SAN JUAN COUNTY COMMISSION MEETING NOVEMBER 2, 1998 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk A motion to approve the minutes of the October 26, 1998 meeting as amended was made by Commissioner Bill Redd and seconded by Commissioner Mark Maryboy. UNANIMOUS. Bid/Dictaphone-Recorder Administrative Assistant Rick Bailey presented a bid from Eagle Air Med in the amount of $500 for the surplus sheriff office dictaphone-recorder Model 502. Commissioner Bill Redd made a motion to approve the bid. Commissioner Mark Maryboy seconded. UNANIMOUS. Bid/Transfer Pump Bids were presented for five transfer pumps for the Road Department from Justis Supply @$506.06 each; Grainger @$691.00 each; and from Woody's Petroleum @$550 each. Commissioner Bill Redd made a motion to approve the bid from Justis Supply @$506.06 each for a total of $2530.30. Commissioner Mark Maryboy seconded. UNANIMOUS. Bid/Portable Light Table Administrative Assistant Rick Bailey presented a bid from Forestry Supplies, Inc. for a portable light table for the GPS project in the amount of $523. Commissioner Bill Redd made a motion to approve the bid. Commissioner Mark Maryboy seconded. UNANIMOUS. Surplus Equipment Sale The County Road Department advertised for a second surplus equipment sale. Successful bidders are as follows: Lot #21, Lot #41, and Lot #43 Lew Calvert $85; Lot #22, #24, #26, Max K. Johnson $370; Lot #29, & Lot #30, Clyde Watkins $200. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT Organizational Restructure Administrative Assistant Office Personnel Director Edward Scherick presented a proposal concerning an organizational restructure in the Administrative Assistants Office. The need for this restructuring was created when the Aging Director/Fire Warden position was vacated. The restructured position will function directly under the Administrative Assistant. Duties will include Financial Services in Aging, Landfill operations, contract management, financial management, purchasing, budgets, plans and Navajo programs. Aging Program services will now be the responsibility of Malva Jones. The Aging Program services will have direct supervision of three Senior Directors, one contract senior center, Reservation centers in Aneth, Red Mesa, Oljato, Navajo Mountain and Teec Nos Pos as well as all other services and programs associated with the senior centers. Dennis Mayer will be responsible for wildland fires. Administrative Assistant Rick Bailey will be responsible for structural fires, volunteer programs, fire marshall duties, emergency services, and direct supervisory responsibility for building maintenance, planning/personnel, landfill operations, road department, and the Travel Council. Administrative Programs Manager Personnel Director Edward Scherick requested approval to advertise the Administrative Programs Manager position at Step 106 @$1641 would be advertised internally for one week and will close on Monday, November 9, 1998 at 5:00 P.M. Commissioner Bill Redd made a motion to approve advertising the position internally. Commissioner Mark Maryboy seconded. UNANIMOUS. Payroll Change/Malva Jones Personnel Director recommended that Malva Jones, Monticello Senior Center Director, be promoted from Step 70 @$1305 per month to Step 75 $1406 per month because of accretion of duties in the Aging Department. Commissioner Bill Redd made a motion to approve the payroll change. Commissioner Mark Maryboy seconded. UNANIMOUS. Hart Point/BLM Planner Edward Scherick reported that the BLM has requested a meeting between BLM, SUWA and the County on November 5, 1998 to discuss the road situation on Hart Point. Commissioner Lewis, Road Supervisor Doug Pehrson, Surveyor David Bronson, Contract Specialist Bob Turri, and Planner Edward Scherick will attend. OHV Road Designation There was an OHV meeting on October 22, 1998 between the BLM, U.S. Forest Service, San Juan County, and the Southern Utah Land Users Association to take the next step in determining which roads will be open to OHV activity and which ones will be closed. There was some debate on whether or not another public meeting is needed. The Commissioners feel that the four previous meetings that were held by the County is sufficient. State Lands Planner Scherick reported that Jan Parmenter, State Lands, called to report that State Lands will review the County requests for right-of-ways across State lands, even in Wilderness Study Areas. State Lands does have an appeal process in this regard and that all right-of ways could be subject to that action. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT TV/Abajo Peak Administrative Assistant Rick Bailey reported that because of ice build up on the abajo peak tower TV controls the cables on channels 2 & 4 were torn out. It was repaired last week. UAC Insurance Mutual The UAC Insurance Mutual Board meeting will be held on November 11, 1998. The Commissioners gave Administrative Assistant Rick Bailey authority to vote on issues representing the County at that meeting. Variance Request/J.D. Lancaster Administrative Assistant Rick Bailey reported that he had gone to Bluff to look at land owned by J.D. Lancaster who is trying to obtain additional land in order to sell his property for building purposes. The Commission gave Mr. Bailey permission to advertise for a variance. Monticello Clinic The County received the tax notice for the Monticello Clinic which is still in Dr. Steve Warren's name. The San Juan Health Care District is buying the building with Dr. Penn paying rent to the District. The 1997 & 1998 taxes are due. Commissioner Bill Redd made a motion abate the taxes. Commissioner Mark Maryboy seconded. UNANIMOUS. Utah Code/Poor Relatives Administrative Assistant Rick Bailey reported on the Utah Code concerning the poor. He stated that there used to be a chapter concerning designation of a Commissioner of The Poor. That Chapter is no longer in the code. Indian Housing Authority was also discussed. Mr. Bailey stated that the State has the ability to implement housing authority. It is usually left up to the communities. Weatherization programs are available through the Association of Government. The County will ask the AOG to make a presentation. Land Use Training Mr. Bailey reported on the Land Use Training that was held last week. The County is required to have a Planning Commission with as few as three members on the Board and a Board of Adjustment with five members to hear appeals. Building permits and subdivisions will be submitted through these boards. COMMISSIONER MARK MARYBOY'S REPORT Road Funding Commissioner Maryboy asked about the criteria needed to utilize the road funds available through the State. Mr. Bailey stated that the requests need to be included on the STIP List indicating specific roads with proposals of the work to be done. The list of actual roads proposed for improvements with estimated cost is due by January 1, 1999. Commissioner Maryboy stated that he believes there is $200,000 available through the Tribe for road work. Mr. Bailey will check into it. Reservation Roads Commissioner Maryboy reported that most of the dirt roads on the Reservation were washed out due to rain. He would like the roads graded. Commissioner Lewis asked Commissioner Maryboy to speak with South Road Foreman, Lynn Laws concerning the issue. Meetings The San Juan Service Area #1 will be holding their meeting on November 4, 1998. Commissioner Maryboy will attend that meeting. Commissioner Maryboy will be in the area most of the week. COMMISSIONER BILL REDD'S REPORT Last week Commissioner Redd met with Senator Bennett and Congressman Cook to show them part of the road survey done on Hatch Point. He also showed them some of the photo comparisons completed by the County. Next week Commissioner Redd will attend the CIB meeting in Salt Lake City plus attending the press conference concerning the road issues. COMMISSIONER TY LEWIS' REPORT Last week Commissioner Lewis attended the San Juan Health Care Service District Board meeting. It was agreed to hire an Administrator for the San Juan County Hospital for a three month probationary period. A long term decision will be made after that period. Commissioner Lewis will meet with the BLM, Southern Utah Wilderness Association, San Juan County, and Southern Utah Land Users Association on November 5, 1998.
