SAN JUAN COUNTY COMMISSION MEETING JUNE 14, 2004 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Manuel Morgan, Vice-Chairman Ty Lewis, Commissioner Rick Bailey, Administrative Assistant Norman Johnson, County Clerk LaVee Scherick, Deputy Clerk Absent: Lynn Stevens, Chairman A motion to approve the minutes of the June 7, 2004 meeting as amended subject to changes by Commissioner Stevens and Administrative Assistant Bailey if needed was made by Commissioner Ty Lewis and seconded by Commissioner Manuel Morgan. None opposed. Commissioner Manuel Morgan declared the motion carried. Bid/Book Return-Monticello Library Vee Carroll, Monticello Librarian, presented bids for a book return for the Monticello Library. The Commission suggested that Grounds and Maintenance Supervisor Dell Hunter analyze where the book drops could be placed, check the needs in both libraries, and find if they have the budget to purchase. Mr. Bailey will have Mr. Hunter look in to the issue. Lisbon Valley Mine Bob Washnock, Lisbon Valley Mine, reported on the progress of the mine project in Lisbon Valley. They purchased a processing plant and facilities from an operation in Tonapah, NV and are in the process of dismantling and moving it to Lisbon Valley. They will be conducting a tour of the property and invited the Commission to attend. The project will employ 140 people. They hope to start mining operations the first quarter of next year. The Air Quality permit is in the public notice phase. The public comment period closes July 9, 2004. Mr. Washnock requested positive comments from the County. Community Development Director Peggy Humphreys will coordinate with businesses and individuals to submit positive comments to the State. Bruce Adams stated he would take the information to the Public Lands Council and also encourage the cities to comment. Mr. Washnock stated that it is his understanding that the County will be paving approximately six miles of road south of LaSal. He requested the County finish the last three or four miles to the mine site. Commissioner Lewis stated the County has funding to complete six miles of paving. He asked Mr. Washnock if his company would be willing to cooperate financially on the four mile section. The County will put together a proposal and see if the mining company would be willing to participate. Security Issues/Kim Hoggard Kim Hoggard, Monticello, stated that after the incident that took place in Rose Rielly's office last week he questioned if the County has addressed safety issues at the Public Safety Building in connection with safety in the Justice Court and Attorney offices. Commissioner Lewis stated the issue would have to be discussed with the Sheriff's office. Administrative Assistant Rick Bailey will speak with Sheriff Lacy and let Mr. Hoggard know the findings. PERSONNEL DEPARTMENT REPORT Job Change/South Road Foreman Deputy Attorney Walter Bird presented the name of Todd Hurst to be promoted to South Road Foreman. He will move from Step 156 at $2642 per month to Step 191 at $3105 per month effective June 14, 2004. Commissioner Ty Lewis made a motion to approve the promotion of Todd Hurst to the South Road Foreman position. Commissioner Manuel Morgan seconded. None opposed. Commissioner Manuel Morgan declared the motion carried. Job Change/Road Superintendent Deputy Attorney Walter Bird presented the name of Lynn Laws to be promoted from South Road Foreman to San Juan County Road Superintendent. He will move from Step 219 at $3533 per month to Step 254 at $4162 per month effective June 1, 2004. Commissioner Ty Lewis made a motion to approve the job change. Commissioner Manuel Morgan seconded. None opposed. Commissioner Manuel Morgan declared the motion carried. PLANNER EDWARD SCHERICK'S REPORT Fee Demo Program Planner Edward Scherick indicated he has written letters to the State and National Representatives concerning the Fee Demonstration Program. Commissioner Manuel Morgan will sign the letters. Road Committee Planner Scherick stated the Road Committee met last week. Evan Lowry will be the new chairman of the Road Committee. Salt Creek Road Planner Scherick reported he has spoken with the Park Service concerning the Salt Creek Road proposal given to them by the County. The proposal has been forwarded and they have not heard back on the decision. The proposed rule making has been completed. It will be published in the federal register within the next week. It will become policy thirty days from that date. Forest Service Planning Planner Scherick reported that Evan Lowry has been working on the suitability phase of the Wild & Scenic Rivers for the Forest Service. The Forest Service is trying to expand their roadless areas. The Forest has not addressed the transportation system and are trying to develop criteria for their transportation plan. The County is against that idea. