SAN JUAN COUNTY COMMISSION MEETING JULY 2, 2001 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk A motion to approve the minutes of the June 25, 2001 meeting as written was made by Commissioner Bill Redd and seconded by Commissioner Ty Lewis. Commissioner Mark Maryboy was not present at the time the action was taken. Re-appraisal County Assessor Bruce Bunker reported he will be responding to a Tax Commission letter concerning the reappraisal of the Blanding and Monticello Cemetery Districts, Bluff and LaSal. Motor Vehicle County Assessor Bruce Bunker stated that on July 9, 2001 the motor vehicle office will be closed while the switch over of the new motor vehicle system is being completed. San Juan County Mental Health/Substance Abuse-Contracts Dan Rogers, San Juan County Mental Health/Substance Abuse, presented the DHS Mental Health Service Contract in the amount of $221,479 with a County match of $37,796 for signature. He also presented the DHS Substance Abuse Contract in the amount of $273,047 with the County match of $25,400 for signature. Commissioner Bill Redd made a motion to sign the contracts. Commissioner Mark Maryboy seconded. UNANIMOUS. Blanding Library/Room Rental Policy Linda Boyle, San Juan County Library Board, presented the Blanding Library Multi-purpose Room Rental Policy and Agreement for approval. It has been reviewed by the Deputy County Attorney. It is purposed to change the room rental rate to $10 per hour or $55 per day. A $50 cleaning deposit is required. Persons 21 years of age or older may rent the room. Commissioner Bill Redd made a motion to approve the changes. Commissioner Mark Maryboy seconded. UNANIMOUS. Request to Hire/Bluff Senior Bus Driver Personnel Secretary Lillian Bayles presented the name of Jack Etcitty to be hired part-time as the Bluff Senior Bus Driver at Step 1 at $6.42 per hour effective July 2, 2001 for approval. Commissioner Bill Redd made a motion to approve the hire. Commissioner Mark Maryboy seconded. UNANIMOUS. Request to Hire/Deputy Recorder Lillian Bayles, Personnel Secretary, presented the name of Stacy Steele to be hired full-time as a Deputy Recorder at Step 25 at $1245 per month. Commissioner Bill Redd made a motion to approve the hire. Commissioner Mark Maryboy seconded. UNANIMOUS. School Trust Lands Kevin Carter & Jan Parmenter, School Trust Lands, discussed land exchange ideas in San Juan County with the commission. The County has a map with the County proposals of trust land exchange. Mr. Parmenter will meet with County Planner Edward Scherick to discuss the ideas. San Juan County Health Service District/Funding Request & Proposal John Hart, CEO, and Lyman Duncan, Director of Finance presented a calendar year 2001 year to date operational review to the commission. Mr. Hart reported that last December or January the Commission had asked the Health District to come back to give an update report on the San Juan Health Service District. He reviewed the strengths, weaknesses, opportunities and threats in the District. Mr. Hart presented a $500,000 operational request for the remainder of the year. He also presented a request for an investment in infrastructure for a CT Scan for $378,500; Holter Monitor for $25,500; Ventilator for $40,000; Dialysis for $38,000 and a passenger van for $28,000 for a total of $510,000. Commissioner Mark Maryboy made a motion to support the proposal. Commissioner Bill Redd seconded with the potential of looking for matching funding sources. UNANIMOUS. Bid/Vacuum-Maintenance A bid was presented for a Taski Tapiset 38 vacuum for the Maintenance Dept from Magic Chem at $510 and from Taski at $580. Commissioner Bill Redd made a motion to approve the bid from Magic Chem. Commissioner Ty Lewis seconded. Commissioner Mark Maryboy was not present at the time the action was taken. Bid/Pressure Washer-Road Dept A bid was presented for a pressure washer from Aaladin Southwest, Farmington, NM, for an Aaladin 3000 psi at $3432; from Robert Taylor & Sons, Salt Lake City, for an Alkota 3000 psi at $3350; and from Mountain Equipment, Grand Junction, for a Hotsy 2000 psi at $4495. Commissioner Bill Redd made a motion to approve the bid from Robert Taylor & Sons. Commissioner Ty Lewis seconded. Commissioner Mark Maryboy was not present at the time