SAN JUAN COUNTY COMMISSION MEETING OCTOBER 7, 2002 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant Norman Johnson, County Clerk LaVee Scherick, Deputy Clerk The minutes of September 23, 2002 were tabled until additional comments by Commissioner Maryboy are included. Columbus Day Commissioner Bill Redd made a motion that the County Administrative Offices will be open on monday, October 14, 2002 in trade off for the day after Thanksgiving. Commissioner Mark Maryboy seconded. None opposed. Commissioner Lewis declared the motion carried. Deer Haven Park Subdivision/Approval The Deer Haven Park subdivision plat was presented for approval. Commissioner Bill Redd made a motion to approve the proposed changes in the subdivision. Commissioner Mark Maryboy seconded. None opposed. Commissioner Lewis declared the motion carried. LaSal Pass A letter was presented to the Commission requesting the County maintain the LaSal Pass road in the winter time. The Commission will give the letter to the Road Department. 2002 Circuit Breaker/Tax Abatement County Clerk Norman Johnson presented six additional circuit breaker or VA abatement applications for further review by the Commission. Commissioner Bill Redd made a motion that under the list proposed by the County Clerk and Treasurer to approve those approved, those disapproved, and approve those with requested for additional data providing the data qualifies them for approval. Bid/Hydraulic Tamper-Road Dept Bids were presented for two hydraulic tampers Model LT-62 from Scott Machinery at $2550 each for a total of $5100; Wheeler Machinery for a Model BS600 at $2700 each for a total of $5400; and from Scott Machinery for a Model BS-600 at $2700 each for a total of $5400. Commissioner Bill Redd made a motion to approve the bid for the Model LT-62 from Scott Machinery. Commissioner Mark Maryboy seconded. None opposed. Commissioner Lewis declared the motion carried. PERSONNEL DEPARTMENT REPORT Request to Hire/Blanding Senior Center Bus Driver The name of Roger Plummer was presented to be hired as a part-time bus driver at the Blanding Senior Center at $6.78 per hour effective October 7, 2002. Commissioner Bill Redd made a motion to approve the hire. Commissioner Mark Maryboy seconded. None opposed. Commissioner Lewis declared the motion carried. Request to Hire/Title V Blanding Senior Center Aide Personnel Secretary Lillian Bayles presented the name of Joe B. Sanchez to be hired as a Title V Aide at the Blanding Senior effective October 7, 2002. Commissioner Bill Redd made a motion to approve the hire. Commissioner Mark Maryboy seconded. None opposed. Commissioner Lewis declared the motion carried. County Airplane/Sheriff Department Sheriff Mike Lacy reported his department has been pursuing selling the County airplane and wishes to replace it with a different one. A possible replacement plane has been located. The commission gave permission for the Sheriff to look at the plane and work out details as needed. Sheriff Department/Employment & Wages Sheriff Mike Lacy reported that right now the Sheriffs office in down three employees. In the last two years ten people have quit the Sheriffs office moving on to better paying jobs because they cannot support their families on current County wages. It costs between $6,000 to $10,000 to train an employee and then they go else where for employment. Sheriff Lacy feels the County should look at the wage scale. Commissioner Lewis would like to look at the wage scale data from UAC. Bid/Sheriff Vehicles County Sheriff Mike Lacy presented a state bid for three Dodge Durango from West Valley Dodge at $27,160 each for a total of $81,480 for the Sheriff Department fleet. Bid/Firearms Simulator-Sheriff Department Sheriff Mike Lacy presented a bid for a Firearms Simulator from Laser Shot at $15,250 to be paid for with drug seizure money. Commissioner Bill Redd made a motion to approve the bid. Commissioner Mark Maryboy seconded. None opposed. Commissioner Lewis declared the motion carried. Out-of-State Travel Request Anna Thayn, Extension Office, presented an out-of-state travel request to attend the International Association of Fairs & Exposition Show in Las Vegas, NV on December 2-6, 2002. Commissioner Bill Redd made a motion to approve the out-of-state travel request. Commissioner Mark Maryboy seconded. None opposed. Commissioner Lewis declared the motion carried. State Fair/County Fair Booth The San Juan County booth at the State Fair received a $150 award for best representation of the theme. Commissioner Lewis asked that Anna Thayn write a letter of appreciation to Sandy Freestone and Janet Hazleton for their contributions. Drought Meeting A drought meeting will be held right after commission meeting today. