SAN JUAN COUNTY COMMISSION MEETING NOVEMBER 1, 1999 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commission Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk A motion to approve the minutes of the October 25, 1999 meeting as amended was made by Commissioner Bill Redd and seconded by Commissioner Mark Maryboy. UNANIMOUS. Building Permit Refund A request to refund a building permit fee for John Randall, Permit #99-37 in amount of $722 was presented. Commissioner Bill Redd made a motion to approve the refund. Commissioner Mark Maryboy seconded. UNANIMOUS. County Financial System Information Technology Manager John Fellmeth presented information concerning replacement of the County financial system before the year 2000. The current county system is not Y2K compatible. Mr. Fellmeth presented a bid from Micro Information Products for software and training in the amount of $13,860 and from Caselle for software and training in the amount of $25,700. Commissioner Bill Redd made a motion to approve the bid from Micro Information Products. Commissioner Mark Maryboy seconded. UNANIMOUS. Bid/Vacuum A bid was presented to replace the vacuum in the Monticello Library, Courthouse, and Public Safety Building. Bids were presented from Magic Chemical for three Windsor Versamatic 14" Upright Vacuums at $525 each and from Packard Distributing for the same at $490.45 each. Commissioner Bill Redd made a motion to approve the bid from Packard Distributing. Commissioner Mark Maryboy seconded. UNANIMOUS. Property Tax Abatement/Monticello Clinic A request to abate the taxes on Parcel #A0000013001A in the amount of $817.24 was presented for approval. Commissioner Bill Redd made a motion to approve the abatement. Commissioner Mark Maryboy seconded. UNANIMOUS. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT Sage Grouse Planner Scherick reported that the Sage Grouse conservation agreements will be finalized in the near future. Photo Study Planner Scherick reported that Jim Bowns & Earl Hindley, Contract Specialists, will be in the County to start drafting the conclusions on the photo study. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Native American Legislative Meeting Administrative Assistant Rick Bailey gave each of the Commissioners a copy of the new agenda for the next Native American Legislative meeting which will be held on November 29, 1999. Aging Contracts/White Mesa Ute Council Melissa Banks, Administrative Services Manager, presented for approval the contract for White Mesa Ute Council for the County to provide meals at the White Mesa Senior Center in the amount of $3.75 per meal. Commissioner Bill Redd made a motion to approve the contract. Commissioner Mark Maryboy seconded. UNANIMOUS. Four Corners Regional Care A contract was presented for approval for Four Corners Regional Care to provide three days of meals per week for the Blanding Senior Citizen program in the amount of $3.75 per meal. Commissioner Bill Redd made a motion to approve the contract. Commissioner Mark Maryboy seconded. UNANIMOUS. This contract will be discontinued January 31, 1999. Utah Legal Services A Utah Legal Services contract was presented for approval in the amount of $1072. Commissioner Bill Redd made a motion to approve the contract. Commissioner Mark Maryboy seconded. UNANIMOUS. Bid/Landfill/Software Administrative Services Manager Melissa Banks presented bids for a landfill scale recording system from Cardinal - Win VRS in the amount of $3500 and from Wasteworks at $7500. Commissioner Bill Redd made a motion to approve the bid from Cardinal- Win VRS. Commissioner Mark Maryboy seconded. UNANIMOUS. Utah Navajo Chapter Fund Administrative Assistant Rick Bailey presented a summary of road, recreation, and trust fund money balances for each of the chapters. Mr. Bailey will send a letter to the chapters informing them of their remaining balances. San Juan County Risk Management Policy Administrative Assistant Rick Bailey presented a copy of the San Juan County Risk Management Policy dealing with practical emergency exercises to the Commissioners to review before approving. Commissioner Bill Redd made a motion to approve the Risk Management policy. Commissioner Mark Maryboy seconded. UNANIMOUS. The policy is a follows: SAN JUAN COUNTY RISK MANAGEMENT POLICY AND PROCEDURES TO: All San Juan County Emergency Response Organizations SUBJECT: Response to Practice Emergency Exercises PURPOSE: To establish guidelines for the appropriate response to practical emergency exercises, thereby enhancing the safety of those involved, private citizens and property. DISCUSSION: At times, county emergency response organizations, such as the Sheriff's Office including dispatch, County Fire Department, County Rescue Units, County Search and Rescue Units, County Emergency Services and others are asked to participate in exercises to determine readiness to actual incidents. Public safety and concern dictates that certain restraints must be used in such situations. As such, the following policy and procedures are approved for all county departments and personnel, including both paid employees and volunteers. POLICY: In an effort to effectively test and enhance response capabilities, all San Juan County Emergency Response organizations shall be allowed to participate in practical emergency exercises if the following procedures are followed: PROCEDURES: 1. Under "exercise" situations, no county unit or personnel shall respond in any manner which exceeds any posted speed limit and shall obey all traffic laws. Units shall not use emergency lights or sirens in any circumstance. 