SAN JUAN COUNTY COMMISSION MEETING JUNE 3, 2002 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Ty Lewis, Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant Norman Johnson, County Clerk LaVee Scherick, Deputy Clerk Absent: Mark Maryboy, Vice-Chairman A motion to approve the minutes of the May 20, 2002 meeting as written was made by Commissioner Bill Redd and seconded by Commissioner Ty Lewis. None opposed. Commissioner Lewis declared the motion carried. Tellechea Property/Black Oil Co. Norman Johnson, County Clerk, reported the County has had a prior discussion with the Attorney Generals office and with Georgia Hamblin, Moab, concerning the Tellechea property. Black Oil Company has purchased the property. Burton Black, Black Oil Company, requested the County abate the prior years taxes that are still owed on the property. Commissioner Bill Redd made a motion to deny the request. Commissioner Ty Lewis seconded. None opposed. Commissioner Lewis declared the motion carried. Bid/Johnson Creek Road Project Bids were presented for the Johnson Creek Road Project from Crowley Construction at $94,496.15; KSUE at $104,595; and from Brown Brothers at $92,830. Commissioner Bill Redd made a motion to approve the bid from Brown Brothers Construction. Commissioner Ty Lewis seconded. None opposed. Commissioner Lewis declared the motion carried. Bid/Gravel Crushing Bids were presented for gravel crushing from Brown Brothers Construction for 20,000 cubic yards of 1" minus at $3.12 per yard and for 20,000 cubic yards of 3" minus at $2.10 per yard; and from Crowley Construction for the same at $2.65 per yard and $2.20 per yard. Commissioner Bill Redd made a motion to approve the bids from Crowley Construction. Commissioner Ty Lewis seconded. None opposed. Commissioner Lewis declared the motion carried. Bid/Concrete Timbers Bids were received for twenty five 10 foot, twenty five 12 foot, and fifty 14 foot concrete timbers from David Lacy at $8,488; Mike Moses for the same at $9,100; Yoakam Contracting for the same at $10,256.25; Terrill Slade for the same at $10,998; Mike Crittenden for the same at $11,700; and Paul's Wood & Iron Works Inc. for the same at $17,000. Commissioner Bill Redd made a motion to approve the bid from David Lacy. Commissioner Ty Lewis seconded. None opposed. Commissioner Lewis declared the motion carried. PERSONNEL DEPARTMENT Personnel Secretary Lillian Bayles presented the SSBG contract in the amount of $59,782 for approval and signature. Commissioner Bill Redd made a motion to sign the contract. Commissioner Ty Lewis seconded. None opposed. Commissioner Lewis declared the motion carried. Case Manager/Aging Dept A request to hire Carolyn Smith as a full time case manager for the Aging Department at Grade 10, Step 73 at $1628 per month effective June 17, 2002 was presented for approval. Commissioner Bill Redd made a motion to approve the hire. Commissioner Ty Lewis seconded. None opposed. Commissioner Lewis declared the motion carried. PLANNER EDWARD SCHERICK'S REPORT Technology Conference Planner Edward Scherick reported he attended a technology conference in Cedar City on May 30-31, 2002. Planner Scherick perceives the future to head more toward satellite services. Commissioner Lewis suggested a meeting be held with the telephone company, governors office, and other entities that might be interested. State Forester Planner Scherick reported the new state forester is Joel Frandsen. USU Extension/Jim Bowns Planner Scherick reported that Jim Bowns, Cedar City, has been released from his position with Utah State University Extension. He has worked with the County on a number of projects. The Commission would like to meet with USU to discuss issues concerning the County. Public Right of Way Obstruction Policy Planner Scherick presented a draft copy of the Public Right of Way Obstruction policy to the commissioners to review. After a review, public process will take place. Schedule There will be a meeting June 4, 2002 at 8:00 A.M. with the Natural Resources Conservation Service. There will be a SULU meeting on June 5, 2002 at 7:00 P.M. Planner Scherick will present the County ATV Plan. Planner Scherick will attend a road meeting in St. George on June 6, 2002. On June 10, 2002 at 2:00 P.M. there will be a drought meeting in the County Courthouse. There will be a San Juan Forum special meeting on June 21, 2002 in Durango at 2:00 P.M. A decision will be made as to whether or not to continue with the forum. