SAN JUAN COUNTY COMMISSION MEETING NOVEMBER 16, 1998 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk A motion to approve the minutes of the November 9, 1998 meeting as amended was made by Commissioner Bill Redd and seconded by Commissioner Mark Maryboy. UNANIMOUS. Bookmobile Contract Rowland Francom, State Bookmobile, presented the State Bookmobile contract for 1999 in the amount of $100,775 with the County match of $50,572 for approval. A motion was made by Commissioner Bill Redd to approve the Bookmobile contract and seconded by Commissioner Mark Maryboy. UNANIMOUS. Nizohni Bridges/Feasibility Study Phil Hall, Bluff, presented a feasibility study proposal to the Commission for an event center in Bluff. Mr. Hall reported that the Bluff Community Center would be a short term solution but is not the solution. Transient Room Tax money has been committed to the project. Commissioner Lewis suggest that Mr. Hall come up with a location, size of the building, estimated cost and report back to the Commission. Bid/Copy Machine-Recorder's Office County Recorder Louise Jones presented a bid request for replacement of the copy machine in the Recorder's Office from Communications Plus for a Sharp SF-2116 copier in the amount of $1595 and from Office Equipment Co. for a Cannon NP6221 in the amount of $1788. Commissioner Bill Redd made a motion to approve the bid from Communications Plus. Commissioner Mark Maryboy seconded. UNANIMOUS. Bid/Dryer-PSB Sheriff Lacy presented bids for a new dryer for the Public Safety Building from Menerhall @$2575 installed and from Alliance Equipment @$2050 which includes freight to Salt Lake City for approval. Commissioner Bill Redd made a motion to approve the bid from Alliance Equipment. Commissioner Mark Maryboy seconded. UNANIMOUS. Bid/GPS Unit-Aircraft Sheriff Mike Lacy presented a bid for a Garman GPS Map 195 unit to be placed in the County aircraft from Tropic Aero, Inc @$1009 and from Sporty's Pilot Shop @$1099. A motion was made by Commissioner Bill Redd to approve the bid from Tropic Aero, Inc. and seconded by Commissioner Mark Maryboy. UNANIMOUS. Payroll/Kelly Bradford Sheriff Mike Lacy requested that Kelly Bradford be paid full wages for the three months he was off due to injuries received during the manhunt. The County would be responsible for the difference between his wage and the amount that Worker's Compensation paid. This also includes the same request for Mike Bailey. Sheriff Lacy was asked to document the reasons for the exception to the personnel policy in Section 9, Paragraph J entitled "Administrative Leave" and submit the reasons to the Personnel Office for concurrence and then to the County Commission for final approval. Requests will be approved on a case by case basis by the Commission. Property Tax/Lucinda Hardgrave-Bruce Wharton Mr. Wharton stated to the Commissioners that he and Lucinda Hardgrave live near Pack Creek Ranch and have owned the property since 1994. Ms. Hardgrave reported that they have not received any tax notices on the property on which their home is located. Upon checking with the Treasurer's office it was determined that their notices have been returned by the Post Office to the County. The Treasurer's office will check into the matter and report to the Commission at a later date. Executive Session Commissioner Bill Redd made a motion to convene into an executive session to discuss a personnel issue. Commissioner Mark Maryboy seconded. UNANIMOUS. Commissioner Bill Redd made a motion to exit the executive session and reconvene in to the regular commission meeting. Commissioner Mark Maryboy seconded. UNANIMOUS. No decision was reached on the discussion. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT Payroll Change/Sue Redd Personnel Director Scherick requested approval to adjust a payroll change made earlier for Sue Redd who is attending P.O.S.T The original approval of Step 71 @$1378 per month to Step 89 @$1508 per month was incorrect and should be changed from Step 71 @$1378 per month to Step 96 @$1561 per month retro-active to September 28,1998. Commissioner Bill Redd made a motion to approve the correction. Commissioner Mark Maryboy seconded. UNANIMOUS. Payroll Change/Administrative Programs Manager Personnel Director Edward Scherick reported that advertisement and interviews for the Administrative Programs Manager position have been completed. It is recommended that Melissa Banks be hired as the new Administrative Programs Manager moving her from Step 35 @$1152 per month to Step 106 @$1641 per month. Commissioner Bill Redd made a motion to approve the hire. Commissioner Mark Maryboy seconded. UNANIMOUS. Telecommunication Conference Planner Scherick reported that he has completed the final draft of the Telecommunications Conference and will be mailing that out for review. Water Master Plan Planner Scherick stated that the Water Master Plan Draft is here. On December 3, 1998 there will be a meeting to conduct an administrative review of the document. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Building Permits Building permits were presented for the following: Ray & Diana Tousley for a modular home on Peter's Hill; Kelley Martin for a new home in the Velcar Subdivision, Spanish Valley; and Mary Nez Begay/Alta Begay for a home on North Reservoir Rd., Blanding. Commissioner Bill Redd made a motion to approve the building permits. Commissioner Mark Maryboy seconded. UNANIMOUS. UAC Conference Administrative Assistant Bailey reported that he attended the Insurance Mutual portion of UAC Conference. If counties obtain outside contracts it is required that the companies furnish copies of insurance, workers compensation, liability insurance, etc. to the County. These requests will be added to the County Purchasing Policy. Road Sub-Committee Meeting A Road Sub-Committee meeting was held at Mexican Water Chapter last week. The Chapter is using money allocated by the County to grade roads on the Utah side of the Reservation. Arizona however is not providing money for the Chapter roads adjacent to Utah. Administrative Assistant Rick Bailey will write a letter to Apache County, and Coconino County, Arizona requesting matching money for Chapter roads on the Arizona side. Meetings The Road Department will be holding their Supervisory Training meeting on November 17, 1998 at the Fairgrounds building. The Hospital Board meeting will be held at the hospital on November 17, 1998 at 6:00 P.M. The State Public Information Office will conduct a two day Public Information class for the public safety agencies within the County beginning November 17, 1998. COMMISSIONER MARK MARYBOY'S REPORT Commissioner Maryboy is compiling a list of items to be coordinated with Liason Edward Tapaha, Planner Scherick, the Chapters, Navajo Tribe, and the County mainly concerning road issues. Commissioner Maryboy also stated that Apache County will send San Juan County the MOA between Apache County and the Navajo Nation DOT concerning the maintenance plan of roads on the Reservation Commissioner Maryboy asked if better road signs could be placed on the highway in Montezuma Creek giving directions to Hovenweep National Park. Administrative Assistant Rick Bailey will write a letter to the State concerning signs for Hovenweep and Montezuma Creek. Commissioner Maryboy has asked Administrative Assistant Rick Bailey about the possibility of moving his office from Aneth to the police station in Montezuma Creek. Administrative Assistant Rick Bailey has contacted the Sheriff office who will check with the FBI. Schedule Commissioner Maryboy will be in Window Rock on November 17, 1998. He will be in Phoenix on November 18-20, 1998 and back in the area on Friday. COMMISSIONER BILL REDD'S REPORT Commissioner Bill Redd attended the UAC Conference held in St. George on November 11-13, 1998. This week Commissioner Redd will meet with the Natural Resource Committee of the Legislature on roads. COMMISSIONER TY LEWIS' REPORT Commissioner Ty Lewis attended the UAC Conference held in St. George last week. He will attend the Revitalization meeting in Blanding this afternoon at 2:00 P.M. Commissioner Lewis will attend the San Juan County Road Supervisory Training meeting on November 17, 1998.
