SAN JUAN COUNTY COMMISSION MEETING JUNE 24, 2002 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant Norman Johnson, County Clerk LaVee Scherick, Deputy Clerk A motion to approve the minutes of the June 17, 2002 meeting as amended was made by Commissioner Bill Redd and seconded by Commissioner Mark Maryboy. None opposed. Commissioner Lewis declared the motion carried. Forest Service/Devils Canyon Campground A discussion was held with Glen Cassamassa and Paul Buck, Forest Service, concerning campground fees, improvements, and upgrade of the Devils Canyon Campground. Commissioner Lewis reported that local RV Campground owners feel that the proposed water, sewer, and power improvements at Devils Canyon Campground will be in direct conflict with their facilities. Local RV owners voiced their opinions. Commissioner Lewis asked the Forest Service to look at the proposal and consider the RV park owner concerns before they move forward on the project. Glen Cassamassa stated he will meet with his superior in Price tomorrow to discuss the concerns and report back to the County on Wednesday. San Juan Record/Bill Boyle Bill Boyle, San Juan Record, stated he is going to print an article in the newspaper concerning income in the County. He reported the 2000 census per capita income for the United States as a whole is $27,000. The State of Utah is $22,000 and San Juan County is $12,000. There are 3,142 counties in the United States. There are only thirty four counties in the United States that have a lower income than San Juan County. Bid/Carpet-Extension Grounds and Maintenance Supervisor Dell Hunter presented a bid from Creative Floors for carpet for the Extension office at $473.76. Commissioner Bill Redd made a motion to approve the bid. Commissioner Mark Maryboy seconded. None opposed. Commissioner Lewis declared the motion carried. Bid/Treadmill-Blanding Senior Citizens Administrative Services Manager Melissa Begay presented bids for two treadmills from Gart Sports at $599 each and from Upper Limit Fitness at $2450 each. No county money will be used to purchase the equipment. Commissioner Bill Redd made a motion to approve the bid from Gart Sports. Commissioner Mark Maryboy seconded. None opposed. Commissioner Lewis declared the motion carried. Navajo Nation Department of Transportation-Road Issue Roger Walkenhorst & Aquilla Martinez, NNDOT, met with the commission to discuss a road agreement. Commissioner Maryboy stated that Lee Bigwater would like the school bus route roads to be ready for improvement when the Fuel Excise Tax money is allocated this fall. Mr. Bigwater would like the gravel to be placed on the roads and that everything is legal in connection with the project. The County has prepared an MOU for approval concerning the project. Commissioner Mark Maryboy made a motion to sign the agreement. Commissioner Bill Redd seconded. None opposed. Commissioner Lewis declared the motion carried. PERSONNEL DEPARTMENT REPORT Request to Hire/Title V-Library Personnel Secretary Lillian Bayles presented the name of Edna Roger to be hired as a part-time Title V Monticello librarian at $5.15 per hour. Commissioner Bill Redd made a motion to approve the hire. Commissioner Mark Maryboy seconded. None opposed. Commissioner Lewis declared the motion carried. Blue Cross Blue Shield/Prescription Issue Personnel Secretary Lillian Bayles reported that a County employee has made a request for an exception to the prescription plan. After a discussion, the Commission requested to discuss it further and look for alternative solutions before a decision is made. PLANNER EDWARD SCHERICK'S REPORT Canyonlands National Park/EIS-Salt Creek Planner Edward Scherick stated the County has received a copy of the Canyonlands National Park EIS for Salt Creek. Their preferred alternative is to keep the road closed. There are several other ideas for the road also. If the road is closed the decision will be made by the Park Service Regional office. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Building Permits Building Permits were presented for George Matthews for a new home in Spanish Valley and for Gary Halls for an addition to his home in Monticello. Commissioner Bill Redd made a motion to approve the building permits. Commissioner Mark Maryboy seconded. None opposed. Commissioner Ty Lewis declared the motion carried. BLM/Drought Administrative Assistant Rick Bailey reported the County has received a letter from the BLM concerning the drought situation, water hauling, reduction of herds and early removal on drought stressed ranges. Ordinances/Codifers Administrative Assistant Rick Bailey presented the contract with Sterling Codifers to codify the County ordinances in the amount of $7,000 with a down payment of $3,500. This process will take the remainder of this year and most of next year. Commissioner Bill Redd made a motion to approve the contract and down payment. Commissioner Mark Maryboy seconded. None opposed. Commissioner Lewis declared the motion carried. Aging Plan Administrative Assistant Rick Bailey reported he attended the State Aging meeting and presented the Aging Plan to the State Board. He reported on the community based waiver that the County will contract from. Mr. Bailey also reported that he suggested the contract go directly to the State then to the Navajo Nation and by pass the County. The idea of combining the Southeastern Utah Area Agency on Aging with San Juan County Area Agency on Aging to save money was mentioned. Mr. Bailey didn't feel it was a good idea. Schedule Mr. Bailey will be in the area all week. COMMISSIONER MARK MARYBOY'S REPORT Commissioner Maryboy wished the County Commission candidates good luck in the Primary election tomorrow. Commissioner Maryboy asked that Administrative Assistant Rick Bailey contact the State Road Department to pick up the road side trash that has been collected and is at the Aneth Chapter house. Commissioner Maryboy reported that the McElmo Canyon stream is completely dry. Commissioner Maryboy will be in Window Rock on June 27, 2002. COMMISSIONER BILL REDD'S REPORT Commissioner Bill Redd met with the BLM last week. They discussed a movement to initiate access plans for the east side of the state. Commissioner Redd attended the UAC Litigation meeting in which they discussed the supposed negotiations between the federal government and state. UAC will proceed with lawsuits. This week Commissioner Redd will attend the Blanding City Council meeting with Planner Scherick who will present the County ATV plan. COMMISSIONER TY LEWIS' REPORT Commissioner Lewis attend the UAC Litigation meeting last week. Commissioner Lewis will attend the San Juan County Transportation District meeting at 7:00 p.m. on June 25, 2002 in the County Courthouse. Adjournment: The meeting adjourned at 12:30 P.M.
