SAN JUAN COUNTY COMMISSION MEETING AUGUST 9, 1999 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk A motion to approve the minutes of the August 2, 1999 meeting as written was made by Commissioner Bill Redd and seconded by Commissioner Mark Maryboy. UNANIMOUS. Visitor Center Susan Taylor, Monticello Foundation, informed the Commission that the Monticello Foundation has approached the Visitor Center Board concerning the idea of building a new visitor center/ museum/office space building. Possible locations might be the Old Barn area on main street and the city park area. Commissioner Lewis suggested they look at the possibility of using the old E-Z Mart building on the corner north of the courthouse. Miss San Juan Liz Mueller, San Juan County Queen, introduced herself to the Commission. She reported on the things she has been involved with and stated she is grateful for the opportunity to be a representative of San Juan County and is looking forward to a great year. She asked if the award money could be given to her and her attendants this week as they will all be leaving for college immediately following the County fair. Commissioner Bill Redd made a motion to issue the award money this week. Commissioner Mark Maryboy seconded. UNANIMOUS. Bid/Laser Printer John Fellmeth, Information Technology, presented a bid for a HP8000 Laser Printer w/duplex at $2959 from Midwest Micro and from Dartek for the same at $2999. Commissioner Bill Redd made a motion to approve the bid from Midwest Micro. Commissioner Mark Maryboy. UNANIMOUS. Bid/Desktop PC John Fellmeth, Information Technology, presented a bid for a desktop PC Pentium II computer from Midwest Micro at $1413 and from Dartek for a desktop PC at $1934. Commissioner Bill Redd made a motion to approve the bid from Midwest Micro. Commissioner Mark Maryboy seconded. UNANIMOUS. Dead Horse Point Dedication The 40 year celebration and dedication of the new Dead Horse Point Visitor Center will be held on October 2, 1999. San Juan County Health Service District/Loan Commissioner Bill Redd made a motion to approve a line of credit loan up to $500,000 for the San Juan County Health Service District with the interest rate to be equal with the Utah Public Treasurers Investment Fund. The maturity date will be August 10, 2004. Commissioner Mark Maryboy seconded. UNANIMOUS. San Juan County Fair The San Juan County Fair will be held on August 11-14, 1999. Commissioner Lewis will attend the ribbon cutting ceremony. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT Appraiser/Building Inspector Personnel Director Edward Scherick stated, for the record, that Bruce Bunker is a licensed building inspector & appraiser. Greg Adams is a licensed appraiser and building inspector minus the electrical endorsement which he is currently working on. Endorsements Personnel Director Edward Scherick requested permission to send a memo to each department stating that if job endorsements are received that a copy be placed in their personnel file. The Commissioners gave permission for Mr. Scherick to send a memo. Request to Hire/Sheriff Dept The name of Darren Shumway was presented to be hired as a full-time Road Deputy for the LaSal area at Step 114 @$1733 per month effective August 9, 1999. Commissioner Bill Redd made a motion to approve the hire. Commissioner Mark Maryboy seconded. UNANIMOUS. Request to Hire/Deputy Assessor The name of Marcie Musselman was presented to be hired full-time as a Deputy Assessor at Step 25 @$1112 per month effective August 11, 1999. Request to Hire/Deputy Clerk/Auditor The name of Sarah Rebich was presented to be hired full-time as a Deputy Clerk/Auditor at Step 25 @$1112 per month effective August 11, 1999. Commissioner Bill Redd made a motion to approve the hire. Commissioner Mark Maryboy seconded. UNANIMOUS. Blanding Senior Center/Termination Personnel Director Edward Scherick proposed to terminate Genevieve Yazzie, Blanding Senior Center. She has not shown up for work the past month. Commissioner Bill Redd made a motion to approve the termination. Commissioner Mark Maryboy seconded. UNANIMOUS. BLM/Map Data Planner Edward Scherick reported that the BLM would like the County meta data to use in their wilderness system. Planner Scherick would like to speak with the County attorneys before any decision is made. He stated that Gary Torres, BLM, would like to make a presentation to the Commission to explain how this data would work. BLM/Memorandum of Understanding Planner Scherick presented the changes in the draft Memorandum of Understanding between the Bureau of Land Management and the Board of County Commissioners to the Commissioners for review. The purpose of the memorandum is to provide a temporary platform to clarify road construction and maintenance responsibility which will provide the traveling public with safe roads in San Juan County Utah. San Juan Business Industrial Development Board On August 19, 1999 Marion Bentley, USU, will report to the San Juan Business Industrial Development Board on a study completed by USU of businesses in San Juan County. