SAN JUAN COUNTY COMMISSION MEETING JANUARY 21, 2003 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Lynn H. Stevens, Chairman Manuel Morgan, Vice-Chairman Ty Lewis, Commissioner Rick Bailey, Administrative Assistant Norman Johnson, County Clerk LaVee Scherick, Deputy Clerk A motion to approve the minutes of the January 13, 2003 meeting as amended was made by Commissioner Ty Lewis and seconded by Commissioner Manuel Morgan. None opposed. Commissioner Lynn Stevens declared the motion carried. CEU-San Juan Campus/Health Care Program Robert McPherson & Beth Carter, CEU, presented an update on the San Juan Health Care Alliance meeting that was held on January 3, 2003 in which they outlined facilities and places available to potentially train students. They have looked at Montezuma Creek, Monticello, and Monument Valley to offer developmental out reach programs as needed; CNA in the high schools and community CNA programs in the hospitals; offer LPN/RN prerequisites; EMT program; medical coding prerequisites; medical transcription prerequisites; LPN refresher course; RN refresher course; and on going education for all health care programs. In Blanding similar things would happen. The LPN/RN course work, medical coding and transcription course work will be offered. For medical coding they would like to start a small business venture that would provide jobs for people who are taking the training. They would also like to start programs in radiology and technician training. They now have 1 1/2 rooms and two instructors that are teaching the LPN/RN training. To promote the growth of health care program they would like to get a health sciences building that would provide offices, classrooms, technology equipment and laboratory training area. They hopefully would like to add two additional instructors and offer the LPN/RN programs every year. They would like to move from the ENET system to a brand new state of the art ETHERNET program which is faster, more reliable, can send more signals, and broadcast more classes. Commissioner Lewis reported that he and Administrative Assistant Rick Bailey met with the School District Board concerning the State PLIT money. Two proposals were suggested. One proposal was to provide one time funding in the amount of $90,000 to the College of Eastern Utah-San Juan Campus for two new teachers using the Payment in Lieu of Taxes available for fiscal year 2004. The money will be available as soon as CEU provides a plan to the County outlining how the funding would continue after the one year time period. Possible money available for the building was also discussed. The medical coding program on the CEU-San Juan Campus is very popular right now. There are 12 students on campus with 50 students enrolled in the prerequisite program. Commissioner Lewis stated a request was made to give the Small Business Development Center $50,000. This money could also be used as matching money to obtain more funding. The money could be given to the Small Development Center as soon as the Center submits a plan on how the money is given to the individual and how the money given will be repaid to the revolving fund. Commissioner Lewis made a motion to approve the $50,000 based on the criteria of how the money is received by the individual and the re-payment process to the revolving loan fund. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Commissioner Lewis also suggested the Small Business Development Center approach the Planning and Economic Development offices to obtain additional funding to implement their idea. Medicaid Aging Wavier Program/Rescue Alert Box Administrative Services Manager Melissa Begay presented two Medicaid Aging Wavier Program contracts with Mytrex to place rescue alert boxes in homes of clients for approval. Commissioner Ty Lewis made a motion to sign the contracts. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. County Organizational Chart Administrative Services Manager Melissa Begay gave each of the commissioners an updated organizational chart of county employees. PLANNER EDWARD SCHERICK'S REPORT Tom Brown/Hydrogen Sulfide Planner Scherick reported that Bill Stringer, BLM contacted him concerning proposed well activity by Tom Brown, Inc. north of Big Indian Rock in Lisbon Valley. The proposal is to inject hydrogen sulfide back in to a well. The gas is very deadly and for safety reasons Tom Brown, Inc. would like to place gates on the road. The would create a temporary closure of the road. Commissioner Lewis suggested that Tom Brown, Inc. and Bill Stringer, BLM, come to a commission meeting for further discussion. Beer License Renewals County Clerk Norman Johnson presented the following beer licenses for renewal: Hite Marina and Hite Store; Halls Crossing Marina and Halls Crossing Store. These have been approved by Sheriff Lacy. Commissioner Ty Lewis made a motion to approve the beer license renewals. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. ATV Trail/Bob Turri Bob Turri representing Canyon Rim Riders, Canyon Country Trail Development Group, and SULU reported these groups are trying to enhance ATV use in the County. He presented a proposal to place a trail from Fry Canyon area to the Blue Notch along Highway 95. However, there are issues to be resolved before this can be done. Mr. Turri requested the County set a meeting with UDOT and BLM in order that these groups can enter in to a discussion concerning having the State participate in building the trail. The County will set up a meeting. A discussion was held concerning the possibility of putting an ATV trail along Blue Mountain Road beginning at the Blanding city limits. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Building Permits A building permit was presented for Val Hurst for a shop/garage on Guymon Lane. Commissioner Ty Lewis made a motion to approve the building permit. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Worker's Compensation Administrative Assistant Rick Bailey reported that Worker's Compensation indicated the premium increase is due to the increase in the Road Department payroll and that there is no competition with Worker's Compensation. The Commission suggested that a letter be written to UAC Insurance Mutual to look at the situation and consider the issues. Monticello City supports the idea also. 911 Meeting The Navajo/Hopi 911 meeting was held last week. There are two meetings scheduled in February. FEMA Funds Administrative Assistant Rick Bailey reported the County applied for FEMA funds to assist in upgrading the Emergency Operations Plan for the County. The County has received $5,000. Commissioner Ty Lewis made a motion to sign the request and accept the money from the Division of Emergency Services. Commissioner Manuel Morgan seconded. None opposed. Forestry, Fire & State Lands Administrative Assistant Rick Bailey reported the County has an on going contract with Utah Division of Forestry, Fire, and State Lands that helps provide resources for Wildland Fire control and participation in the State Wildland Suppression Fund. As part of that contract $74,228 was requested. Commissioner Ty Lewis made a motion to sign the contract. Commissioner Manuel Morgan seconded. None opposed. Bid/Road Department-2003 Equipment Administrative Assistant Rick Bailey presented the Road Departments request for equipment for 2003 as follows: Three 3/4 ton, four wheel drive pickups -- one for the South District and one for the North District. One 1 ton, four wheel drive cab and chassis, dual wheel to replace the old surveyor vehicle. The dump bed from the existing truck will be used with the new truck. One 1 1/2 ton cab and chassis with flat bed, diesel engine to replace existing service truck in the South Shop. The existing truck will be transferred to the shop supervisor and his current truck will be declared surplus and sold at the next auction. One used fork lift to replace existing one in the South Shop. One roller with drum on front and rubber tires on rear. Three 10 wheel dump trucks to replace two oldest trucks in system. Old trucks will be converted to water trucks. County purchased a used Cat Compactor for construction crew which no longer exists. The Road Department requested it be declared surplus and used as a trade in when purchasing heavy equipment. The Commission has no objection to going out for bid on the equipment. Drought Administrative Assistant Rick Bailey stated the drought situation does not look good. He reported that a state of emergency was declared last year which allowed the County to receive some federal funding. He suggested the County prepare an official declaration in the near future. County Airport/Engineer of Record Administrative Assistant Rick Bailey reported the FAA requires that an engineer of record be named for the Cal Black Airport and that it be reviewed. Creamer & Noble is currently engineer of record. Advertisement will take place. Meetings The UAC Legislative meeting will be on January 23, 2003. The Monument Valley community meeting will be held on January 23, 2003 at 10:00 A.M. The Elected Officials day at the Legislature will be held on February 7, 2003. There will be a Local Emergency Planning meeting on January 22, 2003. COMMISSIONER TY LEWIS' REPORT Commissioner Lewis attended the Navajo Revitalization meeting in Blanding on January 13, 2003. Commissioner Lewis attended the San Juan County Transportation District meeting on January 14, 2003. The Transportation District will be participating in graveling of some roads that are off the Reservation. The County will participate in loading and spreading the gravel. The District will purchase the gravel. Bids will be advertised for local haulers. Commissioner Lewis and Administrative Assistant Bailey met with the School District last week to discuss the medical coding idea at CEU- Blanding. The Legislative meeting will be held this week. Commissioner Lewis will meet with Senator Bennett's office on January 23, 2003. COMMISSIONER MANUEL MORGAN'S REPORT Commissioner Morgan attended the Navajo Revitalization meeting on January 13, 2003. Commissioner Morgan attended the elected officials workshop in Salt Lake City on January 15-16, 2003. Commissioner Morgan met with a person who is looking to partner with the University of Utah in creating a model for diabetes prevention in San Juan County. Commissioners Morgan and Stevens met with the State Department of Health to look at alternative ways to re-open the Birthing Center in Blanding. Commissioner Morgan attended the Inauguration Ball for the new Navajo Nation President on January 18, 2003. Congressman Jim Matheson will be in Blanding on Wednesday and in Bluff on Thursday. Commissioner Morgan plans to attend the San Juan Health Service District Board meeting in Bluff on January 23, 2003. On January 26, 2003 there will be a Chapter meeting in Navajo Mountain. COMMISSIONER LYNN STEVEN'S REPORT Commissioner Lynn Stevens attended the elected officials workshop in Salt Lake City on January 15-16, 2003. Commissioner Stevens met with the State Director of Licensing in the State concerning the Birthing Center in Blanding. He reported on the diabetes study through the University of Utah Medical School. They would like to get involved with the Navajo people because of diabetes Type II incidents in the County. Congressman Jim Matheson will be in Blanding on January 22, 2003. He will be at CEU from 3:00 - 4:00 p.m; City offices from 4:00 - 5:00 p.m; and at the Visitor Center from 5:00 - 6:30 p.m. He will be in Bluff on January 23, 2003. There are meetings concerning the potential plan to relocate the tailings from Moab. One option is to move the tailings to the Mill in Blanding.
