SAN JUAN COUNTY COMMISSION MEETING SEPTEMBER 22, 2003 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Lynn Stevens, Chairman Manuel Morgan, Vice-Chairman Ty Lewis, Commissioner Melissa Begay, Administrative Services Manager Norman Johnson, County Clerk LaVee Scherick, Deputy Clerk Absent: Rick Bailey, Administrative Assistant A motion to approve the minutes of the September 15, 2003 meeting as amended was made by Commissioner Ty Lewis and seconded by Commissioner Manuel Morgan. None opposed. Commissioner Lynn Stevens declared the motion carried. Commission Meeting There will be no commission meeting on September 29, 2003 due to a fifth monday. PERSONNEL DEPARTMENT REPORT Retirement Gift Policy Deputy Attorney Walter Bird presented the Retirement Gift Policy statement to the commissioners for signature. The gift amount is $350. Commissioner Lynn Stevens signed the statement. Conflict of Interest Ruling/Manuel Morgan Commissioner Lynn Stevens reported he had received the Attorney Generals ruling on the conflict of interest. There is no conflict of interest with Commissioner Manuel Morgan taking part in health care issues, voting, and discussions. This can now be made available to the City of Monticello if they would like it. PLANNER EDWARD SCHERICK'S REPORT ATV Safari Planner Scherick reported he had met with the attorneys last week concerning ATV Safari issues. They put together a package to be submitted to the Interior Board of Land Appeals tomorrow. There will be a telephone conference call on September 23, 2003 with the office of Hearings and Appeals after which a decision will be made. The Jeep Jamboree, Blanding and Monticello Cities have submitted letters of support to the County for the ATV Safari.. Texas Flat and Piute Trail routes are being adjusted some for the safari. ADMINISTRATIVE SERVICES MANAGER MELISSA BEGAY'S REPORT Bid/Portable Power Pack-Road Dept Bids were presented for a 12-24 volt Portable Power Pack from Unique Truck Equipment at $379.95 plus freight; Transportation Supplies for the same at $327.95 plus freight; and from Motor Parts for the same at $401.35 w/freight. Commissioner Ty Lewis made a motion to approve the bid from Transportation Supplies. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. COMMISSIONER LYNN STEVENS REPORT Commissioner Lynn Stevens reported he attended the South Eastern Utah Health District Board meeting on September 16, 2003. He stated there was a lengthy discussion concerning budget and the nursing issue in San Juan County. Commissioner Stevens feels that the over all cost of operation of South Eastern Utah Health needs to be looked at. He also feels the over all philosophy has gone more and more toward health education and less and less toward direct contact with patients that need health nurses. Commissioner Stevens attended the Wild & Scenic Rivers discussion. He also attended the legislative committee meeting in the afternoon of September 17, 2003. High School Rodeo Commissioner Stevens reported on the high school rodeo held in Kanab last week. Brittany Rowley, Monticello, took first place in Barrels and in Poles and was named all around best cowboy for the day. Fairground Scales Commissioner Stevens stated that we need to be sure there is no problem with the scales at the fairgrounds being open and available for local stockmen. Commissioner Stevens reported that last December he had requested the Extension office put together a recommendation/policy to follow regarding general public use of the fairgrounds. He has not seen that policy. COMMISSIONER TY LEWIS' REPORT Commissioner Lewis attended the Joint Highway committee meeting. If construction begins next spring on the Lisban Valley Road then reimbursement to the County will be made in October 2004. The Joint Highway Committee met with Legislator McDougal who is really interested in road issues. The San Juan County Transportation District meeting is scheduled for September 23, 2003. There will be a Service District Training meeting on October 1, 2003 at 7:00 p.m. in the courthouse. COMMISSIONER MANUEL MORGAN'S REPORT Commissioner Morgan will attend the UAC meeting this week. OPEN TIME AND OTHER BUSINESS Assessor's/New Construction County Building Inspector Bruce Bunker reported on the new construction and percentage of completion request from County Assessor Howard Randall. Mr. Bunker clarified that the County Assessors office receives a copy of the building permits as they are processed from the Clerk's office. Uranium Meeting Trent Schafer, Monticello City, reported he attended the Uranium meeting and luncheon with state legislators. Written comments will be accepted.