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT School Bus Route Money Administrative Assistant Rick Bailey reported that a resolution was received from Navajo County Board of Supervisor requesting the United States Congress amend the money distributed for school bus maintenance fund money to be proportionate to the actual acres. Mr. Bailey will write a letter to Senator Hatch stating the County opposing position. Commissioner Maryboy stated that this resolution is a concern to the County and a letter should be written to Senator Hatch. Accident Analysis Administrative Assistant Rick Bailey provided a report on accident analysis, analysis of claims and claims by department along with payment of claims in the County since 1992. He reported on an accident with a Road Department employee hauling a mower on a trailer near Days Inn last week. Bluff Senior Center Administrative Assistant reported that the work is almost complete on the Bluff Senior Center remodeling. Final walk through will be conducted tomorrow. Montezuma Creek Swimming Pool Administrative Assistant Rick Bailey will look at the Montezuma Creek Swimming Pool project. The pool equipment people will be back Wednesday & Thursday to complete their work. The pool will be filled. They will then come back and put on the automatic chemical/chlorinator equipment. Commissioner Bill Redd suggested that an agreement with Aneth Chapter needs to be drafted. Abajo Peak Building Mr. Bailey reported that the contractors have begun the cement work on the communications building on Abajo Peak. They hope to have the building completed before winter. Flooding Administrative Assistant Rick Bailey reported that Calf Canyon and Cow Canyon near Bluff have overflowed their banks and that Cottonwood Wash has been at the top of its banks. UDOT UDOT will be holding their annual meeting on August 12, 1999 at 9:00 A.M. in the Courthouse. At 11:00 A.M. they will hold a meeting with representatives from the Tribe concerning Road #262. Bluff Airport Lease Administrative Assistant Rick Bailey met with the BLM and reviewed the lease on the Bluff airport. The BLM will review their regulations to see if a patent can be issued. If this cannot be done then the number of acres would be reduced down so that the lease would just be for the airport landing strip. Volunteers/Mexican Hat Administrative Assistant Rick Bailey reported that Mexican Hat is without volunteer fire fighters. Their quick response truck has been moved to Bluff so they will cover Mexican Hat for the present time. Bluff Fire Bluff has received some state grant money for fire equipment and building renovation. It is a reimbursable grant. Bills will be submitted to the state along with a copy of the payment check and reimbursement will be made. Bluff Fire Department is still using the old portion of the jail as a fire building. They are requesting a concrete floor be put in. If the County will furnish the concrete the volunteers will provide the labor to put the floor in. The Commissioners agreed to this. LaSal Fire Department The LaSal Fire Department would like to upgrade their building by placing an addition on it. The County will furnish the materials and the volunteers will complete the addition. The Commissioners agreed to go ahead with the project. Meetings J.J. Brown, Senator Hatch's office, will be here on August 16, 1999 at 9:00 to meet with the Commissioners. Utah Navajo Trust meeting will be held at Navajo Mountain on August 16, 1999. COMMISSIONER MARK MARYBOY'S REPORT Montezuma Creek Clinic Commissioner Mark Maryboy reported that Aneth Chapter has appointed a task force to study the Montezuma Creek issues and will be submitting a proposal to renew the IHS contract on September 30, 1999. They are working on a proposal to separate the clinic from the San Juan County Health Service District. It would be a private, non-profit organization. Reservation Roads Commissioner Maryboy stated that most of the roads on the Reservation are in need of maintenance due to the rain storms. Meetings On July 26-30, 1999 Commissioner Mark Maryboy was in Washington, D.C. and met with the Assistant of the Interior for BIA. More money was added to the existing budget for roads. Commissioner Maryboy will be in Window Rock this week working on the Navajo Nation budget. COMMISSIONER BILL REDD'S REPORT Commissioner Bill Redd attended the CIB meeting in Salt Lake City last week. He reported that Bluff received $100,000 for renovating the Bluff Community Building. Commissioner Redd will be in Kanab on August 11, 1999 to present the County road project. COMMMISSIONER TY LEWIS' REPORT Commissioner Lewis attended the San Juan County Substance Abuse/Mental Health Board meeting on August 3, 1999 in Blanding. The Navajo Revitalization meeting will be held in Blanding on August 30, 1999 at 2:00 P.M. Commissioner Lewis will attend the San Juan County Fair opening ceremony on August 11, 1999.
