SAN JUN COUNTY COMMISSION MEETING APRIL 8, 2002 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Ty Lewis, Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant Norman Johnson, County Clerk LaVee Scherick, Deputy Clerk Absent: Mark Maryboy, Vice-Chairman A motion to approve the minutes of the April 1, 2002 meeting as written was made by Commissioner Bill Redd and seconded by Commissioner Ty Lewis. Commissioners Lewis and Redd voted in favor. None opposed. Commissioner Lewis declared the motion carried. Out-of-State Travel Steve Bradford, Communications, presented for approval an out-of-state travel request to attend an International Wireless Communications Expo & Classes in Las Vegas, NV on April 22- 25, 2002. Commissioner Bill Redd made a motion to approve the travel with the condition that Mr. Bradford look for information on a six week hands on training class. Commissioner Ty Lewis seconded. Commissioners Lewis and Redd voted in favor. None opposed. Commissioner Lewis declared the motion carried. San Juan Water Conservancy District/Recapture Dam Road Ferd Johnson, San Juan Water Conservancy District, presented information to the Commission from the Department of Natural Resources, Division of Water Resources concerning Recapture Dam Right Abutment Landslide-Preliminary Remediation Design Alternatives and Cost Estimates to review. Mr. Johnson reported he had spoken to Bevin Wright, State Highway Commission, and Hugh Kirkham concerning the materials being removed from the Devils Canyon project to be used in fixing the problem with the Recapture Dam road. Mr. Kirkham stated that the San Juan Water Conservancy District needed to contact Cleston Laws, UDOT, concerning the idea. The County will write a letter and meet with Cleston Laws. PERSONNEL DEPARTMENT REPORT Payroll Change/Deputy Attorney Personnel Secretary Lillian Bayles presented for approval a payroll change for Deputy Attorney Walter Bird who has met his probationary period. The request is to be moved from Step 241 at $3593 per month to Step 276 at $4252 per month effective April 1, 2002. Commissioner Bill Redd made a motion to approve the payroll change. Commissioner Ty Lewis seconded. Commissioners Lewis and Redd voted in favor. None opposed. Commissioner Lewis declared the motion carried. Payroll Change/Leonard Jones-Road Dept A payroll change was presented for approval for Leonard Jones to moved from a Laborer to Light Equipment Operator moving him from Step 31 Grade 4 at $1343 per month to Step 91 Grade 12 at $1770 per month effective April 1, 2002. Commissioner Bill Redd made a motion to approve the payroll change. Commissioner Ty Lewis seconded. Commissioners Lewis and Redd voted in favor. None opposed. Request to Hire/Jerry Mitchell-Sheriff Dept A request to hire Jerry Mitchell as a Dispatcher in the Sheriff's office was presented for approval at Step 63 Grade 9 at $1555 per month effective April 22, 2002. Mr. Mitchell is replacing Dana Bittle who is resigning April 25, 2002. Commissioner Bill Redd made a motion to approve the hire. Commissioner Ty Lewis seconded. Request Hire/Dan Hunter-Sheriff Dept A request to hire Dan Hunter, on completion of background check, as a Dispatcher in the Sheriff's office was presented for approval at Step 63 Grade 9 at $1555 per month. Commissioner Bill Redd made a motion to approve the hire based on the background check. Commissioner Ty Lewis seconded. Commissioners Lewis and Redd voted in favor. None opposed. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Aging Contract/Amendment A State Aging Contract Amendment increasing the budget in the amount of $23,274 was presented for approval. The total contract is for $387,175 with no additional county match. The contract expires June 30, 2002. Commissioner Bill Redd made a motion to approve the contract amendment. Commissioner Ty Lewis seconded. Commissioners Lewis and Redd voted in favor. None opposed. Commissioner Lewis declared the motion carried. Vacate Alleyway/Bluff Administrative Assistant Rick Bailey presented again the request to vacate the Cottonwood Addition, Block 32, alleyway in Bluff. Bluff Water District had some concerns about easements. Deputy Attorney Walter Bird sent a letter to the Bluff Water District concerning right-of-way issues. Commissioner Bill Redd approved the variance subject to wording on the quit claim deed which indicates the County cannot guarantee the exactness of the survey and provide for a right of way for utility if desired. Commissioner Ty Lewis seconded. Commissioners Lewis and Redd voted in favor. None opposed. Commissioner Lewis declared the motion carried. Hang Dog Subdivision/Amendment Administrative Assistant Rick Bailey presented a subdivision amendment for the Hang Dog Subdivision. The request is to add Lot F and expand Lot E. Commissioner Bill Redd recommended to approve the subdivision amendment subject to approval and signature of certifying entity. Commissioner Ty Lewis seconded. Commissioners Lewis and Redd voted in favor. None opposed. Commissioner Lewis declared the motion carried. Closed Fire Season Administrative Assistant Rick Bailey recommended implementing the closed fire season to be effective May 1, 2002 - October 31, 2002. Commissioner Bill Redd made a motion to approve the open burn season effective date. Commissioner Ty Lewis seconded. Commissioners Lewis and Redd voted in favor. None opposed. Commissioner Lewis declared the motion carried. Emergency Response Meeting Administrative Assistant Rick Bailey reported he attended a State Emergency Response meeting. There is rumor that the extended emergency response team on the State level is going to be dissolved. The nearest responder on that level will be from Green River. UAC Management Conference The UAC Management Conference will be held in Park City on April 9-12, 2002. COMMISSIONER BILL REDD'S REPORT Commissioner Redd attended the GPS meeting in Salt Lake City on April 3, 2002. He also attended the CIB meeting on April 4, 2002 in Salt Lake City. Monticello City was awarded supplemental funding for a water project. The CIB also agreed to fund the AOG. Commissioner Redd will attend the UAC Management Conference in Park City this week. COMMISSIONER TY LEWIS' REPORT Commissioner Lewis will attend the UAC Management Conference in Park City, Utah this week. Commissioner Lewis will not be at commission meeting on April 22, 2002. He will also miss the Road meeting in St. George that week. He would like Doug Pehrson, Road Superintendent, to present the Lisbon Valley Road project at that meeting.