the action was taken. Bid/Oxygen Recovery System-Road Dept Bids were presented for an oxygen recovery system from Monticello Motor Parts at $3869.99; Meyers Tire at $3295 and Snap-On Tools at $5145. Commissioner Bill Redd made a motion to approve the bid from Meyers Tire. Commissioner Ty Lewis seconded. Commissioner Mark Maryboy was not present at the time the action was taken. Bid/Software Program-Road Dept A bid was presented for a Workdirector Software Program with support from Cartegraph Systems at $3600. This is the only company that has this software. Commissioner Bill Redd made a motion to approve the bid. Commissioner Ty Lewis seconded. Commissioner Mark Maryboy was not present at the time the action was taken. Bid/Winch-Road Dept Bids were presented for a 12,000 lb Warn winch from Six States Tire at $879; a 12,000 lb Ramsey winch from Northern Tool & Equipment at $960; a 12,000 lb Ramsey winch from Hafers at $1292; and a 10,000 lb Dayton winch from Grainger at $1209. Commissioner Bill Redd made a motion to approve the bid from Six States Tire. Commissioner Ty Lewis seconded. Commissioner Mark Maryboy was not present at the time the action was taken. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Building Permit/Refund-Jim Hurst Administrative Assistant Rick Bailey presented a request from Jim Hurst for a refund on building permit #01- 11 that was denied in the amount of $300.90. Commissioner Bill Redd made a motion to approve the refund. Commissioner Ty Lewis seconded. Commissioner Mark Maryboy was not present at the time the action was taken. Four Corners Communications Meeting Administrative Assistant Rick Bailey attended the Four Corners Communications Sharing meeting in Farmington, NM on June 27, 2001. Blanding City/Utah Quality Growth Commission Grant Administrative Assistant Rick Bailey presented the application to Utah Quality Growth Commission for approval. The County has agreed to cooperate in the planning and zoning study with Blanding City for future development. Commissioner Bill Redd made a motion to approve the application. Title VII Training Administrative Assistant Rick Bailey reported that the Title VII supervisors training was held on June 26, 2001. Mr. Brady conducted a walk through inspection of the courthouse building. The County will receive a report of inspection results from UAC. Blue Mountain & Johnson Creek Road Projects Administrative Assistant Rick Bailey reported he has requested a weekly update on the projects from Legrande Johnson for the Blue Mountain Road and Brown Brothers for the Johnson Creek Road. Ambulances Administrative Assistant Rick Bailey stated the two new ambulances are being delivered today. One ambulance is for transport and the other one will be stationed in Montezuma Creek. Mass Destruction Equipment Grant Administrative Assistant Rick Bailey reported the County has received a state Mass Destruction Equipment grant in the amount of $45,000. COMMISSIONER MARK MARYBOY'S REPORT Commissioner Maryboy reported he attended the Tri-County Officials meeting. Commissioner Maryboy has met his commitment as President this year. The group requested that he serve again as 3rd Vice- President. Because of his busy schedule he recommended that Edward Tapaha serve. Commissioner Mark Maryboy made a motion to approve that Edward Tapaha serve as the 3rd Vice-President. Commissioner Bill Redd seconded. UNANIMOUS. Commissioner Maryboy attended the court hearing concerning PELT vs. Utah. The judge ruled on 90% of the things that were asked for. Commissioner Maryboy will attend the Navajo Utah Commission meeting at Redd Mesa beginning at 12:00 noon today. He will attend the Utah Navajo Fair Board meeting this afternoon at 4:00 P.M. Chapter representatives will be in attendance. Commissioner Maryboy will be in Window Rock, AZ on July 3, 2001 to attend the Transportation meeting. COMMISSIONER BILL REDD'S REPORT Commissioner Bill Redd attended the UAC Board of Directors meeting. Appointments to the NaCo committee were made. Commissioner Redd will be in the area this week. COMMISSIONER TY LEWIS' REPORT Commissioner Lewis attended the Transportation District Board meeting on June 26, 2001. There will be a San Juan County Mental Health/Substance Abuse District meeting on July 10, 2001.
