SAN JUAN COUNTY COMMISSION MEETING AUGUST 28, 2000 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Ty Lewis, Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk Absent: Mark Maryboy, Vice-Chairman A motion to approve the minutes of the August 21, 2000 meeting as amended was made by Commissioner Bill Redd and seconded by Commissioner Ty Lewis. UNANIMOUS. Commission Meeting Commission meeting will be held on Tuesday, September 5, 2000 due to the Labor Day holiday. Bid/Blacktop Removal & Concrete Replacement/PSB A bid was presented from Sondregger, Inc. for removal of blacktop and replacement of concrete at the Public Safety Building in the amount of $3191.25. Administrative Assistant Rick Bailey recommended the bid be given to Grounds and Maintenance Supervisor Dell Hunter for review before a decision is made. Bid/Yoakam Construction- Monticello Clinic Roofing Administrative Assistant Rick Bailey reported on a recommendation from Grounds and Maintenance Supervisor Dell Hunter to accept the bid from Yoakam Construction for roofing of the Monticello Clinic in the amount of $4,480. Commissioner Bill Redd made a motion to approve the bid. Commissioner Ty Lewis seconded. UNANIMOUS. PTIF County Clerk Norman Johnson presented an authorization form to be signed by the Commission which would allow Paul Barr, Amber Young, or Norman L. Johnson to transfer PTIF funds. Commissioner Bill Redd made a motion to sign the authorization. Commissioner Ty Lewis seconded. UNANIMOUS. Board of Equalization County Clerk Norman Johnson stated that the proposed dates for Board of Equalization Hearings are September 11 & 18, 2000. Request to Hire/Digitizer-Recorder's Office A request to hire Thomas Livingston as a part time Digitizer in the Recorder's Office at Step 1 at $6.17 per hour effective August 28, 2000 was presented for approval. Commissioner Bill Redd made a motion to approve the hire. Commissioner Ty Lewis seconded. UNANIMOUS. School Trust Lands Jan Parmenter, School Trust Lands, reported on a proposed sale of 150 acres of land near LaSal on County Rd 113. The land will be sold in two parcels which will require the buyer to comply with the County Subdivision Ordinance. Fencing issues were discussed. State Trust Lands is willing to make a statement at the time of the sale concerning fencing requirements. Commissioner Redd requested an opinion from the Trust Land lawyer of how a sale of trust lands to the federal government can be accomplished without legislative approval. Mr. Parmenter will follow up on the request. Forest Service/ Elaine Zierth-Supervisor Glen Cassamassa, Monticello Forest Service, introduced the new Manti-LaSal Forest Supervisor, Elaine Zierth, to the Commission. The Roadless Initiative, North Creek Road, Spruce Beetle, water diversions, expansion, and storage; campground fees system, and OHV trails were discussed. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Building Permits Building permits were presented for Margaret Redd for an addition to a cabin and for Jarred Rogers for a new home on County Rd 341. Commissioner Bill Redd made a motion to approve the building permits. Commissioner Ty Lewis seconded. UNANIMOUS. Bluff Cemetery District Administrative Assistant Rick Bailey reported that a fax was received from Gene Foushee listing names of people who would be interested in serving on the Bluff Cemetery District Board. Mr. Bailey will write a letter to Mr. Foushee requesting that the people interested write a letter to the County expressing their desire to serve on the Board. San Juan County Health Service District/Board Member The name of John Fellmeth was presented to be appointed to the San Juan County Health Service District Board. Commissioner Bill Redd made a motion to approve the appointment of Mr. Fellmeth to the San Juan Health District Board. Commissioner Ty Lewis seconded. UNANIMOUS. Grand County Water & Sewer Larry Anderson, Director of Utah Division of Water Resources will give a presentation on Seven States Interim Surplus Guildlines on August 31, 2000, 7:00 P.M. at the Grand Water & Sewer Service office. Forest Service/Agreement Amendment Administrative Assistant