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Building Permits Building permits were presented for the following: Patricia Wakeley for a new home 6 miles north east of Monticello; Dona Ruhter for a manufactured home in Spanish Valley; Ronald Wallace for a new home on Montezuma Canyon Rd; and Jay Malich for a garage in Old LaSal. Commissioner Bill Redd made a motion to approve the building permits. Commissioner Ty Lewis seconded. None opposed. Commissioner Lewis declared the motion carried. Utah Department of Transportation/Aeronautical Division-Cal Black Airport Photo Voltaic System Upgrade Administrative Assistant Rick Bailey presented an agreement from the Utah Department of Transportation/Aeronautical Division in the amount of $4,722 for the Photo Voltaic System Upgrade at the Cal Black Airport for approval. Commissioner Bill Redd made a motion to approve the agreement. Commissioner Ty Lewis seconded. None opposed. Commissioner Lewis declared the motion carried. Bluff Airport/Patent Administrative Assistant Rick Bailey reported on a letter received from the Federal Aviation Administration concerning the patent at the Bluff Airport. There is confusion as to who should be responsible for issuing the patent. Commissioner Redd feels a letter should be written to the congressional delegation and a copy sent to the State BLM asking for help with the transfer of the land. Nizhoni Fire Administrative Assistant Rick Bailey reported the Nizhoni Fire is still underway. The fire has burned approximately 2,000 acres so far. The Forest Service has relinquished their control on the fire. It has been turned over to a Type 2 management team. They expect the fire to burn from 5 to 7 days. Independent Auditors Administrative Assistant Rick Bailey reported on the independent auditors that have been here. Mr. Bailey felt good about the process. Area Agency on Aging/Four Year Plan Administrative Assistant Rick Bailey presented the Area Agency on Aging/Four Year Plan for Fiscal Years 2000-2003 for approval. Commissioner Bill Redd made a motion to approve the plan. Commissioner Ty Lewis seconded. None opposed. Commissioner Lewis declared the motion carried. Blue Cross/Blue Shield of Utah/Plan Change Administrative Assistant Rick Bailey presented the Blue Cross Blue Shield Benefit Plan Change agreement for approval. Commissioner Bill Redd made a motion to approve the Prescription Plan benefit change. Commissioner Ty Lewis seconded. None opposed. Commissioner Ty Lewis declared the motion carried. Meetings There is a UAC meeting for county commissioners in Orem on June 14, 2002 from 8:30 - 3:30 p.m. August 2, 2002 is the UAC Summer Workshop at the Provo Marriott. The annual UAC Fall Conference will be held on September 25-27, 2002 at the Midway Homestead Resort. There will be a Glen Canyon Recreation meeting with adjacent counties on September 10, 2002. COMMISSIONER BILL REDD'S REPORT Commissioner Bill Redd attended the Southeastern Utah Health District meeting in Green River on May 21, 2002. Commissioner Redd attended a UDOT meeting in Price on May 28, 2002 regarding the surplus rock removal in Devils Canyon to be used to stabilize Recapture Dam road. On May 31, 2002 Commissioner Redd traveled to California for a meeting with commissioners and public land users about road issues. There are eleven counties that have filed resolutions claiming their roads. They are also forming coalitions with Nevada and Oregon counties. This week Commissioner Redd will attend the CIB meeting on June 6, 2002. COMMISSIONER TY LEWIS' REPORT Commissioner Lewis attended the Hovenweep National Monument Visitor Center dedication on May 30, 2002. Commissioner Lewis was a guest speaker. Senator Bennett and Brad Shafer were in attendance. Commissioner Lewis will attend the San Juan County Mental Health/Substance Abuse meeting this afternoon at 4:00 p.m. in the courthouse. There will be a meeting on June 4, 2002 at 8:00 A.M. with Don Andrews, Natural Resources Conservation Service. Commissioner Lewis will attend a road meeting in St. George on June 6, 2002. There will be a drought meeting on June 10, 2002. UAC will hold a commissioners meeting on June 14, 2002.
