SAN JUAN COUNTY COMMISSION MEETING MARCH 27, 2000 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner LaVee Scherick, Deputy Clerk Absent: Rick Bailey, Administrative Assistant A motion to approve the minutes of the March 20, 2000 meeting as amended was made by Commissioner Bill Redd and seconded by Commissioner Mark Maryboy. UNANIMOUS. Bid/Cal Black Airport-Crack Seal Sealed bids were opened for the crack seal project at the Cal Black Airport as follows: Big Red at $19,536; Asphalt Guard, West Valley City at $6,336; and Superior Asphalt, Salt Lake City at $6,177.60. After a review of the bids, Creamer and Noble recommended the County approve the bid from Superior Asphalt. Commissioner Bill Redd made a motion to approve the bid from Superior Asphalt. Commissioner Mark Maryboy seconded. UNANIMOUS. Bid/Compactor Tire Roller-Road Dept Sealed bids were opened for a compactor roller from States Equipment Co., Pueblo, CO at $12,750 and from Scott Machinery, Salt Lake City at $12,850. The bids will be sent to the Road Department for a recommendation. Bid/Floor Drill Press Bids were presented for the Road Department for a Jet-Floor Drill Press from Monticello Motor Parts at $859.69; Frank Supply at $1099; Eagle Hardware at $949; and from Sears at $840.77. The Road Department recommended to purchase the drill press from Motor Parts because of quality and local dealer. Commissioner Bill Redd made a motion to approve the bid from Motor Parts. Commissioner Mark Maryboy seconded. UNANIMOUS. Microfilm/Recorder's Office County Recorder Louise Jones came to the Commission to request hiring a high school student to microfilm old Recorder Office records. After a discussion Commissioner Bill Redd made a motion to approve hiring a person to microfilm records. Commissioner Mark Maryboy seconded. UNANIMOUS. It was suggested that County Recorder Jones speak with Personnel Director Scherick about the possibility of a joint proposal between the County and the School District and come back to the Commission with a proposal. County Recorder Louise Jones also stated that the Seventh District Court would like to use the County microfilm machine. Mr. Bailey will contact the District Court before any decision is made. Out-of-State Travel/Rick Bailey An out-of-state travel request was presented for Rick Bailey to attend a Park Service meeting in Page, AZ on March 27, 2000. An out-of-state travel request was presented for Rick Bailey to attend a Bureau of Reclamation meeting in Farmington, NM on March 29, 2000. Executive Session Commissioner Bill Redd made a motion to convene into an executive session to discuss legal issues. Commissioner Mark Maryboy seconded. UNANIMOUS. Commissioner Mark Maryboy requested that Administrative Services Manager Melissa Banks, and County Attorney Craig Halls submit a written statement to Commissioner Mark Maryboy concerning the Aging Department issues discussed in the executive session. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT Wright Water Engineers/Contract Planner Edward Scherick presented the Wright Water Engineers contact with the amount not to exceed more than 10% of the estimated professional fee of $10,000 plus expenses without further negotiation and further written agreement between Wright Water Engineers, San Juan County and San Juan County Water Conservancy District for signature. Commissioner Bill Redd made a motion to a sign the contract. Commissioner Mark Maryboy seconded. UNANIMOUS. Photo Study Planner Scherick will be working with contract specialist Early Hindley on the County Photo Study. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Department of Environmental Quality Commissioner Mark Maryboy made a motion to appoint Commissioner Bill Redd to the State of Utah Department of Environmental Quality Groundwater Authority Task Force Board. Commissioner Ty Lewis seconded. Commissioner Bill Redd abstained. Contract/State Aeronautical Division/Cal Black Airport A contract from the State Aeronautical Division for the State portion of a federal FAA grant for construction at the Cal Black Airport was presented. The estimated total cost of the project is $137,000. The estimated State share of the project is $6,210. Commissioner Bill Redd made a motion to sign the contract. Commissioner Mark Maryboy seconded. UNANIMOUS. Meetings Congressman Chris Cannon will be at a public meeting in the Blanding City office chambers on April 18, 2000 from 4-5 P.M. The Republican County Convention will be held at Monticello High School on April 18, 2000 at 6:00 P.M. Each county precinct caucus will be held at 7:00 P.M. on March 27, 2000. The Montezuma County Commission will hold a meeting on April 6, 2000 to discuss road issues. Commissioner Lewis will attend and present the County road project. COMMISSIONER MARK MARYBOY'S REPORT Housing Project Commissioner Mark Maryboy reported that the Navajo Housing Authority is currently constructing 20 homes south of Montezuma Creek. Road Construction Commissioner Mark Maryboy reported that the road construction in the Aneth Area is going well. Schedule Commissioner Maryboy will be participating in a panel discussion at CEU on March 30, 2000 from 4-5 P.M. On March 29, 2000 Commissioner Maryboy will attend a BIA Road Meeting at the college in Shiprock. He will meet sometime this week with the Navajo Nation Transportation Department. COMMISSIONER BILL REDD'S REPORT Commissioner Bill Redd attended the Multiple Use Coalition meeting in Salt Lake City last week. He will be in the County this week. COMMISSIONER TY LEWIS' REPORT Last week Commissioner Lewis met with the Forest Service concerning federal money that will be available to finish the loop road near Hart Draw. They also looked at a map in connection with other road issues. They also discussed the forest service transportation plan in connection with county priorities. Commissioner Lewis was in Salt Lake City on March 25, 2000 and met with a national 4-wheeler group. He gave a presentation on the San Juan County road project. Emery County also gave a presentation. Commissioner Lewis will be attending a Federal Highway meeting in Salt Lake City on March 29, 2000. Decisions will be made on disbursement of two and half million dollars for the Monticello Loop Road. Commissioner Lewis will attend the UAC Insurance Mutual meeting on March 30, 2000. The San Juan County Republican caucus meetings will be held tonight in the individual precinct areas.
