SAN JUAN COUNTY COMMISSION MEETING JULY 15, 2002 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Ty Lewis, Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant Norman Johnson, County Clerk LaVee Scherick, Deputy Clerk Absent: Mark Maryboy, Vice-Chairman A motion to approve the minutes of the July 8, 2002 meeting as written was made by Commissioner Bill Redd and seconded by Commissioner Ty Lewis. None opposed. Commissioner Lewis declared the motion carried. Property Tax Refund/C. Hardy Redd C. Hardy Redd requested a refund of $150 of tax penalty paid on property owned by one of his children. After a discussion on whether or not the payment was or was not postmarked by November 30th the request was denied by the commission. Certified Tax Rates/Proposed County Clerk Norman Johnson and ITS Manager John Fellmeth presented three proposed options for certified tax rates for San Juan County for the commissioners to review. Final action will take place next week. Checking Account/Signatures County Clerk Norman Johnson requested the name of Glenis Pearson be authorized and the name of Amber Young be removed from the checking account signature authorization list. Commissioner Bill Redd made a motion to approve the authorization and name removal. Commissioner Ty Lewis seconded. None opposed. Commissioner Lewis declared the motion carried. San Juan Counseling/Roof Repair Expenditure County Clerk Norman Johnson reported that some time ago a request was made by San Juan Counseling for roof replacements on the Montezuma Creek buildings in the amount of $5,200. By the time the work was completed and because of some damage under the roof, the actual bill was $7,759. San Juan Counseling is requesting the additional amount be paid from the Nursing Home Trust Fund. Commissioner Bill Redd made a motion to approve the bill. Commissioner Ty Lewis seconded. None opposed. Commissioner Lewis declared the motion carried. Aging/FY2002 Annual Contract Administrative Services Manager Melissa Begay presented the FY2002 Annual Aging Contract in the amount of $340,190 for approval. Commissioner Bill Redd made a motion to approve the contract. Commissioner Ty Lewis seconded. None opposed. Commissioner Lewis declared the motion carried. PLANNER EDWARD SCHERICK'S REPORT Canyon Rims Recreation Area/Plan Amendment Planner Scherick reported the BLM is working on a plan amendment for the Canyon Rims Recreation Area. The County has written a letter with their comments to be sent to the BLM. Forest Service/Campgrounds Concessions Planner Scherick reported he met with the Forest Service and Joe Barton concerning Forest Service campgrounds concession issues. Campgrounds involved are Nizhoni, Devils Canyon, Dalton Springs, Buckboard, and Warner Lake. They discussed how to cancel the existing concession permit, how to solicit for local interest for management, campground reservations, and the idea of possible reduced fees for day use. Dead Goose Area Planner Scherick stated the Forest Service has made a decision on the roads in the Dead Goose Area. Planner Scherick reviewed the proposed road changes and closures with the Commission. The County will contest two of the proposed road closures. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Bid/Blanding Ambulance Garage-Concrete Bids were opened for concrete for the Blanding Ambulance Garage from Abajo Construction at $7,140 with second pad option at $3,315; Yoakum Contracting at $5,995 with second pad option at $2,595; and C.M. Concrete at $4,998 with second pad at $2,300. Administrative Assistant Rick Bailey recommended the low bid. Commissioner Bill Redd made a motion to approve the bid from C.M. Concrete. Commissioner Ty Lewis seconded. None opposed. Commissioner Lewis declared the motion carried. Fire Update Administrative Assistant Rick Bailey reported on the fire update in the County. There are fires located in the Horsehead area southeast of Eastland, Hang Dog area on the LaSals, Wray Mesa, and a structure fire in the Elkhorn area. Well/Drought Administrative Assistant Rick Bailey reported the Bureau of Reclamation is in the area drilling wells. They are in the Monticello area and have not hit water so far. Navajo Mountain/Water Situation Administrative Assistant Rick Bailey reported on the water situation at Navajo Mountain. They are about out of water. The State has three trucks and the Park Service has one truck that are hauling water from Page, AZ to fill their storage tank. The Chapter is paying mileage, fuel, and lodging expenses. At the present time the schools are not using water. School District/LaSal School Well Administrative Assistant Rick Bailey reported the School District is planning on drilling a well for the LaSal School. Mr. Bailey will write an emergency application to the CIB for the service area to see if they can receive money to go with the school districts money for a well and storage for the community to share. Internet Access The County received a fax from Senator Hatch's office concerning broad band internet access. There is a grant process that is available through the federal government. There will be a meeting with interested entities. Meetings There will be a UAC Revenue and Taxation Committee meeting on July 19, 2002 at 10:00 A.M. in Salt Lake City. There is a Fire Suppression meeting in Richfield on July 19, 2002. COMMISSIONER BILL REDD'S REPORT Commissioner Bill Redd attended the CIB Retreat. The CIB would like CIB money to be conditioned upon mitigation plans for drought, etc. Commissioner Redd argued against the idea. Commissioner Redd met with the road lawsuit attorneys. Commissioner Redd will attend the Southeast Utah Health District meeting on July 16, 2002 in Green River, UT. Commissioner Redd will attend the AOG meeting on July 17, 2002. Commissioner Redd plans to attend the UAC Revenue and Taxation Committee meeting on July 19, 2002. COMMISSIONER TY LEWIS' REPORT Commissioner Lewis attended the drought meeting held last week at the County Courthouse. The next drought meeting will be held on August 12, 2002 at 2:00 P.M. Commissioner Lewis reported Eastland has put in a fire hydrant line. A geologist is coming to conduct soil testing on dam site. The Navajo Revitalization meeting will be held on July 22, 2002. The Tri-County meeting with Garfield and Kane Counties will be held on September 10, 2002. Law enforcement and problems associated with Lake Powell will be discussed.