2. The Sheriff's Office Dispatch Center and personnel shall be notified well in advance of any exercise and dispatchers shall indicate to all responders that this is an "exercise only." 3. It is anticipated that any outside agency (non- county) requesting that a County Emergency Response Organization participate in a practical emergency exercise, will notify the Sheriff's Office Dispatch Center, personnel and the County Organizations(s) as indicated above. 4. Failure to comply with the provisions of this policy shall result in disciplinary action and possible termination. 5. Also, any damage to vehicles, property or claims made for failure to follow this policy and procedures may cause the County to not provide legal and liability coverage to the responder. 6. Distribution for information only to the following non-county emergency response organizations: Utah Highway Patrol City of Monticello Police Department City of Monticello Fire Department City of Blanding Police Department City of Blanding Fire Department San Juan Ambulance Service San Juan Health Care Services EFFECTIVE DATE: November 1, 1999 REVIEW DATE: November 1, 2004 911 Administrative Assistant Rick Bailey reported that Utah Navajo Trust has accounted for 100 homes that are not included in the 911 GPS mapping process. The County will try to map those homes sometime before the end of the year. Cal Black Airport Administrative Assistant Rick Bailey reported that he met with the Creamer & Noble concerning the Cal Black Airport. Two projects are listed on the federal and state upgrades. 1) Heavy asphalt maintenance & crack sealing with $40,000 match; 2) Lengthening the taxiway with $10,000 match. Solid Waste/Navajo Mountain Administrative Assistant Rick Bailey, Commissioner Lewis, and Administrative Service Manager Melissa Banks went to Navajo Mountain to attend a meeting with the Chapter, Navajo Tribe, Navajo & Cochonino County representatives, Navajo Solid Waste, BIA school officials. Agreements were made to look for possible funding for a compactor station. Road issues were also discussed. Meetings There will be a fire chief meeting on November 2, 1999. The Tri-State County meeting will be held on December 8, 1999 at 10:00 A.M. in Window Rock. The Governor will be in the County on Friday, November 5, 1999. He will hold a town meeting in Monticello at 12:00 noon at Monticello High School and with the local officials at 1:30 P.M. and meet with Blanding local officials at 3:30 P.M. and a town meeting at 4:00 P.M. at the CEU Technology Building. The Navajo Revitalization meeting will be held on November 8, 1999 at 2:00 P.M. in Blanding. Administrative Assistant Rick Bailey will be on vacation thursday and friday of this week. COMMISSIONER BILL REDD'S REPORT Commissioner Redd was in the county all last week. Commissioner Redd attended the San Juan Health Service District meeting on October 26, 1999. This week he will be attending the CIB meeting on November 4, 1999. He will also attend the Governor's meeting on Friday, November 5, 1999. Commissioner Redd stated that State Representative Keele Johnson would like to meet with the Commissioners at 12:30 P.M. today. Kent Walter, BLM, will meet with the Commissioners at 2:00 P.M. today. COMMISSIONER MARK MARYBOY'S REPORT Commissioner Maryboy spent most of last week in the area. Commissioner Maryboy will attend Chapter planning meetings in Aneth, Red Mesa, Mexican Water this week. He will also be visiting the Reservation Roads and the senior citizens on the Reservation. Commissioner Maryboy reported that he made a request to be moved from the Navajo Nation Budget & Finance Committee to Transportation & Community Development which was approved by the Speaker of the Navajo Nation Council. Commissioner Maryboy will attend the Governor's meeting on Friday, November 5, 1999. COMMISSIONER TY LEWIS' REPORT Commissioner Lewis attended the San Juan Health Service District board meeting on October 26, 1999. Commissioner Lewis traveled with Administrative Assistant Rick Bailey and Administrative Service Manager Melissa Banks to Navajo Mountain to attend a meeting with Navajo Mountain Chapter, Navajo Tribe representatives, BIA school officials, Navajo & Cochonino County officials to discuss solid waste and road issues. Commissioner Lewis will attend the San Juan County Substance Abuse/Mental Health District board meeting on November 2, 1999. There will be a meeting with the Governor on Friday, November 5, 1999, in Monticello. The Navajo Revitalization meeting will be held at 2:00 P.M. in Blanding on November 8, 1999. The Road Department will hold their annual employees meeting on November 10, 1999. The UAC Fall Convention will be held on November 17-19, 1999.
