SAN JUAN COUNTY COMMISSION MEETING JANUARY 25, 1999 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Ty Lewis, Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk Absent: Mark Maryboy, Vice-Chairman A motion to approve the minutes of the January 19, 1999 meeting as amended was made by Commissioner Bill Redd and seconded by Commissioner Ty Lewis. UNANIMOUS. Hovenweep & Natural Bridges Walt Dabney and Phil Brueck, NPS, introduced Palma Wilson, new Superintendent of Hovenweep and Natural Bridges, to the Commission. Visitor Center/Hovenweep Canyonlands National Park Service Superintendent Walt Dabney reported that they are going to Hovenweep today to decide on a location for a visitor center. Money for planning is available now with a proposal going to Legislation for actual construction of the visitor center. Rescue Boats Mr. Dabney reported that the Park Service is replacing two of their rescue boats for high water rescue. Canyonlands Wilderness Map Mr. Dabney gave Planner Scherick a map of areas in Canyonlands that would be designated as wilderness if Congress acts on it. Nizhoni Bridges Phil Hall, Bluff, reported on the progress of programs and venues in Bluff. The In-reach programs include bringing different kinds of artists into the schools and border town communities. These are mostly funded by the School District, San Juan County, and the Utah Arts Council. An architect came and looked at property in the Cottonwood Wash area for a possible venue site. Victims Advocate Lou Mueller, Victims Advocate and Odynne MacDonald, DCFS, reported they had met in Salt Lake City with other shelter directors along with Senator Mark Evans. The Commissioners discussed with Ms. Mueller and Ms. MacDonald domestic violence shelters and the possibility of sharing a building with another entity. Ms. MacDonald stated this would not work because of safety issues, confidentiality, and security. Also discussed was the idea of purchasing a home to be used for a shelter. Monticello City Recreation City Manager Trent Schafer approached the Commission concerning available TRT money to be used for completion of proposed projects at the Monticello swimming pool and old tennis court area. Commissioner Bill Redd made a motion to contribute $20,000 of TRT money to help with windows, doors and a slide at the pool and with restrooms facilities at the baseball park area. Commissioner Ty Lewis seconded. UNANIMOUS. Monticello Library Survey & Documents Monticello Librarian Vee Carrol is concerned about the survey that was taken concerning the open hours of the Monticello library. She presented the Commissioners with documentation of incidents that have happened at the library after 7:00 P.M. The hours have not been changed. That is a library board decision not a decision because of the survey. Community Development/Visitor Services Board Peggy Humphreys, Community Development/Visitor Services, presented the following names to be approved for the Community Development/Visitor Services Board. They are: Jane Sleight, Cindy Tumeh, Barbara Tate, and Harold Lyman. Commissioner Bill Redd made a motion to approve the board members. Commissioner Ty Lewis seconded. UNANIMOUS. Arena Equipment Kim Hoggard, Arena Cross, reported the need for equipment to work the arena grounds. The Commission asked County Fair Director Lillian Taylor to look for some equipment for the fair grounds and report back to the Commission. PERSONNEL-PLANNER EDWARD SCHERICK'S REPORT Patch Crew Personnel Director Scherick requested permission to advertise for a temporary Patch Crew worker at Step 25 @$6.42 per hour. The Commission gave their approval. Payroll Change/Max Black/Road,Weed, & GPS The name of Max Black, Road Dept., was presented to be moved from Step 115 @$1742 per month to Step 119 @$1777 per month effective January 1, 1999. Commissioner Bill Redd made a motion to approve the promotion. Commissioner Ty Lewis seconded. UNANIMOUS. Aging Program Personnel Director Scherick reported that the three San Juan County Senior Center Directors all have the same job description. One is full time and the other two are at 32 hours plus. After a discussion a motion was made by Commissioner Bill Redd to approve Senior Center Directors Norman Madden and Betty Yazzie to work hourly up to 40 hours with pro-rated benefits and retirement to be paid with aging grant money. Commissioner Ty Lewis seconded. UNANIMOUS. Legacy Oil Planner Scherick reported that the County asked the BLM State Director for a review of the Legacy Oil decision. 911 Addressing Planner Scherick reported that there are two GPS teams working on 911 addressing on the Reservation. Meetings Planner Scherick will attend the Canyon County Research Project meeting in Moab on January 27, 1999 at 10:00 A.M. There will be an OHV meeting in the conference room on January 29, 1999 at 1:00 P.M. Planner Scherick will meet with the Redd Foundation in St. George on Saturday, January 30, 1999 in hopes of securing money for the photo study. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Regence Blue Cross Blue Shield/Insurance Renewal Administrative Assistant Rick Bailey recommended that the Commission approve the renewal of the current Blue Cross Blue Shield policy. Commissioner Bill Redd made a motion to approve renewing the Blue Cross Blue Shield policy. Commissioner Ty Lewis seconded. UNANIMOUS. Visitor Centers Administrative Assistant Rick Bailey reported that he, Cleal Bradford, Four Corners Heritage; John Housekeeper and Larry Rogers, Utah Navajo Trust Fund; met with UDOT, Revitalization, and Utah Navajo Trust Fund, State Travel Council, UDIA and others. They discussed the Monument Valley Visitor Center. A meeting will be held with parties involved on Wednesday, January 27, 1999 in Monument Valley. The Four Corners Visitor Center is also needing to be completed. These two projects will be recommended as enhancement projects. Mr. Bailey reviewed the funding sources and recommended that $50,000 be allocated to the Four Corners project, the County be the applicant to UDOT for enhancement funding, and work with Four Corners Heritage on the application. This idea will be presented on February 11, 1999. Commmissioner Bill Redd made a motion approving Mr. Bailey's recommendation. Commissioner Ty Lewis seconded. UNANIMOUS. Meetings There will be a Williams Energy meeting on January 29, 1999. He will meet with the Bureau of Reclamation in Durango on January 27- 29, 1999. COMMISSIONER BILL REDD'S REPORT Last week Commissioner Redd attended the Southeastern Utah Health District meeting in Green River and the UAC Legislative meeting in Salt Lake City. This week he will attend the Utah Local Governments Trust meeting on January 26, 1999 in Salt Lake City. COMMISSIONER TY LEWIS' REPORT There is a Canyon Country Research Project meeting in Moab on January 27, 1999 at 10:00 A.M. There will be a meeting concerning the Monument Valley Visitor Center at 1:00 P.M. in Monument Valley on January 27, 1999. Commissioner Lewis will attend the San Juan Health Care Service District Board meeting on January 27, 1999 at 6:00 P.M.
