SAN JUAN COUNTY COMMISSION MEETING JUNE 21, 1999 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk Absent: Bill Redd, Commissioner A motion to approve the minutes of the June 14, 1999 meeting as written was made by Commissioner Mark Maryboy upon approval of Commissioner Bill Redd. Commissioner Ty Lewis seconded. UNANIMOUS. LaSal Fire Station Ron Barnett and Jim Collar, LaSal Fire Department, presented a proposal requesting funding on a 40X30 foot steel building addition to the existing fire station building. A bid was presented from Sentinel Building in the amount of $14,600 which includes electrical, lighting and heat. This bid excludes concrete. The LaSal Community will erect the building. The Commission stated that the certified tax rates need to be determined before a decision is made. County Check Signatures County Clerk/Auditor Norman L. Johnson presented the names Norman L. Johnson and Amber Young to be added to the County check signature card. Commissioner Mark Maryboy made a motion approving the signatures. Commissioner Ty Lewis seconded. UNANIMOUS. Public Hearing/Vacate Portion of Alleyway/Block 29 Cottonwood Addition At 11:45 A.M. a public hearing opened to hear comments on vacating a portion of an alleyway in block 29 of the Cottonwood Subdivision in Bluff. Hearing no public comments the hearing was closed. The Commissioners are concerned about utility right-of-way access for the other property owners on that block. Administrative Assistant Rick Bailey will write a letter to property owner Stephanie DeGeorge with a proposal on the utility access before a decision is made. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT Request to Hire/Fairground Worker The name of Michael Holyoak was presented to be hired as the fairground worker at Step 25 @$6.42 per hour effective June 28, 1999. Wilderness Comments Planner Scherick reported that the County sent their wilderness comments to the State BLM office on June 18, 1999. He stated that the public comment response has been excellent. He feels that the BLM needs to address all the Navajo Chapters and that the Native Americans as a whole throughout the state are not being included and do not understand the issues. GPS GPS Secretary Lillian Taylor will attend a GPS training in Cedar City on June 24-25, 1999 in order that the County receive their share of grant money to be used for GPS purposes. Meetings There will be a Cooperative Management Sub-committee meeting on June 23, 1999 at 10:00 A.M. Planner Edward Scherick and Commissioner Ty Lewis will travel to Salt Lake City to meet with the U.S. Attorney General concerning wilderness issues on June 29, 1999. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Building Permits A building permit was presented for John Randall for a straw home in Bluff. Commissioner Mark Maryboy made a motion to approve the building permit. Commissioner Ty Lewis seconded. UNANIMOUS. Lawsuit/Sheriff Dept Administrative Assistant Rick Bailey reported that a lawsuit was served on several county jail personnel regarding the bulk mail policy at the jail. Mr. Bailey stated that a request has been received from those employees asking that the County provide legal council. Commissioner Mark Maryboy made a motion that the County provide legal council for the jail employees named. Commissioner Ty Lewis seconded. UNANIMOUS. UDOT AGREEMENT Administrative Assistant Rick Bailey presented a UDOT cooperative agreement on the Reservation school bus route money. Commissioner Mark Maryboy made a motion to approve the agreement. Commissioner Ty Lewis seconded. UNANIMOUS. Montezuma Creek to Aneth Road Cleston Laws, UDOT, spoke to Administrative Assistant Rick Bailey concerning their annual partnership meeting to be held in Monticello on August 12, 1999. He suggested that a meeting be scheduled that day with the State, County, and the Navajo Nation to discuss the Montezuma Creek to Aneth road issues. Bluff Senior Center Administrative Assistant Rick Bailey reported that the remodeling on the Bluff Senior Center is going well. Montezuma Creek Swimming Pool Mr. Bailey stated that Grounds and Maintenance Supervisor Dell Hunter and crew are working on cleaning and painting the Montezuma Creek swimming pool. Navajo Nation Budget & Finance Administrative Assistant Rick Bailey reported that Navajo Liaison Edward Tapaha and Administrative Services Manager Melissa Banks will present requests for the Utah portion of the Reservation to the Navajo Nation Budget and Finance Committee in Window Rock on June 24, 1999. Bid/Johnson Creek Road Project A bid proposal was received from Crowley Construction for the Johnson Creek Road project in the amount of $209,972.28. Administrative Assistant Rick Bailey recommended sending the bid to the Road Department for a recommendation. Navajo Court System Administrative Assistant Rick Bailey stated that Commissioner Maryboy met with the Chief Justice of the Navajo Nation while in Washington, DC. He stated that the Chief of Staff has contacted him about the possibility of placing a building for the Navajo Court System on the Utah portion of the Reservation. The Justice Department is looking at the Revitalization money as a possible funding source. The County will see what the Justice Department does with their proposal before making any decision. Senior Citizens Update Plan Administrative Assistant Rick Bailey reported that every four years the County is required to update their senior citizen plan. The State Board has tentatively approved the plan. Mr. Bailey recommended that the Commission approve the plan. Commissioner Mark Maryboy made a motion to approve the plan. Commissioner Ty Lewis seconded. UNANIMOUS. Hospital/Monument Valley Administrative Assistant Rick Bailey reported that USU is interested in placing a higher education facility in the Monument Valley area. They would like to use the hospital building which is owned by Gouldings. Some informal discussions have been held with the San Juan Foundation. They would be willing, subject to board approval, to help facilitate a possible trade of five acres of County land in lieu of the building. The Commission would like a legal opinion from the county attorney concerning the property issues. Meetings There will be a meeting on July 12, 1999 at 4:30 P.M. to discuss higher education master planning. A Navajo Revitalization meeting will be held this afternoon at 2:00 P.M. in Blanding COMMISSIONER MARK MARYBOY'S REPORT Commissioner Mark Maryboy is requesting that Administrative Assistant Rick Bailey write a letter to the Utah Congress concerning BIA allocations for additional funding. Commissioner Maryboy will be in Window Rock most of the week for the Navajo Nation budget hearings. The County will make their presentation on Thursday. COMMISSIONER TY LEWIS' REPORT Commissioner Lewis reported that he had no scheduled meetings last week but had dealt with a lot of health care issues. He will attend the Revitalization meeting to be held in Blanding this afternoon at 2:00 P.M.
