SAN JUAN COUNTY COMMISSION MEETING APRIL 2, 2001 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Mark Maryboy, Vice-Chairman Bill Redd, Commissioner LaVee Scherick, Deputy Clerk Absent: Ty Lewis, Chairman Rick Bailey, Administrative Assistant A motion to approve the minutes of the March 21, 2001 meeting as written was made by Commissioner Bill Redd with the condition that Chairman Ty Lewis be allowed to make corrections if needed. Commission Mark Maryboy seconded. UNANIMOUS. Fair Building/Rental Agreement County Extension Secretary Anna Thayn presented for approval and signature a rental agreement for Tap Enterprises to rent the fair building. Commissioner Bill Redd made a motion to sign the agreement. Commissioner Mark Maryboy seconded. UNANIMOUS. Goulding Lodge/Tax Exempt County Clerk Norman Johnson brought to the commissions attention the fact the County received a bill from Gouldings Lodge that includes an 8% Tribal Tax. He questioned whether or not the County is tax exempt or if there is an inter-governmental agreement with them. Commissioner Maryboy stated that Amy Alderman, Navajo Nation Tax office, is working on this issue. He suggested that County Clerk Norman Johnson get in touch with her. 2001 Property Tax Sale County Clerk Norman Johnson reported the 2001 Property Tax Sale will be held on May 24, 2001 at 10:00 A.M. in the San Juan County Courthouse. He presented a list of properties that are for sale. The properties will be sold beginning with the minimum bid being the market value of the property. Administrative fees will be added to the taxes that are due. Commissioner Bill Redd made a motion to approve the property tax sale with the minimum bid being the market value of the property. Commissioner Mark Maryboy seconded. UNANIMOUS. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT Dennis Mayer/Leave Without Pay Personnel Director Edward Scherick reported that Dennis Mayer, Fire, has been placed on leave without pay. He will not accrue benefits but can pay for his own health premiums which is the same as COBRA. Road Meeting There is a meeting scheduled on April 12, 2001 to discuss roads. Road Affidavits Planner Scherick reported the County is having some problems getting the road affidavits signed. The State attorney's have added the 10 years state rule and have generally taken too much editorial privileges on what was originally said in the affidavits. Some things are minor, and others are major. Spanish Valley Water and Sewer District Planner Scherick met with Dale Pierson and John Keyes on March 29, 2001. They discussed issues concerning annexation processes and zoning in their service district. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Building Permits Building permits were presented for Jim Hurst for a double wide mobile home in Spanish Valley and for Stephen Barton for a manufactured home in Verdure. Commissioner Bill Redd made a motion to approve the building permits. Commissioner Mark Maryboy seconded. UNANIMOUS. Veterans Administration Administrative Services Manager Melissa Banks reported that James Foy, Veterans Administration, will be holding public information meetings concerning benefits, enrollment, etc. The following meetings have been scheduled: Oljato Chapter, April 29, 2001 from 3:00-6:00 P.M.; Aneth Chapter on April 30, 2001 from 4:00-8:00 P.M.; and at the Blanding Armory on May 1, 2001 from 4:00-8:00 P.M. COMMISSIONER BILL REDD'S REPORT Commissioner Redd attended the State Tax Commission hearing in Salt Lake City on March 26, 2001. The Road lawsuit meeting scheduled for March 30, 2001 in St. George was cancelled. Commissioner Redd will attend road lawsuit, wilderness and monument issues meeting on April 4-5, 2001. COMMISSIONER MARK MARYBOY'S REPORT Two weeks ago, Commissioner Maryboy, was in Aberdeen, SD and gave a Tri-County position presentation on the new proposed BIA Road funding formula. On March 29, 2001, Commissioner Maryboy spoke at the Navajo Nation Community Economic Development Conference in Farmington, NM. Commissioner Maryboy will be in Window Rock on April 3, 2001. On April 5-6, 2001 Commissioner Maryboy will be meeting in Salt Lake City with the Attorney Generals office regarding the Utah Navajo Trust Fund Litigation.
