SAN JUAN COUNTY COMMISSION MEETING FEBRUARY 8, 1999 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk A motion to approve the minutes of the February 1, 1999 meeting as amended was made by Commissioner Bill Redd and seconded by Commissioner Mark Maryboy. UNANIMOUS. Commission Meeting Commission meeting will be held on Tuesday, February 16, 1999 due to President's Day holiday on Monday. Leadership Conference Heidi LeBlanc, USU Home Economist, reported on a Leadership Conference for the Four Corners area on building life skills. This conference will be held on March 18, 1999 at San Juan High School. Ms. LeBlanc requested that one of the Commissioners be at the opening ceremony to open the conference and welcome those attending. Plan of Work USU Home Economist, Heidi LeBlanc, is working on a five year plan of work. She discussed with the Commissioners her ideas and how to best meet the needs in San Juan County. BLM/Cottonwood Wash BLM Field Manager Kent Walter requested that the meeting scheduled for this afternoon to discuss the abandoned mine issues be rescheduled for March 1, 1999. RS2477 Mr. Walter reported that the BLM has requested an extension on the determination on the Hart Point road. The extension would be until May 7, 1999. Wilderness Re-inventory The Wilderness Re-inventory results have been released. Mr. Walter gave the Commission a copy of the news release. Out-of-State Travel Peggy Humphreys presented an out-of-state travel request for Susan Taylor, Community Development/Visitor Services, to travel to Dallas, TX to participate in one of 13 travel shows sponsored by Utah Travel Region & Utah Travel Council. Commissioner Bill Redd made a motion to approve the travel request. Commissioner Mark Maryboy seconded. UNANIMOUS. Four Corners Enterprise Community Cleal Bradford presented to the Commissioners an update on the Empowerment Zone project. The name has been changed to Four Corners Enterprise Community. The Four Corners Enterprise Community application was selected from among 160 eligible applicants with a 10-year partnership between the Enterprise Community and the Federal Government to assist in implementing the strategic plan. PLANNER PERSONNEL EDWARD SCHERICK'S REPORT 911 Survey Planner Scherick reported that there are a few problems with the 911 addressing on the Reservation. Gates are locked and one resident did not want his property mapped or photographed and therefore will not be included in the system. Commissioner Maryboy would like to speak with the individual to make sure they understand what the survey is about. Road Inventory Planner Scherick reported that the road inventory is going well. Sixty three miles of roads were mapped on Mancos Mesa last week. Redd Foundation Planner Scherick stated that the Redd Foundation has contributed $5,000 to go toward work on the photo study. Meetings Planner Scherick will attend the Gateway 2000 Project meeting in Cortez on February 9, 1999 at 1:30 P.M. He will attend a meeting with the Forest Service on February 10, 1999 at 1:00 P.M. concerning road issues. Planner Scherick will travel to Richfield to meet with Jim Bowns, SUU, on February 11, 1999. They are ready to begin writing the grazing histories. The San Juan Forum will sponsor an Economic Conference on June 14, 1999 at the San Juan College in Farmington, NM ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Bid/Color Printer Bids were presented for a HP 340C color printer for Commissioner Maryboy from Global at $269.99 and from Midwest Micro for the same at $289. Commissioner Bill Redd made a motion to approve the bid from Global. Commissioner Mark Maryboy seconded. UNANIMOUS. Bid/Radios-Aging Dept A State contract bid was presented from Motorola for seven mobile Motorola M-1225 radios with software @$519 each and a base kit at approximately $300 each for a total of $4283 for the Aging Department. Commissioner Bill Redd made a motion to approve the bid. Commissioner Mark Maryboy seconded. UNANIMOUS. Bid/Computer-Dell Hunter Bids were presented for a P2-350 computer from Midwest Micro @$1100 and from Gateway 2000 for a GPX-350 computer @$1435 for Dell Hunter, Grounds & Building Maintenance. Commissioner Bill Redd made a motion to approve the bid from Midwest Micro. Commissioner Mark Maryboy seconded. UNANIMOUS. Bid/Air Compressor Bids were presented for an air compressor from Cate Equipment for an 11 horsepower Ingersal Rand @$1785; Justis Supply for an 11 horsepower Ingersal Rand @$2259.38; Motor Parts for a Briggs & Straton 11 horsepower @$1697; and from Myers for an Ingersal Rand 11 horsepower @$1650. The Road Department recommended the Ingersal Rand from Myers. Commissioner Bill Redd made a motion to approve the bid from Myers for the Ingersal Rand air compressor. Commissioner Mark Maryboy seconded. UNANIMOUS. Bid/Bead