SAN JUAN COUNTY COMMISSION MEETING JANUARY 3, 2000 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk A motion to approve the minutes of the December 27, 1999 meeting as written was made by Commissioner Bill Redd and seconded by Commissioner Mark Maryboy. UNANIMOUS. 2000 Commission Assignments A motion to retain Commissioner Ty Lewis as Chairman of the Commission and Commissioner Mark Maryboy as Vice- Chairman for the 2000 year was made by Commissioner Bill Redd and seconded by Commissioner Mark Maryboy. The Commission agreed to transfer the funds out of the 1999 budget earmarked for the baseball restroom facilities. The Lloyds Lake project and the Bluff Community Center remodeling funds have been transferred. Beer License Renewals County Clerk Norman Johnson presented the following beer licenses for approval: a new license for the Old Montezuma Creek Trading Post; a renewal for the LaSal Store; San Juan Trading Post and San Juan Inn in Mexican Hat. Commissioner Bill Redd made a motion to approve the beer licenses based on approval of the Sheriff's office. Commissioner Mark Maryboy seconded. UNANIMOUS. Bid/Workstation-Recorder's Office County Recorder Louise Jones presented bids from Quill Business Furniture for a U-shaped workstation in the amount of $399.99 plus $80 shipping and from Viking Office Products for a workstation in the amount of $760.96. Commissioner Bill Redd made a motion to approve the bid from Quill in the amount of $479. Commissioner Mark Maryboy seconded. UNANIMOUS. Bid/Vehicles-Road Dept A bid was presented for two 3/4 ton 4X4 pickups for the Road Department from Larry H. Miller Dodge at $18651.65 each; Young Chevrolet for the same at $19,877.47 each; and from Butterfield Ford for the same at $20007 each. Commissioner Bill Redd made a motion to approve the bid from Larry H. Miller Dodge. Commissioner Mark Maryboy seconded. UNANIMOUS. Bid/Van A State bid was presented for a 2000 Chevrolet Astro Van from Young Chevrolet at $20820.41 to be added to the regular fleet. Commissioner Bill Redd made a motion to approve the bid. Elections County Clerk Norman Johnson reported that the Presidential Primary Election will be held on March 10, 2000 and the Primary Election will be held on June 27, 2000. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT Trail Cat Agreement Planner Scherick presented the revised Trail Cat Agreement with Utah Division of Parks and Recreation for signature. Commissioner Bill Redd made a motion to sign the revised contract. Commissioner Ty Lewis seconded. Commissioner Mark Maryboy was not present at the time the action was taken. Request to Hire/Blanding Library Personnel Director Edward Scherick presented the name of Emily Byrd to be hired as a part time assistant librarian at the Blanding Library at Step 1 @$5.69 per hour effective January 3, 2000. Commissioner Bill Redd made a motion to approve the hire. Commissioner Ty Lewis seconded. Commissioner Mark Maryboy was not present at the time the action was taken. Personnel Policy/Long Term Disability Leave Personnel Director Scherick presented a proposed addition to the personnel policy concerning long term disability leave as follows: Long-Term Disability Leave: Employees determined eligible for Long Term Disability Program (LTD) shall be granted up to one year of medical leave, if warranted by a medical condition. Health insurance benefits will be covered during the twelve month period. Commissioner Redd suggested that the County look at what other counties do before a decision is made. Comparative Wages Planner Scherick presented information on comparative wages of several counties similar to San Juan County. The Commissioners would like to look at the information before any decisions are made. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Building Permits Administrative Assistant Rick Bailey presented a building permit for Tim Younger, for a new home in the Pack Creek area. Commissioner Bill Redd made a motion to approve the permit based on proper signatures on waivers. Commissioner Mark Maryboy seconded. UNANIMOUS. 2000 Wildland Fire Budget Administrative Assistant Rick Bailey present the 2000 Wildland Fire Budget between San Juan County and the Utah Division of Forestry, Fire , & State Lands in the amount of $37,726 for approval. Commissioner Bill Redd made a motion to approve the budget. Commissioner Mark Maryboy seconded. UNANIMOUS. Legislative Session Administrative Assistant Rick Bailey reported that the 2000 Legislative Session will begin on January 17, 2000. They will deal with bills concerning counties, Indian affairs, and some that Representative Johnson and Senator Dmitrich are working on. Wildlife Problems Administrative Assistant Rick Bailey reported that the County received a letter from DWR concerning the deer migration. Mr. Bailey will write a follow up letter. Job Service Building Administrative Assistant Rick Bailey reported that the County has received the deed from the State of Utah for the old Job Service Building that the County will be selling to Southeastern Utah Health District. Commissioner Bill Redd made a motion to authorize Commissioner Lewis to sign the quit claim deed to the District. Commissioner Mark Maryboy seconded. UNANIMOUS. Monticello Clinic Administrative Assistant Rick Bailey reported on the proposal to transfer title of the Monticello Clinic to the County. He and Commissioner Redd discussed the idea and proposed that the appraised value be taken off and charged against the money that the Health District owes the County. A clear title would be required. No decision was made. Utah Navajo Trust Fund Administrative Assistant Rick Bailey reported that $16228.57 of unused Chapter recreation funds will be returned to the Utah Navajo Trust Fund. Meetings Administrative Assistant Rick Bailey will attend the UAC Legislative meeting with county commissioners on January 5, 2000. COMMISSIONER BILL REDD'S REPORT Last week Commissioner Bill Redd traveled to Garfield County and presented a wilderness book and a draft copy of the county re-inventory information. Commissioner Redd will attend the CIB meeting this week. COMMISSIONER MARK MARYBOY'S REPORT Commissioner Maryboy stated that his father-in-law and grandfather passed away just before Christmas time. He reported that both men served in the military and asked that a letter from the County be written to each of the families. Commissioner Maryboy reported that the white shale on the roads is very dry and need to be graded. Commissioner Maryboy stated that the new portion of the road from Montezuma Creek to Red Mesa needs to be striped Commissioner Maryboy stated that Robert Whitehorse will be finished crushing all of the gravel in a month. Commissioner Maryboy reported that the Claw residence burned to the ground. There will be a meeting tonight at the Aneth Chapter to organize help for the family. The Aneth, Red Mesa, Mexican Water Chapters will be holding their planning meetings before their regular Chapter meetings this month. Schedule Commissioner Maryboy will be in Window Rock on January 4, 2000 and in the county the remainder of the week. COMMISSIONER TY LEWIS' REPORT There will be a revitalization meeting in Blanding on January 10, 2000 at 2:00 P.M. The San Juan County Transportation District meeting will be held on January 4, 2000 at 6:00 P.M. in the courthouse. Commissioner Lewis attended the San Juan County Substance Abuse/Mental Health Board meeting last week. Their budget was approved. The Board meetings will be held on the 2nd Tuesday of each month this year.
