SAN JUAN COUNTY COMMISSION MEETING SEPTEMBER 7, 1999 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Ty Lewis, Chairman Bill Redd, Commissioner LaVee Scherick, Deputy Clerk Absent: Mark Maryboy, Vice-Chairman Rick Bailey, Administrative Assistant A motion to approve the minutes of the August 23, 1999 meeting a written was made by Commissioner Bill Redd and seconded by Commissioner Ty Lewis. UNANIMOUS. FY2000 Noxious Weed Agreement/UDOT Commissioner Bill Redd made a motion to sign the FY2000 Noxious Weed & Vegetation Control Contract between Utah Department of Transportation and San Juan County. The Contract will not exceed $1,000. Commissioner Ty Lewis seconded. UNANIMOUS. Blue Cross/Blue Shield Contracts Commissioner Bill Redd made a motion to sign the 1998-99 Blue Cross/Blue Shield contracts. Commissioner Ty Lewis seconded. UNANIMOUS. Building Permits A building permit was presented for Patrick McDermott for a residence in Bluff. Commissioner Bill Redd made a motion to approve the building permit. Commissioner Ty Lewis seconded. UNANIMOUS. Bid/Hand Held Radio-Road Dept A bid was presented from Motorola for two hand held Motorola HT1000 16 channel portable radios with rapid charger and battery at $627 each and from Spectrum Electronics for two Kenwood TK-270 hand held 32 channel portable radios with charger and battery at $544 each. Commissioner Bill Redd made a motion to approve the bid from Spectrum Electronics. Commissioner Ty Lewis seconded. UNANIMOUS. Bid/Mobile Radios-Road Dept A bid was presented from Spectrum Electronics for a Kenwood TK 760 25 watt, 32 channel mobile radio at $489 and from a Kenwood TK 760H 45 watt 32 channel mobile radio at $549 and from Motorola for a Motorola Radius M1225 40 watt 20 channel mobile radio at $488. The Road Department needs 5 radios: 1 patch truck; 1 shop; 1 new district truck; and 2 to replace radios that cannot be repaired. Commissioner Bill Redd made a motion to approve the bid from Motorola. Commissioner Ty Lewis seconded. UNANIMOUS. Out-of-State Travel/Frank Morrell ITS Supervisor John Fellmeth represented an out-of-state travel request for Frank Morrell to attend the Comdex Computer Trade Show in Las Vegas, NV on November 14-18, 1999. Commissioner Bill Redd made a motion to approve the out-of- state travel request. Commissioner Ty Lewis seconded. UNANIMOUS. Bluff Senior Center Dedication The dedication of the newly remodeled Bluff Senior Center will be held on September 10, 1999 at 2:00 P.M. Navajo Mountain School The dedication of the Navajo Mountain School will be held on September 21, 1999 at 1:00 P.M. Joint Highway Committee Meeting The Joint Highway Committee meeting will be September 23-24, 1999. County Commissioners Meeting The County Commissioners meeting will be held in Vernal on September 16-17, 1999. Inmate Account Sheriff Mike Lacy and Lt. Bill Christensen discussed with the Commission the history of the inmate account and how it operates. Commissioner Redd would like the Sheriff's office to report back on policies that other counties have in connection with their inmate accounts. PERSONNEL-PLANNER EDWARD SCHERICK'S REPORT Salary Schedule & Table of Organization Personnel Director Scherick presented a salary schedule and table of organization of employees in the County system to the Commissioners for review. GPS Planner Scherick reported that the county received $20,000 from Automated Geographic Reference Center to go toward the GPS work. Trail Cat Planner Scherick reported that the County is on the priority list for funding for the trail cat. The Forest Service will be using a lease cat this fall. The County will look at it to see what options the County would like. As part of the contract with the State a schedule of work on trails on forest lands was established. Mr. Scherick showed the Commission a map of proposed trails to be worked on. Oil & Gas Leasing Planner Scherick reported that the BLM has offered thirty two oil and gas leases in San Juan County. Ten have been sold. Of those ten, six are on BLM and four are on the Forest. Photo Study Earl Hindley has delivered four more binders of comparative photos in connection with the photo study. Bluff Bench Road Planner Scherick reported that the two or three years ago the BLM inadvertently closed a road on Bluff Bench that goes to an injection well. This road had a county road sign on it but was not used. The County recognizes the road is closed but is not relinquishing its right of way. Meetings Last week Planner Scherick and Commissioner Redd met with Nye County, NV in St. George concerning road issues. Planner Scherick will be attend the Empowerment Zone meeting in Window Rock on September 9, 1999. COMMISSIONER BILL REDD'S REPORT Commissioner Bill Redd attended a meeting in St. George with Nye County, NV on August 31, 1999. Commissioner Bill Redd attended the UAC Board meeting and also attended the Governors Constitution Defense Council meeting. This week Commissioner Redd will attend the Community Impact Board meeting on September 9, 1999. He will attend the State Fair Queen Introduction luncheon on September 10, 1999. Commissioner Redd will attend the UAC Tax Committee meeting on the afternoon of September 10, 1999. COMMISSIONER TY LEWIS' REPORT Commissioner Ty Lewis will attend the San Juan County Substance Abuse/Mental Health Board meeting on September 7, 1999 at 7:00 P.M. in Blanding. The Bluff Senior Center Remodeling open house will be held on September 10, 1999 at 2:00 P.M. The Revitalization meeting will be held on September 13, 1999 at 2:00 P.M. in Blanding.
