SAN JUAN COUNTY COMMISSION MEETING AUGUST 27, 2001 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Mark Maryboy, Vice-Chairman Bill Redd, Commissioner LaVee Scherick, Deputy Clerk Absent: Ty Lewis, Chairman Rick Bailey, Administrative Assistant A motion to approve the minutes of the August 20, 2001 meeting as written was made by Commissioner Bill Redd and seconded by Commissioner Mark Maryboy. UNANIMOUS. BLM Update Kent Walter and Nick Sandberg, Monticello BLM, presented an update on term permit grazing renewals. They responded to the alternatives the BLM could address in lieu of any potential grazing reduction preference. Because of time restraints the BLM will not be able to look at intensive allotment development or extensive range improvements at this time. If reductions are necessary there are regulations in the land use plan that states these AUM's can be restored to the permittee if the forage is actually improved and available for livestock use. After this first section of permit renewals the BLM hopes to get back into allotment plan development and range improvement plans. The BLM has issued three more permits in August with a 15 day protest and comment period. Mr. Walter commented that the BLM is in contact with the permittees and does not feel there is a need for a meeting with them at this time. Jim Keyes, USU Extension Agent, stated a meeting will be held with the permittees on August 29, 2001 at the courthouse. Historical/CLG Grant Contract Gary Guymon, Corrine Roring, San Juan County Historical, reported on a Certified Local Government Grant Contract with County match. The Grant is for $20,000 for a three year period. It will cover a part time person to work 15 hours per week at $8.00 per hour. Archival training will be held in October in Salt Lake City which will cost approximately $1500. The Commission agreed with the contract. Commissioner Redd will ask for advice from Deputy County Attorney Bird. Commissioner Redd doesn't want any county or building expense in regard to the employee. The contract will be placed on next weeks agenda for approval and signature. State Representative Max Young Representative Max Young reported on the proposed legislative re-districting. Representative Young attended the meeting that was held in Price approximately two weeks ago. At the time he recommended that the number of people in the district remain the same and that the number of travel miles be considered and be kept to a minimum. The latest map Representative Young saw indicated that San Juan, Grand, Unitah, and Duchesne, and if needed a portion of Carbon County, will be represented by a senator. The final decision will be made on October 1, 2001 by the Governor, President of the Senate, and the Speaker of the House. Liquor Consumption License/Pack Creek Ranch County Clerk Norman Johnson presented a liquor consumption license for Pack Creek Ranch which allows consumption at private functions on their property. Commissioner Bill Redd made a motion to approve the liquor consumption license for Pack Creek Ranch. Commissioner Mark Maryboy seconded. UNANIMOUS. USU Extension/Sage Grouse Jim Keyes, Dr. Terry Messmer, and Sarah Lupus, USU, reported on the Sage Grouse issues. The purpose of the study is to evaluate use, habitat sites, survival of adults and chicks, and some sources of mortality of the population. Dr. Messmer stated the Sage Grouse study is to focus on conservation of the species but looking at the community conservation plan and what is best for the community is bigger and more important than the study itself. San Juan County Queen/Sulane Freestone Sulane Freestone, San Juan County Queen, introduced herself to the Commission. She thanked them for her opportunity, their support, and invited them to attend the Utah State Fair pageant. SSBG/Contract Personnel Secretary Lillian Bayles presented the SSGB Contract in the amount of $60,092.63 for approval. Commissioner Bill Redd made a motion to sign the contract. Commissioner Mark Maryboy seconded. UNANIMOUS. Utah Navajo Health System Donna Singer, Manual Morgan, and Nettie Prack, Utah Navajo Health System, Montezuma Creek, presented an overview of the Health System including partners, collaborating agencies, health center, services and equipment, recreation program, health care benefits, and funding sources. It is a 501c-3 corporation that functions under the direction of a 100% Native American Board of Directors. Naatsisaan Community School/Landscape Willie Grayeyes, Navajo Mountain, presented a resolution for the county to appropriate $10,000 for landscaping, sprinklers, grass, and shrubs for the Naatsisaan Community School at Navajo Mountain. Commissioner Redd stated this is a school district issue and not a county issue and is out of the jurisdiction of the County. He also suggested Mr. Grayeyes contact the Navajo Revitalization Fund. Commissioner Maryboy stated the discussion would be continued next Tuesday. PERSONNEL-LILLIAN BAYLES Payroll Change/Sheriff Dept Personnel Secretary Lillian Bayles presented the name of Marcia Shumway, who has completed POST, to be moved from Step 89 at $1683 per month to Step 114 at $1896 per month effective September 1, 2001. Commissioner Bill Redd made a motion to approve the payroll change. Commissioner Mark Maryboy seconded. UNANIMOUS. ADMINISTRATIVE SERVICES MANAGER MELISSA BANKS' REPORT Building Permits Building permits were presented for the following: Doug Christensen for storage units north of Blanding; Mike Washburn for a garage east of Monticello. Commissioner Bill Redd made a motion to approve the permits provided proper signatures on waivers are obtained. Commissioner Mark Maryboy seconded. UNANIMOUS. Area Agency on Aging There will be an Area Agency on Aging Advisory Council meeting in Blanding at the Senior Center at 3:00 P.M. on August 28, 2001. Navajo Utah Fair The Bluff Senior Center received first place for their float in the parade in Bluff. COMMISSIONER BILL REDD'S REPORT Commissioner Bill Redd attended the Board of Equalization Hearing on August 20, 2001. Commissioner Redd will attend the Board of Equalization meeting this afternoon. He will also attend the Road Committee Litigation meeting on August 30, 2001 in Salt Lake City. COMMISSIONER MARK MARYBOY'S REPORT Commissioner Maryboy reported the Navajo Nation approved the fuel excise tax appropriating ten million for roads. Commissioner Maryboy requested the County send a letter to NDOT asking the Navajo Nation to match any San Juan County money given to Chapters in connection with road work. NDOT is also looking for gravel pit sites. The Tribal Council is in session all week. Commissioner Maryboy will attend those meetings. Commissioner Maryboy reported the Navajo Utah Fair went well inspite of limited funds. Bluff Senior Center and Navajo Mountain received a parade prize. The Navajo Nation budget session is on this week. There is funding earmarked for the Utah Chapters. Commissioner Maryboy will be attending a meeting in Todahaidekani this afternoon.
