SAN JUAN COUNTY COMMISSION MEETING OCTOBER 9, 2000 The regular meeting of the San Juan County Commission was held at 10:00 a.M. in the Commission Room at Monticello, Utah Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner LaVee Scherick, Deputy Clerk Absent: Rick Bailey, Administrative Assistant A motion to approve the minutes of the October 2, 2000 meeting as written was made by Commissioner Bill Redd and seconded by Commissioner Ty Lewis. Commissioner Mark Maryboy was not present at the time the action was taken. County Shop at Home Taylor Lyman, Spectrum Electronics, asked to receive notices of the County intent to purchase radio equipment. He would like the opportunity to meet or beat price of radio equipment purchased elsewhere. If Spectrum Electronics can beat the price he encourages the County to shop at home. The Commission will make sure he receives notices of intent to purchase. Sage Grouse Conservation Plan County Extension Agent Jim Keyes presented the Sage Grouse Conservation Plan to the Commission for approval and signature. Commissioner Bill Redd made a motion to approve the plan. Commissioner Ty Lewis seconded. Commissioner Mark Maryboy was not present at the time the action was taken. Prairie Dog Meeting County Extension Agent Jim Keyes reported there was a good response to the Prairie Dog Control meeting held in Blanding last week. There will be a Prairie Dog meeting on October 10, 2000 at 7:00 P.M. in the San Juan County Courthouse. San Juan Health Care District Cleal Bradford, San Juan Hospital Administrator, reported on the financial situation of the San Juan Health Care District. Mr. Bradford showed primary & secondary billings that have been made. Ways to cut costs were also discussed. Mr. Bradford requested the appraisal amount of $64,681 for the Blanding Ambulance garage. This amount is part of the agreement in the County take over of the ambulance service. Commissioner Bill Redd made a motion to purchase the ambulance garage contingent on the Health Board holding a meeting asking employees for a voluntary reduction of salary and a serious discussion relating to other cost cutting measures such as their fringe benefit package. Commissioner Ty Lewis seconded. Commissioner Mark Maryboy was not present at the time the action was taken. Bluff Balloon Festival Marcia Hadenfelt and Cindy Tumeh discussed with the Commission the proposed 2001 budget for the Bluff Balloon Festival. They are seeking other sources of money to help cover the shortfall of expenses in connection with the festival. Ms. Hadenfelt asked the Commission to look at recreation money or other budgets to help with the shortfall. The Commission suggested they look at transient room tax. Commissioner Maryboy said he would be willing to give them money from the Southern Fair providing the County help with shortfall in the fair. T/A Position/Sheriff Department County Sheriff Mike Lacy and USU Coordinator Mark Bradford requested permission to hire a corrections officer to oversee the USU T/A position at the jail. Commissioner Bill Redd made a motion to approve the hire. Commissioner Mark Maryboy seconded with a request for a copy of the corrections officer job description with the T/A position description attached. UNANIMOUS. Communications Specialist Sheriff Mike Lacy and Specialist Steve Bradford requested to hire a full time assistant technician for the Communications Department. Commissioner Bill Redd made a motion to advertise to hire an assistant technician. The motion died because of lack of a second. Out-of-State Travel/Ty Lewis An out-of-state travel request was presented for Commissioner Ty Lewis to attend a road coalition meeting in Heber, AZ on October 13-14, 2000. Commissioner Bill Redd made a motion to approve the out-of-state travel request. Commissioner Mark Maryboy seconded. UNANIMOUS. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT Request to Hire/Blanding Library Personnel Director Edward Scherick presented the name of Lana Latham to be hire full-time as the Blanding Librarian at Step 25 at $1196 per month effective November 1, 2000. Commissioner Bill Redd made a motion to approve the hire. Commissioner Mark Maryboy seconded. UNANIMOUS. Sheriff Department/Resignation Personnel Director Edward Scherick reported that Lt. Bill Christensen has announced his resignation from the Sheriff Department effective October 25, 2000. Board of Land Appeals Planner Scherick reported on a U.S. Department of Interior Board of Land Appeals. The decision was made in June 1981. It states that RS2477 appeals should be held in the state courts. Planner Scherick feels the County should have a right to be heard in state courts. The Commission would like to have a discussion with the road attorney. Meeting The Dolores Water meeting will be held on October 16, 2000 at 1:00 P.M. in the Courthouse. