SAN JUAN COUNTY COMMISSION MEETING MAY 21, 2001 The regular meeting of the San Juan County Commission was held at 10:00 a.M. in the Commission Room at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner Melissa Banks for Rick Bailey, Administrative Assistant\ Norman Johnson, Clerk/Auditor A motion to approve the minutes of the May 14, 2001 meeting was made by Commissioner Bill Redd and seconded by Commissioner Mark Maryboy. UNANIMOUS. Cottonwood Mining Area Project/Glen Casamassa & Kent Walter Reported the Cottonwood Abandoned Mine decision record was signed on May 11, 2001. There is a 45 day appeal process for the Forest Service and a 30 day appeal process for the BLM. Discussed the right of way process and the low water crossings. There are 19 allotments in the right of way processes and up to 12 persons involved in each allotment. Kent Walter encouraged the Commission to make application for any gravel or other source materials that may be needed on the project. Caselle Software Support Agreement Clerk/Auditor Norman Johnson presented a software support agreement for the Caselle accounting system at a cost of $1020 per quarter beginning June 1, 2001. Commissioner Bill Redd made a motion to approve and authorize the chairman's signature on the Caselle software support agreement at a rate of $1020 per quarter. Commissioner Mark Maryboy seconded. UNANIMOUS. Building Permit Melissa Banks presented a building permit for Tim Taylor to construct a new residence at 216 E. North Old Highway Rd. Commissioner Bill Redd made a motion to approve the building permit. Commissioner Mark Maryboy seconded. UNANIMOUS. Legal Council/Commissioner Maryboy Commissioner Mark Maryboy requested an agenda item for June 4, 2001 at 10:00 A.M. He indicated Doug Short would be present to discuss Commissioner Maryboy's legal council separate from the other County Commissioners. Utah Navajo Fair/Curtis Yanito Curtis Yanito, representing the existing Utah Navajo Fair Board, requested clarification of the County Commissions position on the management of the Navajo Fair. He questioned how the new procedure of the County Commission affects him as the current chairman of the fair board. Commissioner Ty Lewis stated the County has determined the responsibility for the Fair should flow through the Navajo Utah Commission to maintain adequate fiscal responsibility. Commissioner Lewis explained the new organizing procedure as follows: 1. Each Utah Chapter will select one person and submit that name by resolution to the Navajo Utah Commission. 2. These 7 chapter representatives will make up the fair board and will elect a chairman, vice-chairman, and other officers. They will also be given authority to hire a fair coordinator. 3. San Juan County will give their contributed funds to the Navajo Utah Commission who will pass them on to the fair committee. The Navajo Utah Commission will be responsible to make a financial report on expenditures to the County. COMMISSIONER MARK MARYBOY'S REPORT On Friday the members of the Navajo Utah Commission met with the Governors Staff regarding the $1 million dollars given to the Utah Chapters. Commissioner Maryboy said Mr. Ed Alter, State Treasurer, said he was working on the 2002 budget and would be including the matching funds along with match funds from the Utah Trust Fund and the Navajo Revitalization Fund. Navajo Utah Commission would like to meet with the County Commission on June 4, 2001 at 11:00 A.M. AT 1:00 PO.M. they will be meeting at the BLM office with other federal and state partners. The Navajo Department of Transportation is now proceeding with the Todahaidekani to Montezuma Creek road. They are running into some coordination difficulty with the BIA. On June 7, 2001 the Navajo Transportation and Community Development Committee will be touring crushed gravel source sites in San Juan County to see if the Nation is interested in purchasing gravel from the San Juan County area. Commissioner Maryboy also requested the Commission write a letter of support for a letter sent from the Tribe addressing the reduction in funding to the Navajo Nation. The rest of this week Commissioner Maryboy will be at the WIR meeting in Hawaii. COMMISSIONER BILL REDD'S REPORT Last week Commissioner Bill Redd attended the Southeastern Utah Health District meeting in Green River. Commissioner Redd will be attending the WIR meeting in Hawaii the remainder of the week. He will make a presentation on the road issues. COMMISSIONER TY LEWIS' REPORT Last week Commissioner Ty Lewis attended the UAC Insurance Mutual meeting. He will attend the Navajo Revitalization meeting in Blanding this afternoon.
