SAN JUAN COUNTY COMMISSION MEETING JUNE 12, 2000 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Ty Lewis, Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk Absent: Mark Maryboy, Vice-Chairman A motion to approve the minutes of the June 5, 2000 meeting as written was made by Commissioner Bill Redd and seconded by Commissioner Ty Lewis. UNANIMOUS. Tax Sale Issues County Clerk Norman Johnson reported to the Commission on his research as to whether or not the taxes on the Mitchell Melich property Parcel #SA-3052 could be attached to real property. In Utah mineral interests are real property. Real property taxes cannot be attached to another piece of real property in Utah. Mr. Melich does not have any other real property in San Juan County. Mr. Johnson requested that the taxes, interest, and penalty be abated and the deed be recorded in the name of San Juan County. Commissioner Bill Redd made a motion to approve abating the taxes interest and penalty in the amount of $73.78 and recording the deed in the name of San Juan County. Commissioner Ty Lewis seconded. UNANIMOUS. BLM/McLoyd Canyon & Snow Flat Cave Routes Kent Walter, Monticello BLM, discussed with the Commission the proposed closure of portions of McLoyd Canyon & Snow Flat Cave Routes. Mr. Walter presented agreements between the Bureau of Land Management and San Juan County for approval. The purpose of these agreements are to cooperatively and mutually manage and close to motorized traffic portions of these roads. Commissioner Bill Redd made a motion to sign the agreements. Commissioner Ty Lewis seconded. UNANIMOUS. Sheriff Department/Forest Service Contract Sheriff Lacy presented the FY2000 Financial & Operating Plan between San Juan County Sheriffs Department and the U.S. Forest Service for approval. The contract is for patrol of Forest Service Roads in the amount of $4,100 plus $1500 for a laptop computer. Commissioner Bill Redd made a motion to approve the contract. Commissioner Ty Lewis seconded. UNANIMOUS, PSB/Remodeling Sheriff Mike Lacy reported they would like to remodel the staff room in the basement and make it into classrooms for the USU education program. They would like to make a training room out of the storage area, along with a staff room, and interview room. Bid/Laptop Computer-Sheriff Command Post Administrative Assistant Rick Bailey presented a bid for a Pentium III Latitude CP laptop computer for the Sheriff Office command post from Dell-Government in the amount of $1499. This will be purchased with a Forest Service grant through the Sheriffs office. Commissioner Bill Redd made a motion to approve the purchase. Commissioner Ty Lewis seconded. UNANIMOUS. Bluff Cemetery Maintenance District County Clerk Norman Johnson reported that everything is in order for the Bluff Cemetery Maintenance District issue that will be on the June 27, 2000 election ballot. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT Sheriff Office/Roster Personnel Director Edward Scherick reported that the County is extending the advertisement period for the Sheriff Department Roster through June 23, 2000. Water Master Plan County Planner Edward Scherick reported he met with Blanding City on June 8, 2000 to discuss the possible involvement of the City in Water Master Plan projects. He will meet with Monticello City in the future. Mill Creek Road County Planner Edward Scherick, County Road Supervisor Doug Pehrson, and Contract Specialist Bob Turri met with the BLM on the Mill Creek Road issue. It was agreed that the County has RS2477 claim in that area. The County did go out of the right-of-way. The Commissioners feel that J.D. Norman, property owner, should obtain Title V on the new portion of the road that was out of the right-of- way. BLM/Land Exchange Planner Scherick discussed with the Commission the proposed land exchange between the BLM and Eugene Shumway in the Hovenweep area. Planner Scherick stated that the County Master Plans states that "there will be no net increase in federal land." The County would prefer the Federal Government sell the land as opposed to trading. The Commission would like to discuss the issue further before any decision is made. San Juan Forum The San Juan Forum meeting will be held on June 16, 2000 at 10:00 A.M. in the San Juan County Courthouse. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Building Permits The following building permits were presented for approval as follows: Della Archer for a porch; Ron Kirk for a storage shed south of Blanding; and Merkel/Newmeyer for a new home in Eastland. Commissioner Bill Redd made a motion to approve the building permits. Commissioner Ty Lewis seconded. UNANIMOUS. Cal Black Airport/Crack Seal Administrative Assistant Rick Bailey reported that the crack seal project at the Cal Black Airport is complete. Central San Juan Recreation Central San Juan Recreation District would like to increase their board members from five to seven members. A public hearing will be required to do this. Administrative Assistant Rick Bailey reported that a letter was received from the State Auditors office indicating the District has not completed their required reports for 1996, 1998, and 1999. The County will write a letter indicating swimming pool repair money will be withheld until their reports are complete. GIS Money The County was awarded $20,000 for GIS work. In order to receive the money a County representative is required to attend a two day training on June 15-16, 2000 in Salt Lake City. Commissioner Bill Redd will attend the training. Commissioner Bill Redd made a motion to sign the contract associated with the award money. Commissioner Ty Lewis seconded. UNANIMOUS. Drought Administrative Assistant Rick Bailey reported the Department of Agriculture has sent information concerning assistance programs available in case of drought in the County. Wildland Fire Crew Administrative Assistant Rick Bailey reported the Wildland Fire Crew is fully staffed. The crew went to Richfield last week for training and certification. Public Safety Building/Parking Lot Repairs Administrative Assistant Rick Bailey reported that Grounds and Maintenance Supervisor Dell Hunter would like to complete some repairs in the parking lot behind the Public Safety Building. One section of asphalt needs to be removed and replaced with concrete. The Commissioners asked that Mr. Hunter submit a bid proposal. Communications/Repeater-Monument Valley Administrative Assistant Rick Bailey reported on progress of placement of microwave repeaters in the Monument Valley area. Mr. Bailey stated that the Communications Department has budgeted for three repeater sites along the river. There is $80,000 available from CIB. The project will cost approximately $108,000. The sites include a Colorado Peak; the building from Contel; and Horse Flat. Commissioner Bill Redd made a motion to approve the concept. Commissioner Ty Lewis seconded. UNANIMOUS. Risk Management Training Administrative Assistant Rick Bailey attended Risk Management Training in Charlotte, NC last week. Zoning Map Administrative Assistant Rick Bailey reported he has given the zoning map to a company in Moab to be digitized. As soon as the map is returned, Mr. Bailey will review the public hearing comments and make the necessary changes. He will then make a presentation to the Commissioners. Meetings Administrative Assistant Rick Bailey will attend the County Directors Emergency Management meeting in Salt Lake City on June 16, 2000. The UAC Commissioners Summer Workshop will be held in Park City, Utah on July 28, 2000. The Commissioners Fall Workshop will be held on September 13-15, 2000 in Ogden, Utah. COMMISSIONER BILL REDD'S REPORT Last week, Aging Department Supervisor Melissa Banks and Commissioner Redd attended a Senior Citizen meeting in Salt Lake City. Administrative Assistant Rick Bailey reported that Carrol Page, Health and Human Services Board, was not in attendance at that meeting. Commissioner Redd will attend the RS2477 GIS mapping meeting. He will also attend the UAC Human Services meeting on June 16, 2000. COMMISSIONER TY LEWIS' REPORT Fair Property/Land Purchase Commissioner Lewis reported that he met with Mr. Gutherie concerning the conflicting property line adjacent to the property the County purchased for the fairground. The County will rebuild the fence on the existing fence line. Commissioner Lewis will attend the San Juan Forum meeting on June 16, 2000 at the San Juan County Courthouse.
