SAN JUAN COUNTY COMMISSION MEETING MARCH 3, 2003 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Lynn Stevens, Chairman Manuel Morgan, Vice-Chairman Ty Lewis, Commissioner Rick Bailey, Administrative Assistant Norman Johnson, County Clerk LaVee Scherick, Deputy Clerk A motion to approve the minutes of the February 24, 2003 meeting as written was made by Commissioner Manuel Morgan and seconded by Commissioner Ty Lewis. None opposed. Commissioner Lynn Stevens declared the motion carried. Multi County Appraisal Trust Greg Adams, Assessor's Office, requested permission to pay a bill to UAC with funds from the Multi County Appraisal Trust. Building Inspector Bruce Bunker stated the Multi County Appraisal Trust Fund was set up years ago to budget for special appraisal projects. The fund allows the County to accumulate money from year to year and can be used to provide for appraisal expertise. About eight or nine years ago the Multi County Appraisal Trust hired a specialist to appraise centrally assessed and industrial properties. At that time the county commissioners in all of the counties agreed they would pay for his wages through this Trust. The San Juan County portion is $3,382. Commissioner Ty Lewis motioned to approve the bill for services rendered. Commissioner Manuel Morgan seconded. None opposed. Commissioner Stevens declared the motion carried. Bluff Water & Sewer Board Tom Rice, Bluff Water & Sewer, requested the County right of ways remain in the County name or be deeded directly to the Bluff Special Service Area or the Bluff Water Works. Mr. Rice stated they do not have a problem with right of ways for property access. However, when that access is transferred to private ownership then access may be a problem down the road for utility easements and access to fire protection. No decision was made. Cottonwood Subdivision A discussion was held concerning the Cottonwood Subdivision, lots, alleyways, vacating alleyways, and how homes may have been placed on the lots. Commissioner Ty Lewis requested a copy of the Cottonwood Subdivision plat showing lots that have been sold, alleyways, easements given, and what properties and easements are remaining. Subdivisions Mr. Rice asked about subdividing a piece of property in to more than one parcel within the original townsite of Bluff City. Mr. Bailey stated the subdivision process would have to take place through a Minor Subdivision which would include furnishing 1) Metes and Bounds description; 2) No mylar plat is required; and 3) Legal access would have to be surveyed. The request would be approved in commission meeting. Drought Mr. Rice stated the Service District has grant money available to drill wells. He requested that if the County has drought money available for wells in the Bluff area this year that the County meet with the Service District before decisions are made concerning the wells. Secondary Water System Mr. Rice stated he has been working with Roger Hansen, Bureau of Reclamation, and also two engineers who are looking at existing secondary systems as well as other potential systems to assess the needs in the area. There are some survey discrepancies on a section of the river because of the way the river has moved. The BLM has said they will conduct a survey of that area but it is not high on their list right now. Mr. Rice requested the County write a letter to the BLM concerning the need to increase their priority for survey in that area. Bid/Welding Equipment-Road Dept Bids were presented for the Road Department for a Plasma230 55 amp from Snap-0n Tools at $2460.75; a Miller 2050 55 amp from 4 Corners Welding at $2506; a Miller 2050 55 amp from United States Welding at $2200; and a Hypertherm PMX100 60 amp from Praxair at $2150. Commissioner Manuel Morgan made a motion to approve the bid from Praxair. Commissioner Ty Lewis seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. PERSONNEL DEPARTMENT REPORT Request to Hire/Bluff Senior Center Aide Personnel Secretary Lillian Bayles presented the names of Marie Atcitty and Antoinette Redhorse to be hired as temporary part-time aides at the Bluff Senior Center at Step 1 at $6.98 per hour effective February 1, 2003. Commissioner Ty Lewis motion to approve the temporary hires. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Request to Hire/Cook-Jail The name of Helen White was presented to be hired as a part time cook at the jail at Step 1 at $6.98 per hour effective February 28, 2003. Commissioner Ty Lewis made a motion to approve the hire. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. San Juan Health Service District Grant Imel, San Juan Health Service Board member, reported that the Health District Board meetings have been changed from the third to the fourth week in the month. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Bid/Bluff Airport-Fencing & Asphalt Maintenance Administrative Assistant Rick Bailey reported that he and Commissioner Manuel Morgan opened the bids last week for the Bluff Airport fencing project and asphalt maintenance. The bids were sent to Creamer & Noble Engineers for recommendations. Bids for the fencing project were received from B & K Construction at $26,617; Custom Fence Company at $35,745; Mountain States Fencing at $64,829.99; Crowley Construction at $32,995. Bids for asphalt maintenance were received from Maxwell Asphalt Co.Inc. at $30,445; Bonneville Asphalt at $26,120; Intermountain Slurry Seal at $30,280; Gordan Paving at $36,030; and Crowley Construction at $43,525. Creamer & Noble Engineers recommended that Schedule 1, Pavement Maintenance be awarded to Bonneville Asphalt & Repair in the amount of $26,120; and Schedule 2, Boundary Fencing, be awarded to B & K Construction of Utah in the amount of $26,617. Commissioner Ty Lewis made a motion to approve the low bids. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Spanish Valley Roundtable/Conference Call Administrative Assistant Rick Bailey reported he participated in the Spanish Valley Roundtable conference call on February 28, 2003. Mr. Bailey stated that two local representatives who are willing to serve on the board have not been contacted. They are Steve Risenhoover and Dan Holyoak. It was agreed that the next meeting would be held on March 24, 2003 at 2:00 p.m. at the Spanish Valley Water & Sewer Service District. They will try to identify the scope of work that Hoffman & Associates will be doing for the engineering services to look at. 2)Sunrise Engineering is the engineer of record for Spanish Valley Water & Sewer District. The District has agreed to provide their services for a cost analysis at no charge. They will also determine what it would cost to extend the line across the County line in to Spanish Valley or to expand Spanish Valley Water District across the line. 3)There is approximately $1,540 left over from the planning grant. State Lands is willing to front most of the costs to determine the feasibility. 4)Mr. Bailey is concerned that Moab City wants to be involved in the population growth planning on the San Juan County side of Spanish Valley. School Bus Route Funding Administrative Assistant Rick Bailey reported that Senator Bingaman is still seeking county support on the school bus route funding bill. The County will call the Utah Senators and encourage their support. White Mesa Ute Council/Recreation District Mr. Bailey reported the County received a letter from White Mesa Ute Council. They have organized a recreational district and have asked that the County separate their funding and send it directly to the White Mesa Recreation District rather than to Blanding. They have hired a full time recreation director. UAC Meetings The UAC Legislative meeting has been cancelled for this week. They will have a wrap up meeting on March 13, 2003. Part II of the Newly Elected Officials Workshop will be held in St. George on March 26, 2003 at 8:30 A.M. There will be a Utah Property Tax meeting in St. George on March 27-28, 2003 beginning at 9:00 A.M. The annual UAC Management Conference will be held in Price on April 16-18, 2003. There will be a Western Interstate Regional meeting on May 28- 31, 2003 in Reno, NV. National Weather Service Administrative Assistant Rick Bailey attended a meeting in Moab on February 26, 2003 in which the National Weather Radio was turned over for the National Weather Service to run. It will provide continual weather reports to about Devils Canyon south, Emery County and Grand County. They are working on some other sites. Cal Black Airport/EIS The County sent a letter to FAA last week concerning the EIS on the Cal Black Airport asking what the issues are and asked that the EIS be moved along as it is taking too long to come to a conclusion. Drought Declaration Administrative Assistant Rick Bailey has concerns about the drought situation and asked the commissions feeling concerning a drought declaration. Mr. Bailey will place the issue on the agenda next week. Meetings There will be a County Fire Chiefs meeting on March 5, 2003. The Navajo Revitalization meeting will be this afternoon at 1:00 p.m. in Blanding. COMMISSIONER TY LEWIS' REPORT Commissioner Ty Lewis will attend the Navajo Revitalization meeting in Blanding at 1:00 p.m. this afternoon. There will be a San Juan Mental Health/Substance Abuse meeting this afternoon at 4:00 p.m. in the courthouse. COMMISSIONER MANUEL MORGAN'S REPORT Commissioner Manuel Morgan met with Planner Scherick, Mark Ward, and Bob Turri concerning the wilderness re-inventory on February 26, 2003. On February 27, 2003 Commissioner Morgan met with Rob Jones and Clayton Long, San Juan School District, concerning police officers and jurisdiction in the schools. They also discussed emergency issues in the schools. Commissioner Morgan met with the Dineh Committee in Blanding on February 28, 2003. He asked the committee to sponsor a conference in which County departments could participate. He feels this would be beneficial for the people in the southern portion of the County. Commissioner Morgan met with Navajo Nation President Joe Shirley on February 26, 2003. Commissioner Morgan will attend the Navajo Revitalization meeting this afternoon. COMMISSIONER LYNN STEVEN'S REPORT Commissioner Lynn Stevens attended a meeting in Price with some of the AOG people concerning an evaluation to determine the degree of support to go to the CIB to ask for money to assist in the education of students in the medical coding and transcription courses. The San Juan Smart Site will take the lead and make presentation to the CIB in April to seek funding for education. Monticello City/Certificates Commissioner Stevens was given two certificates at the Price AOG meeting to be given to the City of Monticello. He presented the certificates to Mayor Scott Pehrson. One certificate was a Smart Site designation from the State of Utah, Utah Technology Alliance and the other was a First Technology Certificate. Land Use Council Commissioner Stevens inquired about advertisement for the Land Use Council. Mr. Bailey stated that Planner Scherick was going to arrange for the advertisement.