Rick Bailey presented the Revised Schedule A to the Forest Road Agreement between San Juan County and the Manti-LaSal National Forest for approval. The schedule includes adding Milk Ranch Point road and Medicine Lake road and modifying the portion of the County maintenance on the Hang Dog road. Commissioner Bill Redd made a motion to sign the agreement. Commissioner Ty Lewis seconded. UNANIMOUS. Cal Black Airport/Improvement Program Funding Administrative Assistant Rick Bailey presented a grant offer of $240,000 Federal funds for an Airport Improvement Program for the Cal Black Memorial Airport for approval. Commissioner Bill Redd made a motion to approve the funding. Commissioner Ty Lewis seconded. UNANIMOUS. Blue Mountain Road/Amendment No. 1 Administrative Assistant Rick Bailey presented for approval copies of Amendment No. 1 with Creamer & Noble in the amount of $242,440 for additional engineering services to complete the roadway within Monticello City. Commissioner Bill Redd made a motion to approve the amendment. Commissioner Ty Lewis seconded. UNANIMOUS. Aging & Adult Services/Contract Administrative Assistant Rick Bailey presented the FY 2001 contract with the Utah State Division of Aging & Adult Services in the amount of $307,650 for approval. Commissioner Bill Redd made a motion to sign the contract. Commissioner Ty Lewis seconded. UNANIMOUS. Fire Administrative Assistant Rick Bailey reported the County fire crew has responded to 101 fires this year. The State Fire Suppression Fund is out of money because of all the fires in the state. Fire Crew/Todd Adair Administrative Assistant Rick Bailey reported that Lester Lansing, Jr. is being moved to State Lands, Forestry, and Fire payroll effective August 28, 2000. He requested that Todd Adair be moved from fair maintenance to the fire crew until mid October or November. Commissioner Bill Redd made a motion to move Todd Adair to the fire crew. Commissioner Ty Lewis seconded. UNANIMOUS. EMS Report Administrative Assistant Rick Bailey stated the County has received the annual EMS contracts from the State of Utah. The State will provide $24,881 in grant with a county match of $15,718. The County has put 48 EMT's on the payroll. Dr Fisher has agreed to be the medical control physician for the ambulance service with salary to be negotiated. BLM/Bluff Airport Patent Administrative Assistant Rick Bailey reported the BLM still wants the rent on the Bluff Airstrip in the amount of $4228. The Commission refuses to pay the rent. BLM/Asphalt Mixing Sites The County has received a letter concerning two asphalt mixing sites. They are located north of Blanding and near the turnoff to Lisbon Valley. They are requesting that the Lisbon Valley site be rehabilitated. Mr. Bailey will speak to the Road Department concerning the issue. Revitalization The Revitalization Board met last week. Two water tenders were approved. One for Monument Valley and one at Montezuma Creek. Meetings The UAC Fall Workshop will be held on September 14-15, 2000. There will be a Public Lands Steering Committee meeting on September 13, 2000 from 9:30 A.M. - 11:30 A.M at the Weber County Facility. There will be a National Park Service meeting in Bullfrog on September 25, 2000. There will be a meeting on August 29, 2000 with Williams Energy to discuss safety issues and responses. There will be a meeting with the Navajo Nation EMS on August 31, 2000 to discuss responses within the Utah portion of the Navajo Nation. There will be a pre-construction meeting with Crowley Construction on the Cal Black Airport project on August 31, 2000. There will be a meeting on August 30, 2000 with JCI Billing for EMT billing training. COMMISSIONER BILL REDD REPORT Last week Commissioner Bill Redd attended the Constitutional Defense Council meeting. He also attended the road litigation committee meeting. This week Commissioner Redd will attend the UAC Centrally Assessed meeting. Commissioner Redd plans to sit in on the court hearings concerning road issues. COMMISSIONER TY LEWIS' REPORT Last week Commissioner Ty Lewis attended the Revitalization meeting. Commissioner Lewis will be in the county this week.
