SAN JUAN COUNTY COMMISSION MEETING MAY 10, 2004 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Lynn Stevens, Chairman Manuel Morgan, Vice-Chairman Ty Lewis, Commissioner Rick Bailey, Administrative Assistant Norman Johnson, County Clerk LaVee Scherick, Deputy Clerk A motion to approve the minutes of the May 3, 2004 meeting as amended was made by Commissioner Ty Lewis and seconded by Commissioner Manuel Morgan. None opposed. Commissioner Lynn Stevens declared the motion carried. PERSONNEL DEPARTMENT REPORT Request to Hire/Weed Dept Personnel Secretary Lillian Bayles presented the name of John Adams to be hired as a full time temporary seasonal worker for the Weed Department. He will be hired at Step 33 at $8.90 per hour effective May 10, 2004. Commissioner Ty Lewis made a motion to approve the hire. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Request to Hire/County Planner-Public Lands Coordinator The name of Evan Lowry was presented to be hired as the County Planner-Public Lands Coordinator at Grade 24, Step 192 at $3,119 per month effective May 14, 2004. After a discussion concerning supervision of position Commissioner Ty Lewis made a motion to approve the hire. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. PLANNER EDWARD SCHERICK'S REPORT Forest Service Planner Edward Scherick report the Forest Service has been working on mine reclamation for the last few years. They are planning on completing some reclamation work on a road on Kigalia Point. The Forest Service would like to close a road. The County recommended they close the road just beyond where Road #180 connects with Road #333. Planner Scherick requested the County sign a letter stating the County position on that road closure issue. The commission agreed. Public Lands Council The Forest Service will be coming to the Public Lands Council meeting on May 20, 2004. Evan Lowry is working on some final comments on the Wild & Scenic Rivers issue. USA All Planner Scherick reported that USA All has sued Emery County. He gave the commissioners a copy of comments from Brian Hawthorne of Blue Ribbon Coalition concerning BLM road issues. Arch Canyon Planner Scherick reported he has a copy of the County petition for reconsideration of decision on ownership of the Arch Canyon road. It has not been answered. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Building Permits Building permits were presented for Stuart A. Gorrie for a new home east of Monticello and for Lawrence Witt for a new home at Pack Creek Ranch. Commissioner Ty Lewis made a motion to approve the building permits. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Bid/Tools-Road Dept Bids were presented for tools for the North Road Department from Bookcliff Sales for a 495 pc. Craftsman tool set at $1468.29; Plateau Equipment for a 451 pc Urrea set at $3264.23; Monticello Supply for a 342 pc Napa set at $2699. Commissioner Manuel Morgan made a motion to approve the bid from Bookcliff. Commissioner Ty Lewis seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Retirement/Grounds & Maintenance Supervisor Dell Hunter, Grounds & Maintenance Supervisor, has announced his retirement effective June 30, 2004. UDOT Report Administrative Assistant Rick Bailey presented a report on UDOT projects. 1) The Devils Canyon Road Project will be re-scoped and will take six to eight weeks before it is ready for bid. 2) The Monument Valley Visitor Center will be re-scoped. There is not enough money to complete the project. 3) Highway #491 will be completed in segments. Commissioner Lewis suggested that road stay on the STIP list for funding and look at adding some passing lanes in specific areas. 4) The Fairgrounds entrance right of way and entrance design is of concern. That project will partner with the County, Monticello City, and the San Juan County Transportation District. Mr. Bailey suggested hiring an engineer to help with design, etc. Commissioner Stevens feels the fairgrounds parking lot should be covered with some magnesium chloride to hold down the dust. 5) A preconstruction meeting was held with LeGrand Johnson Construction and Creamer & Noble last week concerning the Lisbon Valley Road project. The work will start on May 17, 2004 and be completed on August 20, 2004. It will be for 5.6 miles. U.S. Department of Transportation/Road Projects The U.S. Department of Transportation has allocated funds to resurface Route 35 from the Arizona state line to Montezuma Creek in the amount of $565,664 and to conduct an archeological survey study on Utah State Route #262 east of US-191 from Montezuma Creek to Aneth in San Juan County in the amount of $707,080. Aneth Bridge The Aneth Bridge is on the UDOT bridge