SAN JUAN COUNTY COMMISSION MEETING JULY 26, 1999 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Ty Lewis, Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk Absent: Mark Maryboy, Vice-Chairman A motion to approve the minutes of the July 19, 1999 meeting as written with the right for Commissioner Mark Maryboy to make corrections. Commissioner Ty Lewis seconded. UNANIMOUS. Out-of-State Travel/Sheriff Dept The following out-of-state travel requests were presented for signature: Kelly Bradford and William Christensen to travel to Omaha, NE on August 2, 1999 to testify in a federal drug case. The trip will be paid by the Federal Government. A request for Mike Lacy and Grayson Redd to travel to Houston, TX on or about August 2, 1999 to testify in a trial. A request for William Christensen and William Monte Dalton to travel to Washington D.C. to attend an advanced FEMA PIO School on September 17-26, 1999. Commissioner Bill Redd made a motion to approve the out-of-state travel requests for the Sheriff's Department. Commissioner Ty Lewis seconded. UNANIMOUS. College Classes/Inmate Lt. Bill Christensen reported to the Commission concerning implementing USU classes for inmates at the jail. The equipment has been installed. The sheriffs office proposed for the Commissioners consideration to use funds generated by the commissary and the inmate telephone system to fund a teaching assistant to help with the program. Commissioner Bill Redd requested a detailed budget of the idea before a decision is made. BLM/Memorandum of Understanding Kent Walter, Monticello Field Office Supervisor, presented to the Commission a draft Memorandum of Understanding between the Bureau of Land Management and San Juan County. The purpose is to clarify road construction and maintenance responsibility on public lands in San Juan County. The County will make comments. Little Baullies Mesa Next week the comment period closes on the Little Baullies Mesa vegetation manipulation project. The BLM is proposing about 1200 acres of hydro mulch activity. Certified Tax Rate County Clerk/Auditor Norman Johnson reported to the Commission that the County cannot exceed the maximum tax rate. Commissioner Ty Lewis stated that because of decline in the assessed valuation of county property the county could accept the certified rate but not exceed the legal limit established by the legislature. The Commissioners asked Mr. Johnson to come back to commission meeting with a comparison of options on a $100,000 home using last years rate and this years proposed rate. A decision will be made next week. Workforce Services County Clerk/Auditor Norman Johnson has been asked by Department of Workforce Services to serve on their Regional Council Executive Board representing private sector business which will involve about one day a month. There will be no cash cost to the County. Bid/Computers-Assessors County Assessor Bruce Bunker presented a bid for a desktop P-2 400 MHZ computer with monitor from Midwest Micro @$1299 and from Dartek for a desktop Pro EN @$1575. Commissioner Bill Redd made a motion to approve the bid from Midwest Micro. Commissioner Ty Lewis seconded. UNANIMOUS. A bid was presented for a Notebook Solis ST, 400 MHZ from Midwest @$2498 and from Dartek for a Notebook AMS Tech Rodeo @$2649. Commissioner Bill Redd made a motion to approve the bid from Midwest Micro. Commissioner Ty Lewis seconded. UNANIMOUS. Bid/Computer-Recorder Bids were presented from Midwest Micro for one desktop computer with 17" monitor @$1299 and one computer with 19" monitor @$1500 for total of $2799; and from Dartek for one computer with 17" monitor @$1575 and for one computer with 19" monitor @$1934 for a total of $3509. Commissioner Bill Redd made a motion to approve the bid from Midwest Micro. Commissioner Ty Lewis seconded. UNANIMOUS. Bid/Compactor-Road Dept Administrative Assistant Rick Bailey reported that it is the recommendation of the Road Department to approve a bid from Cate Equipment Co. for a 1999 DD-22 double drum Ingersoll-Rand Asphalt Compactor in the amount of $26,125. Commissioner Bill Redd made a motion to approve the bid. Commissioner Ty Lewis seconded. UNANIMOUS. Bid/Vacuum Pump/Road Dept A bid was submitted for the Road Department for a 4CFM vacuum pump from Snap On @$379.25 and from Cortez Diesel for the same @$431. Commissioner Bill Redd made