SAN JUAN COUNTY COMMISSION MEETING JUNE 25, 2001 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Mark Maryboy, Vice-Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk Absent: Ty Lewis, Chairman A motion to approve the minutes of the June 18, 2001 meeting as written was made by Commissioner Bill Redd and seconded by Commissioner Mark Maryboy. UNANIMOUS. SSBG/Allocation Personnel Secretary Lillian Bayles reported that one of the earlier proposals for allocation was not eligible. She presented the revised Social Services Block Grant Discretion Funding proposals in the amount of $60,092.63 as follows: College of Eastern Utah $4,000; Rocky Mountain Health $15,792.63; San Juan County Area Agency on Aging-Transportation $22,400; San Juan Counseling $17,900. Commissioner Bill Redd made a motion to approve the allocations. Commissioner Mark Maryboy seconded. UNANIMOUS. PERSONNEL/LILLIAN BAYLES' REPORT Payroll Change/Sheriff Dept A payroll change was presented for Robert Wilcox to be moved from Grade 15 Step 118 at $1933 per month to Grade 17 Step 135 at $2097 per month. Effective date retro-active to June 1, 2001. Commissioner Bill Redd made a motion to approve the payroll change. Commissioner Mark Maryboy seconded. UNANIMOUS. Deputy County Recorder/Resignation Personnel Secretary Lillian Bayles reported that Roger Koon, Deputy County Recorder, has resigned. Interviews will for that position be held this week. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Building Permits A building permit was presented for Kyle Isenhart for a new home in the White Canyon Area. Commissioner Bill Redd made a motion to approve the building permit. Commissioner Mark Maryboy seconded. UNANIMOUS. 2001 Wildland Fire Budget Administrative Assistant Rick Bailey presented the annual 2001 Wildland Fire budget between San Juan County and the Division of Forestry & State Lands in the amount of $42,516 for approval. Commissioner Bill Redd made a motion to approve the budget. Commissioner Mark Maryboy seconded. UNANIMOUS. Hang Dog Road/Reconstruction Project Administrative Assistant Rick Bailey presented the Hang Dog Road reconstruction project agreement between San Juan County and the U.S. Forest Service for approval. Commissioner Bill Redd made a motion to approve the project agreement. Commissioner Mark Maryboy seconded. UNANIMOUS. Commissioners Workshop The annual Commissioners Fall Workshop has been changed to September 12-14, 2001 and will be held in Logan, UT. Telecommunications Meeting The regional telecommunications meeting will be held in Farmington, NM on June 27, 2001. Administrative Assistant Rick Bailey plans to attend. Fireworks Administrative Assistant Rick Bailey reported there has been discussion concerning fireworks because of the dry weather conditions. Mr. Bailey recommended there not be a ban on fireworks at this time. Commissioner Bill Redd made a motion to approve there be no ban on fireworks at this time. Commissioner Mark Maryboy seconded. UNANIMOUS. Bluff Senior Center Van/Wreck Administrative Assistant Rick Bailey reported the adjusters estimated the cost to repair the wrecked Bluff Senior Center van at $10,952.28. The van was taken to repair shops for estimates. The shops declined to repair. Mr. Bailey recommended the van be sold for parts and put the insurance money toward a replacement vehicle. The Commission agreed. Utah Navajo Revitalization Fund/Application Administrative Assistant Rick Bailey reported he completed an application for matching funds for money that San Juan County provides to the Chapters. The application was sent in last week. COMMISSIONER BILL REDD'S REPORT Commissioner Bill Redd attended the Devils Canyon Road re-alignment scoping meeting last week. Commissioner Redd was in Salt Lake City and attended the Governors volunteer committee road meeting. Commissioner Redd attended the GPS money division meeting in which the State put in $300,000 and the government $600,000 for continuation of verification of county roads. Last week Commissioner Redd was in Price. He attended the revolving loan fund committee and AOG meetings. This week Commissioner Redd will attend the UAC Directors meeting in Dutch John, UT. COMMISSIONER MARK MARYBOY'S REPORT The Navajo Nation is working on the FY 2003 budget. Commissioner Maryboy was there last week and will continue this week. Commissioner Maryboy stated that Montezuma Creek and Mexican Water communities submitted a proposal for $400,000 to be used in planning for the HUD housing program. There is a proposal to build 50 units of HUD in each of these communities through the Fort Defiance housing project. Commissioner Maryboy will be in Mesquite, NV on June 27-28, 2001 regarding the HUD housing project. Commissioner Maryboy will meet with CEO John Hart, San Juan Health Service District, immediately following commission meeting. The Montezuma Creek Clinic has received approval to use a federal vehicle through the Navajo Nation health committee in Window Rock. Commissioner Maryboy has received reports there are electrical problems at the Montezuma Creek Swimming Pool. There was a Reservation wide referendum on IHS contracting to the Navajo Nation for health care. The referendum did not pass because the 19,000 votes cast was far below the twenty five percent required in order for it to pass. The contracting proposal will now go forward. The Navajo Nation can contract the IHS hospital or clinic. Montezuma Creek clinic is one of the few clinics that is independent and will be included in the first phase of the IHS contract.
