SAN JUAN COUNTY COMMISSION MEETING DECEMBER 11, 2000 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner LaVee Scherick, Deputy Clerk Absent: Rick Bailey, Administrative Assistant A motion to approve the minutes of the December 4, 2000 meeting as amended was made by Commissioner Bill Redd and seconded by Commissioner Mark Maryboy. UNANIMOUS. Montezuma Creek Swimming Pool Melissa Banks, Administrative Services Manager, stated that Nettie Prack asked if the County could open the Montezuma Creek swimming pool while their entity waits for the agreement to come from the Navajo Nation. Mark will follow up on the issue in Window Rock. The County did not make a decision concerning the matter. Landfill Rates Administrative Services Manager, Melissa Banks, stated that she and Administrative Assistant Rick Bailey have talked and are considering the possibility of raising the landfill rates from $3 to $5 for a pickup load; from $10 to $12 for residential; and from $30 to $40 for commercial. The Commission would like to discuss it further before a decision is made. Photo Identification Evan Lowry, Survey Department, presented a proposal to promote San Juan County through a newspaper contest. The first to identify the San Juan County photo printed each week would receive a road CD. The Commissioners like the idea and will discuss it further. Beer License Renewals County Clerk Norman Johnson presented the following beer licenses for renewal: Dairy Cafe, Fry Canyon Lodge, Mexican Hat Texaco, Montezuma Lounge, Mexican Hat Lodge, Hatch Trading Post, and Cottonwood Steakhouse. Commissioner Bill Redd made a motion to approve the beer license renewals. Commissioner Ty Lewis seconded. Commissioner Mark Maryboy was not present at the time the action was taken. Building Permits A building permit was presented for Glen Gurney for a double wide mobile home in Blanding. Commissioner Bill Redd made a motion to approve the building permit based that it is located within the bounds of the lot and not in the alleyway or street. Commissioner Ty Lewis seconded. Commissioner Mark Maryboy was not present at the time the action was taken. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT Salt Creek Road Planner Scherick reported on the Salt Creek road closure by the Park Service. He showed pictures of the road and stated the Park Service will issue a $1000 fine if the road is traveled above Peek-A-Boo. The County will conduct a road analysis on impacts of use and non-use of the roads. Commissioner Redd suggested the road attorney be contacted. COMMISSIONER MARK MARYBOY'S REPORT Commissioner Maryboy will attend the Shiprock Road Agency meeting in Shiprock today. He will be requesting a maintenance agreement on the road from Oljato into Arizona. Commissioner Maryboy commented on the letter given to the Commissioners from San Juan Health Service concerning insurance coverage. He requested the County Attorney be contacted for an opinion because it is not clear how the County is covered. Commissioner Maryboy was in Las Vegas last week. He gave a road presentation at the Navajo Reservation agency wide committee meeting. He will attend a meeting with Whitehorse High School. They are still complaining about police coverage. He also indicated there is the possibility of a high level of zinc or other materials in the water. The Commission suggested Rick Meyer, County Health Department, be contacted test the water. Commissioner Maryboy will be attending the Aneth and Red Mesa Chapter meetings tonight. Commissioner Maryboy stated San Juan County School District did not apply for the Tribal Clothing program for the school district. Availability is on a first come, first serve basis. The San Juan County portion of the Chapter Officials Meeting will be held at 4:00 P.M. on December 14, 2000 in Bluff. COMMISSIONER BILL REDD'S REPORT Commissioner Bill Redd attended the Constitutional Defense Council meeting last week in Salt Lake City. He also attended the Severance Tax meeting with other mineral lease counties. Commissioner Redd will attend the CIB meeting on December 14, 2000. COMMISSIONER TY LEWIS' REPORT Commissioner Lewis attended the water meeting with Monticello and Blanding groups. They re-prioritized their projects and looked at potential funding sources. Commissioner Lewis attended the budget public hearing on December 4, 2000. He attended the San Juan Mental Health/Substance Abuse board meeting on December 6, 2000. Commissioner Lewis met with Steve Burr, USU, concerning Economic Development, tourism, and promotion. Commissioner Lewis will meet today at 1:00 P.M with the BLM to talk about roads. Commissioner Lewis will attend the UAC Insurance Mutual meeting on December 21, 2000 in Davis County.
