SAN JUAN COUNTY COMMISSION MEETING OCTOBER 28, 2002 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Rick Bailey, Administrative Assistant Norman Johnson, County Clerk LaVee Scherick, Deputy Clerk Absent: Bill Redd, Commissioner A motion to approve the minutes of the October 21, 2002 meeting as written was made by Commissioner Mark Maryboy and seconded by Commissioner Ty Lewis. None opposed. Commissioner Lewis declared the motion carried. Public Access Bob Musselman, Monticello, expressed his concern about public access and locked gates on some of those roads. He mentioned Road #120 which has a locked gate. The road continues beyond that point which accesses private properties but is not on the County B Road system. Commissioner Lewis stated that the County has asked State Trust Lands to reserve access to lands which they sell. Commissioner Lewis stated the Road Department would be notified and see if that particular road should be included in the B Road system. Pete Steele, Monticello, also expressed his concern about locked gates on public roads. Mr. Musselman also expressed concern about how the Department of Wildlife handles the hunting license draw system. He feels it is unfair and would like to see some changes made. Commissioner Lewis suggested he contact the local sportsman group or attend the Southeastern Advisory Council meeting held on a quarterly basis in Green River to express his concerns. Audit Report/Chadwick, Steinkirchner, Davis & Co., P.C. Todd Beckstead, of Chadwick, Steinhirchner & Davis, presented a draft copy of the Financial Statement and Management letter to review with the commissioners. He indicated areas of concern which included fixed assets, large equipment purchase invoice, gravel stock pile inventory, and reconciling ambulance services receivables and revenues. USU Report/Heidi LeBlanc Heidi LeBlanc, USU Extension, presented a report on the Navajo Nation Family and Consumer Science programs that have been conducted on the Reservation. She included a list of the grants she is managing. She stated that USU partners with several people in order to accomplish more. She reviewed with the Commissioners the grant programs and employees that help her with these programs. She stated the Youth with Families With Promise program is in Monument Valley and Montezuma Creek areas each week. The Family and Nutrition program works with the clinics in Montezuma Creek and Monument Valley, Mental Health Clinic, Senior Citizens Centers, and Headstart. Ms. LeBlanc is on the Navajo Extension Partnership Board and was involved with Utah Navajo Strip car seat program, and set up a conference to strengthen Native Americans for the new Millennium. Bid/Copy Machine-Sheriff Dept Sheriff Mike Lacy presented a State bid from Les Olsen Company for a Sharp ARM-350 copy machine for the Sheriff Department at $7269. Commissioner Mark Maryboy made a motion to approve the bid. Commissioner Ty Lewis seconded. None opposed. Commissioner Lewis declared the motion carried. Bid/Lawn Mowers-Maintenance Bids were presented from Hondaland for two lawn mowers for the Maintenance Department for a 3 speed 21" deck Honda at $799 each and from Jordan Mower for the same at $799 each. Mr. Hunter recommended to purchase from Hondaland. Commissioner Mark Maryboy made a motion to approve the bid from Hondaland. Commissioner Ty Lewis seconded. None opposed. Commissioner Lewis declared the motion carried. PERSONNEL DEPARTMENT REPORT Request to Hire/Mechanic-Road Department Personnel Secretary Lillian Bayles presented the name of Todd Eldredge to be hired full-time as a mechanic at the North Road Department at Grade 15, Step 114 at $1967 per month effective November 4, 2002. Commissioner Mark Maryboy made a motion to approve the hire. Commissioner Ty Lewis seconded. None opposed. Commissioner Lewis declared the motion carried. Payroll Change/Clint Bradford-Road Department Secretary Lillian Bayles presented a payroll change to move Clint Bradford to a full-time employee at the South Road Department at Step 29, at $1331 per month effective November 1, 2002. Commissioner Mark Maryboy made a motion to approve the payroll change. Commissioner Ty Lewis seconded. None opposed. Commissioner Lewis declared the motion carried. Aging Contract/San Juan County Medicaid Wavier Program Administrative Services Manager Melissa Begay presented a contract with Southeastern Utah AOG who provides the aging waiver program for San Juan County. This contract agrees that San Juan County will provide an interpreter when needed. Commissioner Mark Maryboy made a motion to sign the contract. Commissioner Ty Lewis seconded. None opposed. Commissioner Lewis declared the motion carried. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Building Permits Administrative Assistant Rick Bailey presented a building permit for Keith Carroll for a manufactured home in the San Juan Estates, Phase II. Commissioner Mark Maryboy made a motion to approve the building permit. Commissioner Ty Lewis seconded. None opposed. Commissioner Lewis declared the motion carried. UDOT/Fencing Administrative Assistant Rick Bailey reported that UDOT will be holding a meeting in Bluff at the UDOT building on October 29, 2002 at 12:30 P.M. to discuss the Bluff to Mexican Hat fencing project. Bid/Snow Wing Administrative Assistant Rick Bailey presented bids for a 12' AHW Hydraulic Snow Wing for a grader from Contraction Machinery Sales at $9,174 delivered; Scott Machinery Company for Henke Model AHW 12' at $10,724; and Wheeler Machinery Company for a Caterpillar 12' 143 H Motor Snow Wing at $11,675. Commissioner Mark Maryboy made a motion to approve the bid from Contraction Machinery Sales. Commissioner Ty Lewis seconded. None opposed. Commissioner Ty Lewis declared the motion carried. CEU/Heavy Equipment Administrative Assistant Rick Bailey reported that Keith Hoggard, CEU Heavy Equipment program, has asked the Road Department about acquiring two dump truck beds and the hydraulics. Road Superintendent Doug Pehrson recommended that the County donate or charge the minimum bid requested on previous auction. Commissioner Mark Maryboy made a motion to donate the two truck beds with hydraulics to the CEU Heavy Equipment program. Commissioner Ty Lewis seconded. None opposed. Commissioner Lewis declared the motion carried. Commission Meeting Administrative Assistant Rick Bailey asked if there would be commission meeting on November 12, 2002. Commissioners Lewis and Maryboy will be out of town. There is a question as to whether or not the election canvass is required for that day. County Clerk Norman Johnson will check in to the law. PLANNER EDWARD SCHERICK'S REPORT Wild & Scenic Rivers Planner Edward Scherick reported on the status of the Wild & Scenic Rivers issue. He showed the commission an updated map. Mr. Scherick requested that the existing Forest Service Transportation Plan be put on this map in order to see how the proposals relate to the road system. There are three categories as follows: 1) Wild Rivers are free of impounds, free flowing and have outstanding remarkable values; 2)Scenic Rivers can have some trails and still have a remarkable value; and 3)Recreational Rivers which can have roads in to them and around them, dams, water diversions, and still have some outstanding remarkable value. Planner Scherick requested that Commissioner Lewis sign a letter containing the County analysis of the eligibility phase of the study. Lake Powell/Personnel Watercraft Planner Scherick reported to the commission that he had submitted comments on the closure of personnel water craft on Lake Powell during the comment period. Spanish Valley Planning Commissioner Lewis reported he met with the Moab group concerning Spanish Valley planning. At that meeting it was determined that San Juan County would meet with residents of Spanish Valley to get their feelings on planning in that area. Commissioner Lewis stated it was agreed that a meeting could be held in the Water Conservancy District office on December 3, 2002 at 7:00 p.m. Planner Scherick will help Marty Zeller set up the meeting. The Moab Round Table meeting will be held on December 4, 2002. COMMISSIONER MARK MARYBOY'S REPORT Commissioner Maryboy reported that the Oljato Chapter would like to be on the agenda next week to discuss the transfer of 5 acres of land to Gouldings. He suggested that Cleal Bradford be at that meeting. Commissioner Maryboy stated that today Senator Hatch and other senators are in Navajo Mountain looking at the water and road situation. Navajo Mountain Chapter is requesting financial assistance to bring water in to the community. Commissioner Maryboy will be in Window Rock on October 29 and November 1, 2002. The remainder of the week he will be in the County. COMMISSIONER TY LEWIS' REPORT Commissioner Lewis reported he met with the Spanish Valley planner on October 24, 2002. He met with the Round Table group in Moab on October 25, 2002. Utah Trust Lands has a lot of property in Spanish Valley. What the Trust Lands do with their property will probably have a big impact on what San Juan County will do in regards to planning. Commissioner Lewis suggested that utilities, water & sewer, and road issues be looked at. The UAC Fall Convention will be held in St. George the week of November 11th. The San Juan County Mental Health/Substance Abuse meeting on November 4, 2002. The Navajo Revitalization meeting is scheduled for November 4, 2002 at 1:00 P.M. in Blanding.
