SAN JUAN COUNTY COMMISSION MEETING MARCH 27, 2001 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Ty Lewis, Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk Absent: Mark Maryboy, Vice-Chairman A motion to approve the minutes of the March 19, 2001 meeting as written was made by Commissioner Bill Redd and seconded by Commissioner Ty Lewis. UNANIMOUS. County Fair/Coordinator Ideas were discussed concerning a coordinator or manager for the San Juan County fair. Also discussed was responsibility of calls and billings. The Extension Office agreed they would handle the telephone calls and billings. Commissioner Bill Redd made a motion to advertise for a fair manager. Commissioner Ty Lewis seconded. UNANIMOUS. Bid/Computer-Road Dept A bid was presented for a 850 MHZ computer with monitor for the Road Department from High Country Computer at $895.55 and from Gateway 2000 at $999. Commissioner Bill Redd made a motion to approve the bid from High Country Computer. Commissioner Ty Lewis seconded. UNANIMOUS. Bid/Desk Unit & Chair-Road Dept A bid was presented from Quill for a desk unit at $1099.99 and chair at $149.99 for the Road Department. Commissioner Bill Redd made a motion to approve the bids. Commissioner Ty Lewis seconded. UNANIMOUS. Bid/Plotter County Recorder Louise Jones and ITS Manager John Fellmeth presented bids for a HP 500 42" plotter from High Country Computer at $3179 and from HP Com at $3188 plus shipping. Commissioner Bill Redd made a motion to approve the bid from High Country Computer. Commissioner Ty Lewis seconded. UNANIMOUS. Bid/Palm Pilot-Attorney County Attorney Craig Halls presented bids for a palm pilot from PC Connection at $508 and from Quill Corp for a HP Jornada Pocket PC at $499 plus docking station at $35. Commissioner Bill Redd made a motion to approve the bid from Quill. Commissioner Ty Lewis seconded. UNANIMOUS. Legal Defense/Doug Short County Attorney Craig Halls reported he has spoken to Attorney Doug Short several times concerning legal defense issues. Truck Insurance has agreed to provide independent council for Commissioner Maryboy as long as it is not Attorney Doug Short. A discussion was held concerning 1) Whether or not the County will be required to pay a fee or if an insurance company will pay the fee for independent council; 2)Whether or not Commissioner Maryboy will be dismissed as a defendant; 3)Whether or not Commissioner Maryboy is really a plaintiff in the case. Until these actions are clarified no decision will be made by the County. City of Monticello/Garbage City Manager Trent Schafer reported the City of Monticello will begin garbage pickup in the city starting May 1, 2001. Waste Management has sent letters to those in the un- incorporated areas stating there will be no garbage pick up by Waste Management effective May 1, 2001. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT Payroll Change/Ben Smith & Randall Jim A payroll change was presented for Ben Smith, Road Department, to be moved from Step 29 at $7.31 per hour to Step 29 at $1267 per month effective April 1, 2001. Commissioner Bill Redd made a motion to approve the payroll change. Commissioner Ty Lewis seconded. UNANIMOUS. A payroll change was presented for Randall Jim to be moved from Step 29 at $7.31 per hour to Step 29 at $1276 per month effective April 1, 2001. Commissioner Bill Redd made a motion to approve the payroll change. Commissioner Ty Lewis seconded. UNANIMOUS. Request to Hire/Title V-Betty Palmer A request was presented to hire Betty Palmer in a Title V position as a part-time Assistant Librarian at $5.15 per hour in the Blanding Library. Commissioner Bill Redd made a motion to approve the hire. Commissioner Ty Lewis seconded. UNANIMOUS. Historical Preservation/Cottonwood Wash Abandoned Mine Reclamation Project Planner Scherick reported he has reviewed the MOU on the Historical Preservation of the Cottonwood Wash Abandoned Mine Reclamation Project and recommended the commission sign the agreement. Commissioner Bill Redd made a motion authorizing signature on the MOU. Commissioner Ty Lewis seconded. UNANIMOUS. Park Service/Salt Creek Road-Permit Planner Scherick reported the Park Service sent a sample copy of permit the County will be required to apply for if any work is done in Salt Creek. The Park Service will hold a scoping meeting on April 24, 2001 in the Commission Room concerning the Salt Creek Road. Telecommunications Planner Scherick reported on the telecommunications meeting held on Monday in the courthouse. He was much encouraged with the ideas presented concerning fibre optics & microwave. SULU Plan Planner Scherick reported on the SULU Plan. He feels it is a good plan and some of the ideas are already in the County Master Plan. He would prefer the County support the ideas but not partner with special interest groups in the planning process. Mr. Scherick will respond to SULU. Meeting Planner Scherick will be in St. George on March 30, 2001 to attend a road meeting with Commissioner Bill Redd. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Ucolo Road Design/Agreement Administrative Assistant Rick Bailey presented the cooperative agreement for design on the Ucolo Road project. Mr. Bailey requested the commission authorize him to sign the agreement. Commissioner Bill Redd made a motion authorizing Administrative Assistant Rick Bailey to sign the agreement. Commissioner Ty Lewis seconded. UNANIMOUS. Blue Mountain Road/Burn Administrative Assistant Rick Bailey reported the County is burning the slash on the Blue Mountain Road project this week. ATV/4-Wheeler Administrative Assistant Rick Bailey reported the Road Department is interested in purchasing a 4-wheeler to use in connection with the trail cat for trail maintenance. They have looked at Honda brand. The commission suggested they obtain bids before a decision is made. Meetings Administrative Assistant Rick Bailey and Commissioner Ty Lewis will be in Washington DC March 31-April 4, 2001. COMMISSIONER BILL REDD'S REPORT Commissioner Bill Redd attended the Economic Summit meeting in Blanding last week. Commissioner Redd will attend GPS money distribution meeting in Salt Lake City on March 28, 2001. Commissioner Redd will attend a road meeting in St. George on March 30, 2001. COMMISSIONER TY LEWIS' REPORT Commissioner Lewis attended the Curtiss Jones farm development project celebration in Bluff last week. On March 20, 2001, Commissioner Lewis attended the Forest Service meeting concerning the spruce beetle issue and municipal watershed project. Commissioners Ty Lewis and Bill Redd attended the State Tax Commission hearing in Salt Lake City on March 26, 2001. There will be a San Juan County Transportation District meeting tonight. Commissioner Lewis will not attend the UAC Insurance Mutual meeting this week. Commissioner Lewis and Administrative Assistant Rick Bailey will be in Washington DC on March 31 - April 4, 2001 to discuss water projects and wilderness concepts with the congressional offices. Commissioner Lewis will not be at commission meeting next week.
