SAN JUAN COUNTY COMMISSION MEETING JULY 14, 2003 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Lynn Stevens, Chairman Manuel Morgan, Vice-Chairman Ty Lewis, Commissioner Rick Bailey, Administrative Assistant Norman Johnson, County Clerk LaVee Scherick, Deputy Clerk A motion to approve the minutes of the July 7, 2003 meeting as amended was made by Commissioner Ty Lewis and seconded by Commissioner Manuel Morgan. None opposed. Commissioner Lynn Stevens declared the motion carried. San Juan Mental Health/Substance Abuse Special Service District/Capital Purchase-Vehicle Dan Rogers, San Juan Counseling, presented a proposal to purchase a vehicle using San Juan Health Care Funding as a match. The bids were for a 1500 Suburban (4x4) from Young Chevrolet at $32,353 with Health Care Fund match of $15,000 and San Juan Counseling funds at $17,353 and from Randy's Auto at $35,538 with Health Care Fund match of $15,000 and San Juan Counseling funds at $20,538. Commissioner Ty Lewis made a motion to approve the bid from Young Chevrolet with $15,000 Health Care Match and San Juan Counseling funds. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. SSBG Invoice Reimbursement Approval County Clerk Norman Johnson presented to the commissioners the July 2002 SSBG cost reimbursement billing to the State in the amount of $59,782.08 for approval. Commissioner Ty Lewis made a motion to approve the reimbursement invoice. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. BLM Resource Management Planning Training The BLM will host a Resource Management Planning Training at Monticello Elementary School today beginning at 1:00 P.M. Commissioner Lewis and Navajo Liaison Edward Tapaha will attend. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Medtronic Physio-Control/Contract Administrative Assistant Rick Bailey presented the Medtronic Physio-Control contract for approval. This contract is for maintenance on the ambulance defibulators. Commissioner Ty Lewis made a motion to approve the contract. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Empire Electric Contract/Eastland Fire Station Administrative Assistant Rick Bailey presented an Empire Electric contract for electrical services on the new portion of the Eastland Fire Station. The County portion is $1,315.44. Commissioner Ty Lewis made a motion to approve the contract. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Fire Restrictions Administrative Assistant Rick Bailey reported the Utah Interagency Fire Center has issued new fire restriction through out the state effective 12:01 A.M. on July 17, 2003. Utah State Tax Commission The Property Tax Administration training course will be held on September 11-12, 2003 in Vernal, Utah. Local Authority Oversite Meeting The Local Authority Over Site training will be held on September 4, 2003 in Moab from 8:30 - 3:00 P.M. at the Castle Rock Inn. LaSal Cemetery Administrative Assistant Rick Bailey showed the commissioners pictures of the LaSal Cemeteries. He feels there are some problems with the roads and gates in to them. The County will send a letter to the Redd's, UDOT, Historical Society, and LaSal Recreation Service District. Vehicle Purchase/Intermediate Responder Administrative Assistant Rick Bailey stated the County is still interested in purchasing a car from Monticello City to be used as an Intermediate Responder Vehicle. Commissioner Ty Lewis made a motion to authorize Mr. Bailey to purchase the vehicle from Monticello City up to $3,500 based up on the City's approval. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. COMMISSIONER LYNN STEVEN'S REPORT Forest Service/Trail Cat Use Commissioner Lynn Stevens reported there will be a meeting at the Forest Service on July 17, 2003 at 1:00 p.m to discuss the use of the Trail Cat. It was requested that at least one commissioner and County Road Supervisor Doug Pehrson attend. Meetings Commissioner Stevens will be in Price on July 15, 2003 to attend the AOG Board meeting and then to Green River in the evening to attend the Southeastern Utah Health District meeting. On Wednesday, July 16, 2003, there will be an Intergovernmental Legislative Strategy meeting. There will be an RS2477 Road Strategy meeting in Salt Lake City on July 17, 2003. The UAC Commissioners Workshop will be held on July 18, 2003 at Big Rock Candy Mountain. COMMISSIONER MANUEL MORGAN'S REPORT Commissioner Manuel Morgan will attend the UAC Commissioners Workshop at Big Rock Candy Mountain on July 18, 2003. COMMISSIONER TY LEWIS' REPORT Commissioner Ty Lewis will attend the BLM Resource Management Planning meeting today at the Monticello Elementary School. Commissioner Lewis will attend the Forest Service meeting on July 17, 2003 at 1:00 P.M. to discuss the use of the Trail Cat on Forest Service trails. There will be a Drought meeting on July 21, 2003 at 2:00 P.M. OPEN TIME AND OTHER BUSINESS Election Equipment County Clerk Norman Johnson reported he has been negotiating with the ES&S Elections Systems group. Last year many of the machines did not function properly. Mr. Johnson has a commitment from ES&S to the trade in the twelve San Juan County election machines for six brand new, up to date, machines. He requested permission to pursue this concept. Commissioner Ty Lewis made a motion to authorize Mr. Johnson to negotiate in order to solve the voting machine problems.
