SAN JUAN COUNTY COMMISSION MEETING JUNE 18, 2001 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner LaVee Scherick, Deputy Clerk Absent: Rick Bailey, Administrative Assistant A motion to approve the minutes of the June ll, 2001 meeting as written was made by Commissioner Bill Redd and seconded by Commissioner Mark Maryboy. UNANIMOUS. Building Permit A building permit was presented for Bill Wharton for a garage in LaSal. Commissioner Bill Redd made a motion to approve the permit. Commissioner Mark Maryboy seconded. UNANIMOUS. Bid/Johnson Creek Road Project The following bids were presented for the Johnson Creek Road Project: Johnson & Phillips, Inc., Springville at $374,959; Brown Brothers, Loa, at $187,521; and Crowley Construction, Monticello, at $298,973.82. Commissioner Bill Redd made a motion to approve the lowest bid provided the Road Department reviews and that it meets the specifications. Commissioner Mark Maryboy seconded. UNANIMOUS. After a review of the bid by Road Supervisor Doug Pehrson, it was determined that the low bid from Brown Brothers, Loa, in the amount of $187,521 be accepted. Tax Sale Property/Offer to Purchase County Clerk Norman Johnson reported that he received a legal opinion from Deputy County Attorney Bird on the sale of the tax sale property. His opinion is that San Juan County does not need to re-advertise as long as the County complied with the other parts of the law at the time of the tax sale. County Clerk Norman Johnson recommended the J&B Supply property, Parcel #A0000014003E, be sold to Grayson Redd for taxes, interest and penalty in the amount of $217.01. Commissioner Bill Redd made a motion to approve the sale. Commissioner Mark Maryboy seconded. UNANIMOUS. HUD/Intergovernmental Agreement Brent Tucker, Housing & Urban Development and Karena Gholson, Executive Director of Grand County Housing Authority presented a proposal to establish an intergovernmental agreement between Grand and San Juan County to allow Ms. Gholson to provide Section VIII Rental Assistance Vouchers to county residents who qualify. The commission gave permission to draft an agreement for them to review. Division of Wildlife Resources Bill Bates, Guy Wallace, and Lewis Bird, Division of Wildlife Resources presented an update on endangered species mitigation, sage grouse, predator control, and endangered fish programs and projects. Mr. Bates stated there is a group of people interested in having the elk management plan reviewed. Screen Saver/Credit Card Sales Susan Taylor, Economic Development, reported the Economic Development office is working on a deal to sell the county screen saver disc through their web site. The County will be required to contract with a company who does the actual sale. The Commission agreed to allow a contract with a sales company but would like the Deputy County Attorney to review the contract before final approval by the Commission. PLANNER EDWARD SCHERICK'S REPORT Oil & Gas Lease Sales Planner Scherick report on the quarterly lease sales for oil and gas in San Juan County. He feels there is still a problem between the San Juan and Grand area BLM plans. Commissioner Redd suggested a letter be written to the Secretary of the Interior, the congressional delegation, the State BLM Director and San Juan County BLM. There will be a Road Committee meeting immediately following commission meeting today. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Fire Extinguisher Service Administrative Services Manager Melissa Banks reported on a proposal and presented a copy of results for the purchase and service of fire extinguisher. There are two bids. One is from Booth Fire Extinguisher and another unidentified bid. Commissioner Bill Redd made a motion to accept the low bid from Booth Fire Extinguisher. Commissioner Mark Maryboy seconded. UNANIMOUS. Western Counties Alliance Administrative Services Manager Melissa Banks stated the County has received a letter from Western Counties Alliance asking San Juan County to participate in their group. The Commission will take it under advisement. COMMISSIONER MARK MARYBOY'S REPORT Last week, Commissioner Maryboy attended a preliminary judgement hearing in Salt Lake City regarding the PELT vs. Utah litigation on the Utah Navajo Trust Fund. Commissioner Maryboy will attend the Tri-County meeting in Gallop, NM on June 20, 2001. This afternoon Commissioner Maryboy will meet at 2:00 P.M. with a financial group who are taking over the El Paso Natural Gas plant in Montezuma Creek. The remainder of the week Commissioner Maryboy will be in Window Rock attending the FY2003 Navajo Nation budget hearing. COMMISSIONER BILL REDD'S REPORT Commissioner Redd attended the Road Litigation Committee meeting in Salt Lake City last week. Commissioner Redd attend the CIB meeting. Bluff's water project funding request was advanced to the next funding cycle. On June 8, 2001 Commissioner Redd attended a meeting with the BLM on road issues at the courthouse. This week Commissioner Redd will attend the GASB 34 Training meeting in Richfield on June 20, 2001. Commissioner Redd will attend the Devils Canyon project committee meeting on June 22, 2001. COMMISSIONER TY LEWIS' REPORT Commissioner Lewis met with the road lawyers on June 7, 2001. The Road committee and commissioners met with the BLM on June 8, 2001. There will be a telecommunications meeting on June 27, 2001. Commissioner Lewis will be in the County most of the week. Commissioner Lewis may not be at commission meeting last week.
