SAN JUAN COUNTY COMMISSION MEETING MARCH 24, 2003 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Lynn Stevens, Chairman Ty Lewis, Commissioner Rick Bailey, Administrative Assistant Norman Johnson, County Clerk LaVee Scherick, Deputy Clerk Absent: Manuel Morgan, Vice-Chairman A motion to approve the minutes of the March 17, 2003 meeting as written was made by Commissioner Ty Lewis and seconded by Commissioner Lynn Stevens. None opposed. Commissioner Lynn Stevens declared the motion carried. Commission Meeting There will be no commission meeting on March 31, 2003 due to a fifth Monday. Farm Bureau Wayne Urie, Sterling Brown, Farm Bureau; and Karl Barton, local Farm Bureau representative, reported on House and Senate bills introduced in the 2003 Legislative Session. A handout was given to the commissioners listing the bills of concern to the Farm Bureau along with their summary on each bill. There were no specific county issues at this time. Bluff Service Area Jim Hardin, Mark Bond, Lisa Doran, and Patrick McDermott, representing the Bluff Service Area, presented an outline of goals on projects involving waste water, secondary water, storm water, mosquito abatement, parks & recreation, garbage collection, and community involvement. The commission suggested ideas, requested information, and commended them for trying to solve their issues and problems. Board of Equalization/Alice Applegate Boyd Hall & Alice Applegate reported on Parcel #29S23E043601 at LaSal Junction. Ms. Applegate purchased the 10 acres of property in 1990. In 1998 the property was surveyed and found that 4.98 of the original acres are controlled by the State Highway and has been deeded to them. Ms. Applegate requested that the interest and penalty be abated for the last five years. After research by the Assessor's office it was found that 5.02 acres are usable by the owner and that a double wide mobile home on the property was never placed on the tax rolls. Commissioner Ty Lewis made a motion to convene into Board of Equalization. Commissioner Lynn Stevens seconded. Commissioner Ty Lewis made a motion to abate the interest and penalty since 1998. The back taxes are still due and the mobile home will be added to the tax rolls for the year 2002. Commissioner Lynn Stevens seconded. None opposed. PERSONNEL DEPARTMENT REPORT Payroll Change/John Young-Sheriff Department Personnel Secretary Lillian Bayles presented a payroll change for John Young who graduated from POST on February 22, 2003. It is proposed to move him from Step 91 at $1823 per month to Step 114 at $2026 per month effective March 1, 2003. Commissioner Ty Lewis made a motion to approve the payroll change. Commissioner Lynn Stevens seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Request to Hire/Evan Lowry Personnel Secretary Lillian Bayles presented a request to hire Evan Lowry as a permanent part time employee less than 30 hours per week at Step 96 at $10.75 per hour effective April 1, 2003. Commissioner Ty Lewis made a motion to approve the permanent part time hire. Commissioner Lynn Stevens seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. PLANNER EDWARD SCHERICK'S REPORT Public Lands Council Planner Edward Scherick requested approval of the Public Land Council as follows: Bruce Adams, Grazing; Bob Prescott, Mining; Bob Turri & David Lacy, Oil & Gas; Ron Kirk and David Bronson, Wildlife; Clare Dorgan, Recreation; Bill Redd, Access; Daryl Jack, Fiance; Blanding City Kelly Laws; Monticello City, Pete Steele; and Jim Keyes, USU Extension. Motorized Vehicles and At Large from Service Districts, and Environmental do not have a representative. Commissioner Lewis suggested that the Farm Bureau be represented. The following will act as advisors: Gary Torres and Brent Northrop BLM Planners; Don Andrews, NRCS; Doug Christensen, Farm Services; Glen Cassamassa or appointee, Forest Service. The Commission agreed with the list. Forest Service Scoping Meeting The Forest Service will be holding their scoping meetings in Monticello on March 25, 2003 in the County Courthouse and in Blanding on March 26, 2003 at the Special Events Center. ATV/White Canyon Planner Scherick reported he met with the State Road, BLM, and Sandy Johnson in White Canyon and Fry Canyon area concerning the proposed ATV trail along U-95. They identified four possible staging areas. Planner Scherick met with the BLM on March 14, 2003 and developed an action plan to move forward on this trail. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Aging Contract/Amendment Administrative Assistant Rick Bailey presented Aging Contract Amendment #2 for approval. The amendment is to increase the FY2003 Contract Budget by $44,208. Commissioner Ty Lewis made a motion to approve the contract amendment. Commissioner Lynn Stevens seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Building Permits Building permits were presented for Marie Tuxhorn for a new garage and storage north of Monticello and for Cassidy Blanchard for a manufactured home in Spanish Valley. Commissioner Ty Lewis made a motion to approve the building permits. Commissioner Lynn Stevens seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Out-of-State Travel Request/Road Dept Administrative Assistant Rick Bailey presented an out-of-state travel request for four Road Department employees to attend a Bendix Brake System School in Phoenix, AZ on May 19-23, 2003. Commissioner Ty Lewis made a motion to approve the out-of-state travel request. Commissioner Lynn Stevens seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. State Tax Commission/Gidel-Platt Hearing The Gidel/Platt hearing has been rescheduled for May 15, 2003 in the State Tax Commission office. Meetings The Spanish Valley Roundtable meeting will be held today at 2:00 P.M. in Moab. There will be a San Juan County Transportation District meeting on March 25, 2003. The UDOT Comprehensive Access Management meeting will be held on March 27, 2003 in the Courthouse. There will be an Aging Advisory Council meeting on March 27, 2003 in Bluff. There will be a review at the Cal Black Airport with the FAA on March 31, 2003. The Navajo/Hopi 911 meeting will be held in Chinle, AZ next week. COMMISSIONER TY LEWIS' REPORT Commissioner Lewis met with the Forest Service March 17, 2003. Commissioner Lewis will attend the Spanish Valley Roundtable this afternoon at 2:00 P.M. There will be a San Juan County Transportation District meeting on March 25, 2003 at 7:00 P.M. He will attend the Forest Service scoping meeting on March 25, 2003. Commissioner Lewis will attend the UDOT Comprehensive Access meeting on March 27, 2003. Commissioner Ty Lewis and County Road Supervisor Doug Pehrson will attend a road meeting in Denehotso on March 26, 2003. COMMISSIONER LYNN STEVEN'S REPORT Commissioner Lynn Stevens attended the ATV meeting in Fry Canyon with UDOT and the BLM on March 19, 2003. Commissioner Stevens attended the Southeastern Utah AOG Board meeting in Price on March 20, 2003. There was a lot of discussion concerning the CIB funding support for education and training for medical coding and transcribing. The proposal will not be presented at the CIB meeting on April 3, 2003 as originally planned. Commissioner Stevens will attend the newly elected officials workshop in St. George on March 26-28, 2003. He will also attend the Property Tax meeting. Adjournment: The meeting adjourned at 1:00 P.M.