replacement list and hopefully have it out for bid late this fall. Fuel Excise Tax Administrative Assistant Rick Bailey gave the commissioners a maintenance priority list from the Navajo Nation on four school bus routes near Aneth using the fuel excise tax money for maintenance projects. Road #262 Administrative Assistant Rick Bailey stated that Doug Pehrson, Road Dept., and a representative from Braizer Asphalt will go tomorrow and look at Road 262 east to Hatch T.P. for the possibility of relaying used asphalt on that road. The commission agreed with the idea. A location needs to be found to place the equipment used in mixing the asphalt. AGRC The AGRC will be coming to the County on May 11, 2004 to look at the possibility of using their GIS information and the County GIS information and try to make the information available through the County Sheriff dispatch system for E911 services. Monticello Cemetery District/Board Member Administrative Assistant Rick Bailey reported there is a position vacancy that has been advertised on the Monticello Cemetery District Board with no response. Mr. Bailey indicated that Deanne Randall, Monticello had previously indicated she would be willing to serve. He requested that she be appointed. Commissioner Ty Lewis made a motion to approve the board appointment. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. LaSal Recreation Special Service District/Board Member Administrative Assistant Rick Bailey stated there is a vacant position on the LaSal Recreation District Board. Mary Ann Putnik has indicated she would be willing to serve. Commissioner Ty Lewis made a motion to approve the appointment to the LaSal Recreation District Board. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Moab Mill Tailing/Draft EIS Mr. Bailey reported the DOE will release in August for public comment and review the Draft EIS on the Moab Mill Tailings. Landfill Permit The Landfill Permit renewal is due in July 2005. It takes approximately six to nine months to complete. Mr. Bailey is requested permission to obtain a quote from SKR Consulting. The commission gave permission to seek a quote. Sky Ranch Subdivision/Approval A minor subdivision plat for Sky Ranch Subdivision at Browns Hole was presented for approval. Commissioner Ty Lewis made a motion to approve the plat based on right of way easements being in place and the final plat being drawn. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Life Pack 12 Linda Swenson, Ambulance Service, requested permission to purchase a Life Pack 12 unit for one of the ambulances. It will be purchased with EMS funds at approximately $7,000 to $8,000. The commission agreed that she could pursue the purchase. Surplus Property Application Administrative Assistant Rick Bailey requested permission to renew the application for State & Federal Surplus property. As part of the application process Mr. Bailey requested the commission sign approval for him to be the official representative for the County. Commissioner Ty Lewis made a motion to approve the renewal of the application. Commissioner Lynn Stevens seconded. None opposed. Commissioner Manuel Morgan was not present at the time the action was taken. COMMISSIONER TY LEWIS' REPORT Commissioner Lewis met with the National Park Service and State Trust Lands last week. Commissioner Lewis will attend the San Juan County Substance Abuse Mental Health Service District Board meeting at 4:00 p.m. today in the County Courthouse. COMMISSIONER MANUEL MORGAN'S REPORT Commissioner Morgan was in Florida last week on business. COMMISSIONER LYNN STEVENS' REPORT Commissioner Stevens plans to attend the AOG meeting on May 13, 2004 at 11:00 a.m. in Price. There will be an Executive Committee meeting on May 13, 2004 at 2:00 p.m. in Salt Lake City. The RS2477 Strategy meeting will be held on May 20, 2004. The Southeastern Utah District Health Board meeting will be held on May 25, 2004 at 7:00 p.m. in Green River. The commissioners will be meeting with the National Park Service at noon today. The commissioners have been invited by the Navajo Nation to go to Navajo Mountain on May 20, 2004. Lt. Governor McKeachnie will also go. The commissioners invited Bruce Adams, Monticello, to go on the trip. OPEN TIME AND OTHER BUSINESS Grant Writing Workshop Peggy Humphreys, Community Development Director, reported there will be a grant writing workshop on May 24- 25, 2004 in the commission room. San Juan County Sign Peggy Humphreys reported on the San Juan County sign in Monument Valley. The commission asked that she find someone to paint the sign. She agreed to do that. She also indicated there are plans to place three interpretative signs throughout the County.