Breaker Bids were submitted for a IMT 210 HP portable bead breaker from Agland Tire @$775.75 and from Myers Tire for the same @$595. Commissioner Bill Redd made a motion to approve the bid from Myers Tire. Commissioner Mark Maryboy seconded. UNANIMOUS. Peterbilt/Road Department Because of problems with County specifications and the actual specifications that would accommodate the needs of the County, the order for a Peterbilt truck was cancelled. A truck will be ordered from Great Basin Trucks. San Juan Water Conservancy District Board Commissioner Bill Redd made a motion approving the appointment of Paul McDonald to the San Juan Water Conservancy District Board. Commissioner Mark Maryboy seconded. UNANIMOUS. Monument Valley Visitor Center The Oljato Chapter will be holding a meeting on February 19, 1999 at 10:00 A.M. to discuss the visitor center proposal at Monument Valley. USU Extension The County has received an invitation to attend a USU Extension master development planning meeting entitled "Growth Potential and Economic Development in our Area." It will be held at the Nations of the Four Corners on February 15, 1999 at 4:00 P.M. The Commissioners will attend. San Juan County Indian Bus Roads Funding UDOT will meet on February 22, 1999 at 1:00 P.M. to discuss the Indian School Bus route road projects. The purpose of the meeting is to define the rolls of all participants, define project parameters, and outline a cooperative agreement. Mike Miles, Richfield Field office, will be the project manager. Meetings The Tri-State County meeting will be held in Ganado, AZ on February 10, 1999. Mr. Bailey will meet with the UDOT on February 11, 199 concerning enhancement projects. Administrative Assistant Rick Bailey will meet in Durango on February 12, 1999 with the Bureau of Reclamation. COMMISSIONER BILL REDD'S REPORT Commissioner Redd attend the CIB meeting in St. George last week. He also attended the newly Elected Officials Workshop. He met with a committee of the Legislature on San Juan County road proposals. This week Commissioner Redd will attend the County Officials Day at the Legislature and the Legislative Briefing. COMMISSIONER MARK MARYBOY'S REPORT Last week Commissioner Maryboy met with the New Mexico State Legislature. Thirty million dollars has been allocated to the New Mexico Chapters. This week Commissioner Maryboy will be helping with the 911 mapping. He will also meet with Navajo Nation Water Resource to discuss the San Juan County Water Master Plan. He will contact the Chapters concerning the San Juan County Bus Roads Funding meeting which will be held on February 22, 1999 at 1:00 P.M. Commissioner Maryboy reported that Robert Whitehorse called and stated that the gravel pit in Aneth will be ready by March. This week Commissioner Maryboy will meet in Phoenix with Arizona legislature and senators regarding the possibility of establishing a senior center at Mexican Water Chapter. Commissioner Maryboy reported that their will be a rodeo in Bluff on June 12-13, 1999. COMMISSIONER TY LEWIS' REPORT Commissioner Ty Lewis attended the San Juan Substance Abuse/Mental Health Board meeting last week. Commissioner Lewis and Planner Scherick will attend a Gateway 2000 Project meeting in Cortez on February 9, 1999. There will be a meeting with the Forest Service on February 10, 1999 concerning road issues. Commissioner Lewis will attended the County Officials Day at the Legislature and the Legislative Briefing on February 11-12, 1999. Public Hearing: Enhancement Projects At 11:45 A.M. Commissioner Bill Redd made a motion to convene into a public hearing to hear requests for enhancement programs. Commissioner Mark Maryboy seconded. UNANIMOUS. Craig Leavitt, Department of Transportation, presented a request to help sponsor a new parking lot and restroom facilities at Newspaper Rock. It will be conducted in partnership with the BLM. UDOT will construct the parking lot and the BLM will maintain it. Total cost of the project will be $161,000 with matching funding of $32,000 from UDOT. Cleal Bradford, Four Corners Heritage, presented a proposal request for a Monument Valley Welcome Center and Vendor Village. Arizona Department of Transportation has taken the lead in funding. Current approval is at 1.8 million dollars. Mr. Bradford showed a diagram of the proposed project. Utah's portion of the project would be $400,000 enhancement with $100,000 match. Mr. Bradford also presented a request for the Four Corners Monument. He showed a diagram of the proposal with parking, restroom, and vendor village drawn by Arizona Department of Transportation for concept purposes. The area around the outside of the center of the four corners will be a walking area. Utah's portion of the project would be $400,000 enhancement with $100,000 match.