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Building Permits Building permits were presented for Brady Dowd for a manufactured home in San Juan Estates; Jesse Ward for a manufactured home in San Juan Estates; and Dudley Beck for a new home in Bluff. Commissioner Bill Redd made a motion to approve the building permits. Commissioner Mark Maryboy seconded. None opposed. Commissioner Lewis declared the motion carried. Glen Canyon Recreation Area/Draft Environmental Impact Statement Administrative Assistant Rick Bailey presented a draft Environmental Impact Statement regarding the ban of personal watercraft on Lake Powell. The comment period ends November 30, 2002. Commissioner Lewis stated the Recreation Area is preferring alternative B of the summary which would restrict some of the areas. The public can have an influence with their written comments. Well Drilling Administrative Assistant Rick Bailey reported that the well at Mexican Hat has been drilled. Along with a little water and a little oil was also hit. The oil portion has been cased off and the well is producing about five gallons of water per minute. The water is not potable but will be good for fire and road work purposes. Bid/Scraper-Landfill A bid was presented for the purchase of a 1994 Cat Scraper from Construction Solution Corp at $229,500 for the landfill. Commissioner Bill Redd made a motion to approve the bid. EMS Work Plan Administrative Assistant Rick Bailey presented the State Emergency Services Work Plan allocation in the amount of $5,780 for planning and operations. Commissioner Bill Redd made a motion to approve the grant allocation. Commissioner Mark Maryboy seconded. None opposed. Commissioner Lewis declared the motion carried. Nizhoni Ridge Subdivision/Approval Administrative Assistant Rick Bailey presented for final approval a plat for Nizhoni Ridge Subdivision located in Bluff. Commissioner Bill Redd made a motion to approve the plat. Commissioner Mark Maryboy seconded. None opposed. Commissioner Lewis declared the motion carried. Out-of-State Travel Request/Haz-Mat Responders Administrative Assistant Rick Bailey presented an out-of-state travel request to send two or three people to a Hazmat Expo in Las Vegas, NV in November. Commissioner Bill Redd made a motion to approve the out-of-state travel request. Commissioner Mark Maryboy seconded. None opposed. Commissioner Lewis declared the motion carried. Chapter Allocations Commissioner Mark Maryboy asked if the Chapters had expended their allocations. Montezuma Creek fire station is needing additional equipment and is asking if their is any funds remaining in the fiscal year allocations to the Chapters. Commissioner Lewis requested a summary of remaining allocations for the Chapter. Mr. Bailey will get those from Administrative Services Manager Melissa Begay. Schedule Administrative Assistant Rick Bailey will be attending a Emergency Response Committee meeting in Salt Lake City on October 9, 2002. He will be on personal leave on Thursday and Friday. COMMISSIONER MARK MARYBOY'S REPORT Commissioner Maryboy requested the County send a sympathy letter to the family of Louis Tapaha, a long time Chapter president, who passed away on Friday night. Commissioner Maryboy reported on Operation Walking Shield organization. This works with counties or Tribal organizations. There could an opportunity to work with them on road projects. Commissioner Maryboy asked Mr. Bailey to look in to the issue. The School bus route roads are in need of maintenance because of the recent rain storms. COMMISSIONER BILL REDD'S REPORT Commissioner Bill Redd attended the UAC Conference in Midway last week. At the meeting they discussed that schools in the west spend a little more tax money than the schools in the east. The schools in the east have doubled their school spending more than the schools in the west have with less of an impact on the taxes they charge the people even though they have less public land. Research has been conducted on centrally assessed versus locally assessed. The big companies have accounting and legal offices that can challenge all of the tax assessments that come and the continually gives them breaks. The State implements factoring orders on locally assessed properties and are continually factoring up properties to what they feel the current valuation should be based on sales. Commissioner Redd attended the CIB meeting. Carbon County received money for a hazardous response truck. This week Commissioner Redd will attend the UAC RS2477 Funding Committee meeting and Revenue & Taxation Funding meeting in Salt Lake City. COMMISSIONER TY LEWIS' REPORT Commissioner Ty Lewis attended the UAC Conference in Midway, Utah on September 25-27, 2002. There will be a San Juan County Substance Abuse/Mental Health meeting at 4:00 P.M. today in the Courthouse. Commissioner Lewis will be in the County this week.