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Building Permits Building permits were presented for Teague Eskelsen for a foundation, move the scale house from Timber Products, and remodel to make a residence in Old LaSal; a permit for Jeremy Hoggard for a warehouse/office located on N. Hwy 191, Monticello. Commissioner Ty Lewis made a motion to approve the building permits. Commissioner Manuel Morgan seconded. None opposed. Commissioner Manuel Morgan declared the motion carried. Bid/Gravel Crushing Bids were presented for crushing 30 cubic yards of 1" gravel at the Spring Creek Pit from Jerry Holiday Construction at $5.50 per cubic yard for a total of $165,000 and from Crowley Construction for the same at $7.57 per cubic yard for a total of $227,100. Commissioner Ty Lewis made a motion to approve the bid from Jerry Holliday Construction. Commissioner Manuel Morgan seconded. None opposed. Commissioner Manuel Morgan declared the motion carried. Montezuma Creek Lighting Project/UDOT Administrative Assistant Rick Bailey reported UDOT may have funding available for a lighting project along SR-162 and SR-262 in the Community of Montezuma Creek between Whitehorse High School and Montezuma Creek Elementary School. UDOT feels they may be able to complete the engineering and design work within the current budget. However, the information will have to be sent to the State level for approval. The Fuel Excise Tax money may be a possibility for funding if UDOT doesn't have it. Public Hearing/Intent to Establish Spanish Valley Special Service District Administrative Assistant Rick Bailey reported the public hearing on the Intent to Establish a Spanish Valley Special Service District will be held on June 14, 2004 at 7:00 p.m in the office of the Grand County Water Conservancy District. Canyonlands National Park Service The National Parks Service will be holding their annual Tri-County meeting on September 30-Oct 1, 2004 at Bull Frog. AOG Meeting Administrative Assistant Rick Bailey attended the AOG meeting in Price last week. COMMISSIONER TY LEWIS' REPORT Commissioner Lewis attended the Navajo Revitalization meeting on June 7, 2004. Commissioner Lewis will attended the San Juan County Mental Health/Substance Abuse Board meeting today at 4:00 P.M. Commissioner Lewis plans to attend the Public Hearing to hear comments on the Intent to Establish the Spanish Valley Special Service District tonight at 7:00 P.M. at the Grand County Water Conservancy District office. COMMISSIONER MANUEL MORGAN'S REPORT Commissioner Morgan attended the Navajo Revitalization meeting last monday. Commissioner Morgan attended a Native American Legislative Liaison Committee meeting in Red Mesa on June 9, 2004. They met with the Utah Navajo Commission and discussed Reservation and Tribal issues. In the evening of June 9, 2004 Commissioner Morgan attended the Aneth Chapter meeting. Resolutions were passed in support of the County fixing #460 South Hatch Road and Road #414 using Fuel Excise Tax. Commissioner Morgan will be in Salt Lake City this week. OPEN TIME AND OTHER BUSINESS Road Hearing Bill Redd, Blanding, reported he has received a couple of phone calls from California concerning the congressional Road Hearing in St. George on June 28, 2004. San Juan County has not been invited to give a presentation. If San Juan County is invited, Commissioner Lewis suggested that Mr. Redd give the presentation on behalf of the County. Bid/Computer-Ombudsman Melissa Slade, Administrative Services Manager, presented a bid for a lap top computer for the Ombudsman program. The bid is for a compact 2100 Z Notebook Lap top from Hewlett Packard at $999 and from Dell Computer for an Inspiron 1150 Notebook Computer at $1,044.42.