a motion to approve the bid from Snap On. Commissioner Ty Lewis seconded. UNANIMOUS. Bid/Radios-Navajo Nation Funding Administrative Assistant Rick Bailey presented a state contract bid for four Motorola HT1000 radios @$574 for fire and emergency services. These will be paid for with Navajo Nation Grant funding. Commissioner Bill Redd made a motion to approve the purchase. Commissioner Ty Lewis seconded. UNANIMOUS. Bid/MC Fire Station-2 Bay Administrative Assistant Rick Bailey presented a bid from Tri-Hurst Construction for a 2-bay addition to the Montezuma Creek Fire Station in the amount of $52,650. Commissioner Bill Redd made a motion to approve the bid and to authorize Mr. Bailey to secure funding from other legal authorized sources. Commissioner Ty Lewis seconded. UNANIMOUS. Bid/Navajo Mtn Road Dept Fence Administrative Assistant Rick Bailey presented a bid from CM Concrete, Blanding, Utah to furnish materials and labor for a chain link fence to surround a Road Department complex at Navajo Mountain in the amount of $12,000. Commissioner Bill Redd made a motion to approve the bid. Commissioner Ty Lewis seconded. UNANIMOUS. Bid/Air Stream Travel Trailers-Road Dept Administrative Assistant Rick Bailey presented a bid from Tveten's R.V. Mart for the following Air Stream Travel Trailers: a 1990 @$17,010; a 1993 @$22,000; and a 1983 @$10,585 for a total of $49,595 with delivery to San Juan County @$300 additional per unit. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Building Permits Building permits were presented for Ted Christensen to build five new rental cabins at Hole in the Rock; and for Marcia Meredith for a new home in Bluff. Commissioner Bill Redd made a motion to approve the building permits. Commissioner Ty Lewis seconded. UNANIMOUS. Vision of Aging Contract Administrative Assistant Rick Bailey presented a FY2000 Vision of Aging Contract in the amount of $302,649 with County match of $27,652 for approval. Navajo School Bus Route/Engineer Agreement Administrative Assistant Rick Bailey presented the engineer agreement from Jones & DeMille Engineering to improve the Navajo School Bus routes for approval. Commissioner Bill Redd made a motion to approve the agreement. Commissioner Ty Lewis seconded. UNANIMOUS. Draft Emergency Response Waiver Administrative Assistant Rick Bailey presented a draft Emergency Response Waiver to the Commission for review. This is in addition to the Fire Code Waiver. Approval of these waivers will be placed on next weeks agenda. Volunteer Fire Department Pay Reimbursement After a discussion on pay reimbursement to volunteer fire department personnel Commissioner Bill Redd made a motion to reimburse all fire departments at the same rate. The rate will be $7.50 per hour. Commissioner Ty Lewis seconded. UNANIMOUS. Bluff Senior Center/Remodeling Administrative Assistant Rick Bailey reported that the Bluff Senior Center remodeling project will be completed about August 2, 1999. Variance/John Randall-Bluff Administrative Assistant Rick Bailey reported that the County has not heard from John Randall, Bluff concerning whether or not he would like to purchase the alleyway or be granted a variance. Mr. Bailey will write a letter to Mr. Randall. Meetings On July 27, 1999 Administrative Assistant Rick Bailey, Landfill Manager Dayne Shumway, and Administrative Services Manager Melissa Banks will be in Arizona attending a Landfill Symposium. The UAC Summer Workshop will be held in Midway, Utah on July 30, 1999. On July 29-30, 1999 Administrative Assistant Rick bailey will be in Salt Lake City and then in Midway to attend the UAC Summer Workshop. He will attend the UDOT meeting in Heber City. COMMISSIONER BILL REDD'S REPORT Commissioner Bill Redd attended the AOG meeting in Price on July 22, 1999. This week Commissioner Redd will attend the Multiple Use Coalition meeting and the UAC Summer Workshop. Commissioner Redd will accompany San Juan County Water Conservancy District to a UDOT meeting to discuss problems that are occurring with the road near recapture dam. COMMISSIONER TY LEWIS' REPORT Commissioner Ty Lewis attended the San Juan Water Conservancy District meeting in Blanding on July 22, 1999. They met with the state water resource people. Commissioner Lewis will attend a San Juan Health Care Service District meeting on July 27, 1999 at 6:00 P.M. in Monticello.