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Bluff Cemetery District Board Administrative Services Manager, Melissa Banks, presented letters of interest to serve on the Bluff Cemetery District Board from Robin Bond, William Davis, Betty Gaines, and Marty Sewell. Before the appointments are made County Clerk/Auditor Norman Johnson will verify if the applicants are registered voters and review the State code for other requirements. After a review of the State code County Clerk Norman Johnson reported, the code states "...I am a registered voter and qualified elector of the special service district." Mutual Aid Agreement Administrative Services Manager, Melissa Banks presented the Mutual Aid Agreement with Grand County for Ambulance Service to the Commission for approval. Commissioner Bill Redd made a motion to approve the agreement. Commissioner Mark Maryboy seconded. UNANIMOUS. Medtronic Physio Control Contract/Defibulator A five year maintenance contract from Medtronic Physio Control for the Ambulance Service defibulators in the amount of $22,524 was presented for approval. Commissioner Bill Redd made a motion to approve the contract. Commissioner Mark Maryboy seconded. UNANIMOUS. Montezuma Creek Swimming Pool Administrative Services Manager, Melissa Banks, stated that Aqua Tech reported there are several crack areas in the inside area of the Montezuma Creek pool. Complete re-plaster bids were received from Johanson Swim Pool Plastering at $21,595; Intermountain Aquatech for $22,053; and Aquatic Pool Inc. $14,789.94. The Commissioner requested that Grounds and Maintenance Supervisor Dell Hunter look closer at the cracks before a decision is made. Red Mesa to Todahaidekani Road A letter was received from the Bureau of Indian Affairs concerning the Red Mesa to Toadhaidekani Road. The County committed $500,000 to the actual construction of the road. The letter indicated this road is not a priority on their list. If the County wishes to move this project up on the priority schedule they can put the money into the preliminary work. The Commissioners again indicated the money should go toward actual construction of the road. Commissioner Maryboy stated NDOT committee allocated six million to that project. Commissioner Maryboy will look in to the matter. School Bus Route Priority Meeting There will be a meeting on October 30, 2000 at 1:00 P.M. with the Chapters, School District, and Road Department to discuss school bus route priorities. A follow up letter will be sent. Bid/Public Safety Building/Concrete Because of an error in specifications on original bid advertisement for concrete in the parking lot at the Public Safety Building, new bids were requested. Bids were received from Sondregger Inc. at $20,419.99 and from Yoakam Construction at $31,400.99. Commissioner Bill Redd made a motion to approve the bid from Sondregger Inc. Commissioner Mark Maryboy seconded. UNANIMOUS. Brett Miller/Subdivision Changes Melissa Banks, Administrative Services Manager, reported on the Brett Miller subdivision change request. No complaints were received adjacent property owners. The plat has no signatures on it. Commissioner Bill Redd made a motion to approve the plat upon completion of proper signatures. Commissioner Mark Maryboy seconded. UNANIMOUS. Bid/Fire Pumps Ms. Banks reported EMS Manager Rick Bailey is trying to replace Wisconsin pumps with Hale Pumps in the County Fire Departments. L.N. Curtis has two new 1995 models. Because they are older models L.N. Curtis is willing to sell these for $3400 each. Commissioner Bill Redd Made a motion to approve the purchase. Commissioner Mark Maryboy seconded. UNANIMOUS. COMMISSIONER MARK MARYBOY'S REPORT Commissioner Mark Maryboy met with NDOT last week and discussed fencing issues in the Aneth Chapter area. NDOT requested a copy of the agreement. Commissioner Maryboy stated the six million dollars appropriated is for the Shiprock Agency. Apparently the BIA is trying to move that money to the Eastern Agency. Commissioner Maryboy would like to get the resolution from the committee and send it to the Utah Congressional Delegation. He feels the money should be used for the roads in the Utah portion of the Reservation. Schedule Commissioner Maryboy will attend the Red Mesa Chapter meeting tonight. Tuesday morning, October 10, 2000 Commissioner Maryboy will be in Window Rock. On October 10, 2000, Commissioner Maryboy will attend a Tuba City Agency meeting. On October 12, 2000 Commissioner Maryboy will attend the Shiprock Agency Road Committee meeting and on Friday, October 13, 2000, he will attend the Shiprock Agency meeting. COMMISSIONER BILL REDD'S REPORT Last week Commissioner Redd attended the seven county minerals meeting in Price. Commissioner Redd will attend the State Litigation Committee meeting on roads on October 10, 2000. Commissioner Redd will attend the Community Impact Board meeting on October 12, 2000. COMMISSIONER TY LEWIS'S REPORT Commissioner Lewis attended the mineral lease county meeting in Price on October 4, 2000. Commissioner Lewis attended the San Juan Substance Abuse/Mental Health Board meeting on October 4, 2000. Commissioner Lewis plans to attend the Prairie Dog control meeting in Monticello on October 10, 2000.
