misco for the same @$529.00 to be used by the new computer technician position. Commissioner Bill Redd made a motion to approve the bid from Tiger Direct. Commissioner Ty Lewis seconded. Commissioner Mark Maryboy was not present at the time the action was taken. Bids were presented for office furniture for the computer technician position from Global @$953.75 and from National @$994. Commissioner Bill Redd made a motion to approve the bid from Global for the office furniture @$953.75. Commissioner Ty Lewis seconded. Commissioner Mark Maryboy was not present at the time the action was taken. Commissioner Lewis stated that with Frank Morrell leaving the fire and aging programs and moving to his new position as a computer technician the computers, supplies, equipment, etc. purchased with aging and fire money will remain in the aging and fire programs. Bid/Computer-Aging Dept Bids were presented for two new computers for the aging department from Gateway 2000 for two GP6-350 computers @$1802 each and from Microm for two Microm CP35 computers @$1999 each. Commissioner Bill Redd made a motion to approve the bid from Gateway. Commissioner Ty Lewis seconded. Commissioner Mark Maryboy was not present at the time the action was taken. Wildland Fire Suppression Fund Fire Warden Frank Morrell presented the participation request for the Wildland Fires Suppression Fund. To qualify for the 1998 fire season payment of $10,962 should be made to the Division of Forestry, Fire and State Lands. Commissioner Bill Redd made a motion to pay the State. Commissioner Ty Lewis seconded. Commissioner Mark Maryboy was not present at the time the action was taken. Aging-Catering Contract/Bessie Spencer A motion was made by Commissioner Bill Redd to approve the catering contract between San Juan County Area Agency on Aging and Bessie Spencer to provide meals at the Bluff Senior Center in the amount of $3.75 per meal through May 31, 1999. Commissioner Mark Maryboy seconded. UNANIMOUS. Aging-Health Insurance Information Program (HIIP) A contract between Southeastern Utah District Health Department and San Juan County for Insurance Counseling Services for the aging department in the amount of $3,000 was presented for approval. Commissioner Bill Redd made a motion to approve the contract. Commissioner Mark Maryboy seconded. UNANIMOUS. Aging-Disease Prevention & Health Promotion Services A contract between San Juan County and Southeastern Utah District Health Department was presented for approval for Disease Prevention and Health Promotion Services for the aging department in the amount of $2210.16. Commissioner Bill Redd made a motion to approve the contract. Commissioner Mark Maryboy seconded. UNANIMOUS. Aging Audit Aging Director Frank Morrell will draft a non financial compliance agreement between the aging department and Work Force Services to coordinate and cooperate and bring to the Commission for signature. Sales Tax/Senior Citizens Aging Director Frank Morrell and Monticello Senior Citizen Director Malva Jones discussed with the Commission the process to collect sales tax on meals served at the senior centers. Surplus Equipment/CEU Keith Hoggard, CEU Heavy Equipment Instructor, requested that the County donate the surplus equipment front end loader to the CEU heavy equipment program. The Commission agreed to donate the loader providing that Mr. Hoggard have the County Attorney write an agreement of exchange value for work on a county road project that the CEU class is working on. Mr. Hoggard reported that the they are now waiting on the survey. The Commission suggested that he contact County Road Supervisor Doug Pehrson to make arrangements to complete the survey. BLM/Kent Walter Kent Walter, BLM Area Manager, reported that an application for a permit to drill has been received for the Legacy #2 Well. The BLM is reviewing the environmental assessment. Little Baullies Mesa/Prescribed Burn The BLM plans to conduct a prescribed burn on Little Baullies Mesa. The environmental assessment process has been conducted. The BLM has decided to use a hydro mulch machine which cuts the vegetation down to about 12 inches high. The proposed action will be out for a 30 day comment period. Ice Cold Movie Production The movie company presented a proposal to the BLM to shoot a movie production scene on the Moki Dugway. The BLM will review the proposal. Lockhart Basin Planning Mr. Walter reported that based on the BLM issues brought up by the environmental assessment process he has been advised by the BLM State office to begin an Environmental Impact Statement with a new round of scoping which will take two or three years. They will hold back on future oil & gas leasing in connection with bighorn sheep, look at wild and scenic river designations, and national trail designations. Canyon Country Ecological Research Site Mr. Walter will be in Washington D.C. next week to meet with the BLM Director and other federal agencies to discuss the concept of the Canyon Country Ecological Research site. BLM Reorganization Mr Walter reported that the BLM is moving to a two tier organization. The Monticello Area Office will separate from the Moab District office and become the Monticello Field Office effective October 1, 1998. Victims Advocacy Sheriff's Deputy Bill Pierce reported that Teaque Eskleson who had been approved to work with the Victims Advocacy Grant has declined the offer. He presented the name of Lou Mueller to fill that position effective September 28, 1998. Commissioner Bill Redd made a motion to approve that Lou Mueller take the position for work to be performed with the Victim Advocacy grant. Commissioner Mark Maryboy seconded. UNANIMOUS. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT Payroll Change/Charles Taylor Charles Taylor completed P.O.S.T on July 17, 1998. A payroll change is requested to move him from Step 89 @$1508 per month to Step 14 @$1708 retroactive to July 17, 1998. Commissioner Bill Redd made a motion to approve the payroll change. Request to Hire/Leslie Morgan A request to hire Leslie Morgan as the Blanding Senior Center Cook at Step 2 @$5.64 per hour effective September 28, 1998 was made by Personnel Director Scherick. Request to Hire/Douglas Austin A request to hire Douglas Austin as a Blanding Senior Center Aide at Step 1 @$5.61 per hour effective September 28, 1998 was made by Personnel Director Scherick. Commissioner Bill Redd made a motion to approve the hire. Commissioner Mark Maryboy seconded. UNANIMOUS. Road Inventory Planner Scherick reported that the BLM has sent out packets to some county residents asking for their input on recollection of roads in the county. Planner Scherick will meet with Thompson and Associates on September 29, 1998. In the afternoon they will meet with some of the people who received the packet information. State Sub-Resource Advisory Committee Planner Scherick met on September 22, 1998 with the Sub-Resource Advisory Committee with the BLM concerning Comb Wash and Lockhart Basin. The following issues were agreed upon: There would be no no grazing alternative assessed; if recreation impact was an issue they would rest those impacted canyons just as they would rest livestock grazing; and would not accept the aesthetic grazing alternatives that would take grazing use down to 35%. Telecommunication Conference The Telecommunication Conference will be held at the CEU Technology Center on October 16, 1998 beginning at 8:00 A.M. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Bid/Soil Compactor Secretary Melissa Banks presented the recommended bid for the soil compactor for the Road Department. It is from Cate Equipment for an Ingersol-Rand @$134,210. Commissioner Bill Redd made a motion to approve the bid. Commissioner Mark Maryboy seconded. UNANIMOUS. Bid/Ten Wheel Dump Truck Melissa Banks reported that Administrative Assistant Rick Bailey would like to check with Lake City International on the two bids received from them to determine which is more compatible with the needs of the Road Department before making a decision. The Commission gave their approval. Bid/Vehicle-Road Dept A bid was submitted from Hinckley Dodge for a 1999 Dodge Durango in the amount of $25,489 for Road Department Supervisor Doug Pehrson. Commissioner Bill Redd made a motion to approve the bid. Commissioner Mark Maryboy seconded. UNANIMOUS. Emergency Hire/Stagg & Associates A request for an emergency hire was presented to hire Stagg & Associates to determine the need and urgency for an audit of San Juan Hospital financial situation. After this week a contract will be submitted for Commission review and approval on the remainder of their services. Commissioner Bill Redd made a motion to approve hiring Stagg & Associates to analyze the situation at San Juan Hospital. Commissioner Mark Maryboy seconded. UNANIMOUS. Bluff/Mexican Hat Transfer Station Eugene Bunderson, Transfer Station Attendant, is resigning effective September 30, 1998. There have been no applications for the position. The County will re-advertise. Aerial Survey/Landfill Commissioner Bill Redd made a motion approving an aerial survey on the Landfill for renewal of the landfill permit in the amount of $6,000. Navajo Revitalization Fund The FY1999 Navajo Revitalization Fund was approved in the amount of $116,375 to be used on the Utah portion of the Navajo Reservation. Montezuma Creek Township Study The Montezuma Township Study has $20,000 from the County and $10,000 from Navajo Revitalization to conduct the study. CIB Changes The County sent a memo to all service districts in the county indicating meeting and application deadline dates. The deadline date for CIB applications is November 5, 1998. Planning & Zoning Commission There has been a change in the State code dealing with the number and terms of the Planning & Zoning Commission. The code used to require that there be seven members. The number can now be set by an ordinance. Old Job Service Building/Blanding The State of Utah has accepted the offer of $55,000 for the old Job Service Building in Blanding that will be used by Southeastern Utah Health District. The Health District will repay the County over a 10 year period at an 8% interest rate. Commissioner Bill Redd made a motion that the County approve the $55,000 to facilitate the process. Commissioner Mark Maryboy seconded. UNANIMOUS. Tri-County Meeting The Tri-County meeting with Kane, Garfield and San Juan County will be held at Bullfrog on October 15-16, 1998. COMMISSIONER MARK MARYBOY'S REPORT Commissioner Mark Maryboy reported that several requests were submitted by the Aneth Chapter to blade the main bus routes. Commissioner Maryboy will contact the South Road Department. There will be a State Road Meeting in Moab on September 30, 1998. Some Tribal representatives will be in attendance. The Navajo Nation budget was signed by the Tribal President. Commissioner Maryboy suggested that Administrative Assistant Rick Bailey draw down on the money that was requested by the County. There will be a meeting on the Navajo Mountain water study project on October 8, 1998. This week Commissioner Maryboy will be in Window Rock on September 29, 1998 and October 1, 1998. He will be in Aneth on September 30, 1998 and October 2, 1998. COMMISSIONER BILL REDD'S REPORT Commissioner Bill Redd and Commissioner Ty Lewis attended the San Juan Health Care District Board meeting in Montezuma Creek on September 22, 1998. He spoke with hospital personnel concerning the financial situation on September 24, 1998. On Friday, September 25, 1998 Commissioner Redd reviewed the accounts receivable situation. This week Commissioner Redd will meet in the Governor's office concerning roads on September 30, 1998 at 3:00 P.M. He will attend the CIB meeting on Thursday, October 1, 1998. In the afternoon Commissioner Redd will meet with a four wheeling group. On Friday morning, October 2, 1998 he will attend Utah Local Government Trust meeting. In the afternoon he will meet with Representative Cook. COMMISSIONER TY LEWIS' REPORT Last week Commissioner Lewis attended the Revitalization meeting in Blanding. He attended the San Juan Health Care District meeting in Montezuma Creek on September 22, 1998. He attended the Joint Highway meeting on September 24-25, 1998 in Ogden, Utah. This week there will be a Governor's meeting in Salt Lake City on Wednesday, September 30, 1998 at 3:00 P.M. and a UDOT meeting in Moab that evening.
