SAN JUAN COMMISSION MEETING SEPTEMBER 7, 2004 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Lynn Stevens, Chairman Manuel Morgan, Vice Chairman Ty Lewis, Commissioner Norman L. Johnson, Clerk Dara Whatcott, Deputy Clerk Absent: Rick Bailey, Administration Assistant A motion to approve the minutes for the August 23, 2004 meeting as corrected was made by Commissioner Ty Lewis. Commissioner Manuel Morgan seconded the motion. None opposed. Commissioner Lynn Stevens declared the motion carried. San Juan Counseling: Dan Rogers and Robert Johnson presented the Quaterly update. The audit is completed and the management letter was discussed, Dan is following up to make sure various issues are corrected. BOE Community Housing Services: County Clerk Norman Johnson and County Assessor Howard Randall presented a request from the Community Housing Services for tax exemption on the Apartments in Monticello. Commissioner Ty Lewis motioned to go into Board of Equalization. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Commissioner Ty Lewis motioned to approve the Tax Exemption for the Community Housing Services in Monticello. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Commissioner Manuel Morgan motioned to go out of Board of Equalization. Commissioner Lynn Stevens seconded . None opposed. Commissioner Lynn Stevens declared the motion carried. Commissioner Ty Lewis was out of the room at this time. Personnel Department Report: Personal Secretary Lillian Bayles presented a requested from the Road Department for a new Mechanic position in the South area, at Grade 15 step 21-91. Commissioner Manuel Morgan motioned to approve the new position for a Mechanic in the South area. Commissioner Lynn Stevens seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Commissioner Ty Lewis was out of the room at this time. New Hires: Lillian presented four new hires. The names for the temporary position in the South area are Nathan Yazzie and Randy Hathale at Step 33 -$8.90 an hour. Dennis Gines for the North area at Step 33 -$8.90 an hour. Rachel Calliham as a full time Cook at the Jail, Grade 4 Step 25 $1493.00 per month. Commissioner Manuel Morgan motioned to approve the new hires. Commissioner Lynn Stevens seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Commissioner Ty Lewis was out of the room at this time. Ed Sherick's Contract: Lillian presented a Consultant Contract from Ed Sherick. Commissioner Manuel Morgan motioned to approve the Consultant Contract. Commissioner Lynn Stevens seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Commissioner Ty Lewis was absent for the discussion and vote. Planner Evan Lowry's Report: Evan Lowry has set up a meeting on September 27, 2004 at 1:00 P.M. with the BLM-Moab Office. BLM-Monticello office has several gas and oil lease parcels for sale in December. Evan has a map in his office to show where the areas are. There was a discussion, and agreement with the letter Evan sent concerning the Roadless Study. Administrative Assistant Rick Bailey's Report: Melissa Slade is representing Rick Bailey. Building Permits: Two building permits were presented one for Phil Glaze for a home at Wilson Arch and one for Casa Belle Enterprises, Inc. for a carport in LaSal. Commissioner Ty Lewis motioned to approve the building permits. Commissioner Lynn Stevens seconded. None opposed. Commissioner Lynn Stevens declared a motion carried. Commissioner Manuel Morgan was out of the room at this time. Bluff Airport Contract: Rick Bailey has received the Contract from the Utah Division of Aeronautics for the Bluff Airport. Deputy Attorney Walter Bird has looked over the contract and signed it. Commissioner Ty Lewis moved to approve and sign the contract for the Bluff Airport. Commissioner Lynn Stevens seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Commissioner Manuel Morgan was out of the room at this time. Grant- Survey Department: The Survey Department and Rick have been working toward applying for a grant to help cover the cost on The Rural Government Geographic System Project and requested a signature for the Cover letter. Southern County Fair: It is reported that there will be a Fair, September 17-18 in Bluff. The County has given $30,000.00 for the Fair. Norman Johnson, County Clerk would like the money returned to the county, and then distributed with Commissioner Manuel Morgan overseeing the Fair. The commission decided to allow the Navajo Commission and Commissioner Manuel Morgan to run the Fair and then account for the funds following the event. Mr. Johnson will write a letter to the Navajo Commission with information relating to the accounting procedure. Bus Routes- Conference Call: Rick was to have had a conference call with the Utah Department of Transportation , but was having difficulties with the lines and was not able to talk with them. He has since received an E-mail and will contact them and get more information. Meeting Reschedule: Road Lighting Project meeting has been rescheduled for September 14, 2004 at 10:00 A.M. in Montezuma Creek. Gravel Crushing-Bid: Following discussion the commission awarded the gravel crushing bid to the lowest bidder provided he can provide all the licences and permits required by the state of Utah. Commissioner Ty Lewis motioned the approved gravel crushing bid to the lowest bidder provided they have all the licences and permits. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Commission Reports: Commissioner Manuel Morgan: Attended the Board of Equalization last week. Went to the Mediation Meeting in Salt Lake City. Went to Utah Navajo Trustfund meeting in Phoenix. Going to Evanston Wyoming to a wind farm with Bruce Adams. Commissioner Ty Lewis: Went to the Mediation Meeting in Salt Lake City. Mental Health meeting today, September 7, 2004. Joint Highway Committee meeting on Friday September 10,2004. Sub Committee meeting on Thursday September 9, 2004. Commissioner Lynn Stevens: Last week went to Outdoor Recreation Task Force meeting. AOG Meeting in Price Wednesday, September 8, 2004. 2477 Executive Committee Meeting on Thursday, September 9, 2004. State Fair this week- Friday luncheon accompany the County Queen. Open Time and Other Business: Rowland Francom wants to know how to go about getting the garage door enlarged to accommodate the new Book Mobile. He was advised to visit with Monty Perkins.
