SAN JUAN COUNTY COMMISSION MEETING OCTOBER 16, 2000 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk A motion to approve the minutes of the October 9, 2000 meeting as amended was made by Commissioner Bill Redd and seconded by Commissioner Mark Maryboy. UNANIMOUS. Affordable Housing/Morris Property Paul Morris, Moab, presented an idea of an affordable housing subdivison in Spanish Valley. The County has no zoning to allow for an affordable housing subdivision. Because of the density of the subdivision, sewer and water lines to the area are an issue. The Commission suggested Mr. Morris submit a proposal. This subdivision proposal would require a change in the County zoning ordinance. A public hearing would be required. Bluff Cemetery District Board The names of Bill Davis, Betty Gaines, and Robin Bond were presented to be members of the Bluff Cemetery District Board. Commissioner Bill Redd made a motion to approve the three qualified names to be members of the Bluff Cemetery District Board. Commissioner Mark Maryboy seconded. UNANIMOUS. Property Tax Notice County Treasurer Paul Barr reported to the Commissioners that the total amount due showing on the 2000 property tax notices are incorrect. There are two ways to properly calculate the total amount due. Multiply the total taxable value by the total tax rate or add all the individual tax amounts due for a total. Any overpayment will be credited toward the 2001 taxes. A sample of how to correctly calculate the total due will be published in the newspaper for three weeks. Flyers will be distributed throughout the county. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT Request to Hire/T/A-Corrections Officer The name of Marcia Crawford was presented to be hired as the Teacher Assistant/Corrections Officer at the jail at Step 63 @$1430 per month effective October 16, 2000. Commissioner Bill Redd made a motion to approve the hire. Commissioner Mark Maryboy seconded. UNANIMOUS. Payroll Change/Sheriff Office The name of Cory Workman, Corrections Officer, was presented to be moved from Step 63 at $1430 per month to Step 89 at $1618 per month. Effective date October 16, 2000. Commissioner Bill Redd made a motion to approve the payroll change. Commissioner Mark Maryboy seconded. UNANIMOUS. The name of Jared Palmer, Corrections Officer, was presented to be moved from Step 63 at $1430 per month to Step 89 at $1618 per month effective October 16, 2000. Bill Christensen who has resigned. It is proposed to move him from Step 184 at $2444 per month to Step 213 at $2941 per month effective October 25, 2000. Commissioner Bill Redd made a motion to approve the job change. Commissioner Mark Maryboy seconded. UNANIMOUS. Salt Creek Road/Trip The Salt Creek Road trip has been rescheduled for October 18, 2000. Forest Service/Spruce Beetle Planner Scherick reported the Forest Service has not completed the environmental assessment on the spruce beetle project. Information received from the Forest Service indicates the decision is to remove the trapped trees and burn. It is Planner Scherick's opinion the Forest Service is not going to conduct any logging or look at any recreational possibilities. Fibre Optic Planner Scherick reported on fibre optics. A discussion was held concerning the possibility of Questar running high band fibre optic lines, in their right of ways, along the gas pipe line in the southern part of the county. Planner Scherick suggested the County could look at some different options along with some funding sources. Grand County Water & Sewer Conservancy District Planner Scherick attended the Grand County Water & Sewer Conservancy District meeting in Moab last week. Discussions were 1)A $14,000 grant was received for a feasibility study in the Spanish Valley area; 2)San Juan County was asked to provide the number of subdivisions and lots approved in the San Juan portion of Spanish Valley; 3)The District would like to know what stipulations San Juan County is going to place on future subdivisions in that area; 4)The District would like to know the County's position on water & sewer lines in the area. Dolores Water District The meeting with the Dolores Water District has been rescheduled for November 6, 2000 at 1:00 P.M. San Juan Forum Meeting Planner Scherick and Commissioner Lewis will attend the San Juan Forum meeting in Durango on October 20, 2000 at 10:00 A.M. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Building Permits A building permit was presented for Wilbur R. Smith for a detached garage on Lot 16 Entrada Subdivision, Spanish Valley. Commissioner Bill Redd made a motion to approve the permit. Commissioner Mark Maryboy seconded. UNANIMOUS. San Juan Water Conservancy District Administrative Assistant Rick Bailey reported that Bill Richardson has resigned from the San Juan Water Conservance District effective immediately. Bid/Cedar Point Well Administrative Assistant Rick Bailey reported there was one bid received on a proposal for the Cedar Point well. The bid is from Bayles Exploration. Travel rate is $65 per hour and $65 hourly rate on job. Commissioner Bill Redd made a motion to approve the bid. Commissioner Ty Lewis seconded. Commissioner Mark Maryboy was not present at the time the action was taken. Monument Valley Fire Truck Administrative Assistant Rick Bailey reported the Monument Valley fire truck was stolen last night by a fire department person. It has been recovered by the Sheriff Office. There was no damage to the truck. SCBA/OSHA Requirement EMS Coordinator Rick Bailey reported OSHA requires that the SCBA's be certified annually as part of a respiratory protection plan. Mr. Bailey requested to send the fire warden to a class to learn how to conduct the certification. The County would need to purchase a bench tester @$6,200 in order to perform the tests on the equipment. Commissioner Bill Redd made a motion to purchase the bench tester. Commissioner Ty Lewis seconded. Commissioner Mark Maryboy was not present at the time the action was taken. Fire Equipment/Five Year Plan Administrative Assistant Rick Bailey reported that in the five year plan for fire equipment purchases it is proposed to purchase a Cascade Air Filling System for the Bluff Fire Department which would fill their compressed air bottles. Mr. Bailey stated that Farmington, NM City has outgrown the size of the machine they have. They are willing to sell the system for $7500. Commissioner Bill Redd made a motion to approve the purchase. Red Mesa to Todahaidekani Road Administrative Assistant Rick Bailey reported on a letter/resolution received from the Appropriation Committee, on which Commissioner Maryboy is a member, concerning the Red Mesa to Toadahaidekani Road project. The San Juan County Commission position is that when they are ready, the County will put $500,000 toward the actual road construction. Commissioner Redd suggested the County put the $500,000 in escrow for five years. Upon awarding the contract for construction of the road, the escrow could be accessed. Commissioners Lewis and Maryboy agree. A letter will be sent stating the County proposal. State Aging/Survey The State Aging Department has a state and federal grant to conduct surveys state wide on aging issues. This survey will be conducted by mail. Mr. Bailey has indicated to the state the by mail survey will not work with the Native American population. He suggested the possibility of using Edward Tapaha, Navajo Liaison, to translate the documents and help conduct the survey. Cal Black Airport There will be a meeting on October 17, 2000 for the Cal Black Airport layout plan. COMMISSIONER MARK MARYBOY'S REPORT Commissioner Maryboy will be meeting with Dr. Jones, CEU President, and with State Representative Mike Dmitrich in Price, Utah this evening. The Tribal Council is in their fall session this week. Commissioner Maryboy will be their Wednesday - Friday. Commissioner Maryboy reported he attended a briefing with the Native American Attorney General regarding the hunting situation for next year. He stated there currently is some discussion and negotiation as to the concern with the draw method for hunting licenses. The Navajo Revitalization meeting will be held on October 23, 2000. COMMISSIONER BILL REDD'S REPORT Last week Commissioner Redd attended the Road Litigation Committee meeting in Salt Lake City. He also attended CIB on October 12, 2000. This week Commissioner Redd will attend the San Juan County Library Board meeting in Blanding on October 19, 2000. COMMISSIONER TY LEWIS' REPORT Commissioner Ty Lewis attended the Prairie Dog meeting in Monticello. Commissioner Lewis traveled to Heber, AZ and met with supervisors on RS2477 and state sovereignty issues. There will be a water meeting at the courthouse at 4:00 P.M. today. Commissioner Lewis will attend a meeting on October 19, 2000 concerning the hospital. Commissioner Lewis and Planner Scherick will attend the San Juan Forum meeting in Durango, CO on October 20, 2000.
