SAN JUAN COUNTY COMMISSION MEETING OCTOBER 4, 2004 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Lynn Stevens, Chairman Manuel Morgan, Vice Chairman Ty Lewis, Commissioner Rick Bailey, Administration Assistant Norman Johnson, County Clerk Dara Whatcott, Deputy Clerk A motion to approve the Minutes for September 27, 2004 meeting as corrected was made by Commissioner Ty Lewis. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Circuit Braker & Abatement Approval: County Clerk Norman Johnson presented the Circuit Braker and Abatement applications for approval. Commissioner Ty Lewis motioned to approve the Circuit Braker and Abatement applicants. Commissioner Manuel Morgan seconded. None opposed.. Commissioner Lynn Stevens declared the motion carried. Bid/ County Clerk; Norman presented a bid for a Laptop Computer for the Clerk Department, to use in elections and other official duties. Darteck at $1,439.95 and Dell at $ 1,972.28. Commissioner Manuel Morgan motioned to approve the bid to Darteck for $1,439.95. Commissioner Ty Lewis seconded . None opposed. Commissioner Lynn Stevens declared the motion carried. Bid/ County Attorney: Normand presented a bid for the County Attorney for a Laptop Computer. Darteck at $1879.94 and Dell at 2,412.30. Commissioner Ty Lewis motioned to approve the bid to Darteck for $1879.94. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Alcohol Funds Report: Norman presented the Alcohol Funds Report, he requested a signature on the report. Commissioner Ty Lewis motioned to approve the Alcohol Funds Report and for the Chairman to sign the report. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Board of Equalization: Commissioner Ty Lewis motioned to go into Board of Equalization. Commissioner Manuel seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Bryon Walston and Barbara Walston made a request of the commission that their land and cabin to be looked at and Re- evaluated. They feel that the market value is to high as fixed by the Assessors office in some ways and to low in others. Parcel # 000490000290. County Assessors Greg Adams suggested that he would go and look over the property. Commission will assess the situation and will follow up. Commissioner Ty Lewis motioned to closed Board of Equalization. Commissioner Manuel seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Personnel Department Report: Road Dept./ Upgrade pay scale: Personnel Secretary, Lillian Bayles requested for the Road Department that the Patch Crew Supervisor move up to the Culvert Crew Supervisor pay scale so they are the same. Commissioner Ty Lewis motioned to approve the change of the Patch Crew Supervisor to grade 13, so it is the same pay scale as the Culvert Crew Supervisor. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Human Resources/Hire: Lillian presented the name of Cindy Eldredge to move from Assessor's office to the Human Resources office grade 7 from grade 4. Commissioner Ty Lewis motioned to approve Cindy Eldredge to move from the Assessor's office to the Human Resources office. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Elective Meeting: Elective officials would like to have a meeting with the commission concerning the budget for next year, on Monday October 11, 2004 at 1:00 in the commission room. Planner Evan Lowry's Report: BLM/ Roads: Evan has a meeting October 8, 2004 with BLM on the roads. Mark Lambert has been working on the special detail of the roads and he'll be leaving the Department and they want to him to meet with Evan. Bayles Ranch/ Road: Evan requested to meet with the commission and with Lee Johnson, District Ranger, Forest Service on October 18, 2004 at 1:00 about the access of the Bayles Ranch. Prior to the meeting Evan, David Bronson, Lynn Laws are planning to go down to Bayles Ranch to look at the possibilities of putting a road around the ranch. ACEC: Evan has the ACEC nominations there are 11 from the San Juan County. Evan has some questions about their nominations. He stated that this not the final list and they still have to go through more processes. He will stay in contact with the ACEC. Grand County Council/ Jerry McNeely: Jerry McNeely Grand County,Council asked Evan if San Juan County would write a letter stating the opposition of the Special Designation ACEC in their area. Commissioner Lynn Stevens agreed to a letter and sign it. Evan stated that he would write the letter for Commissioner Lynn Stevens to sign. BLM-Oil and Gas Lease: Evan received a letter from the BLM this morning Oct 4, 2004, it stated that there are 27 parcel of Oil and Gas leases. The State office is holding on to19 of the 27- 2 are on the Reservation, 5 east of Monticello on private land, 12 are in the Blanding Area. Evan will get more information on this. Administration Assistant Rick Bailey's Report: Building Permit Rick Bailey presented a building permit for David Focardi for a garage in Spanish Valley. Commissioner Ty Lewis motioned to approve the building permit. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. San Juan County Division of Aging Contracts: Rick presented three contracts from the San Juan County Division of Aging to the Rocky Mountain Home Care, One for the Medicaid Waiver Program, seconded for the Home Community Base Alternative Program, third for the Caregiver Respit Program . Rick requested to renew the contract with Rocky Mountain Home Care. Commissioner Ty Lewis motioned to approve the renewal contracts with Rocky Mountain Home Care. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Bluff Airport Contract: Rick presented the Contract Engineering Service with Creamer & Noble and the San Juan County for the Bluff Airport. Commissioner Ty Lewis motioned to approve the Bluff Airport Contract. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Windowrock Meeting: Rick attended a meeting last Friday October 1, 2004 in Windowrock. UDOT will go back in two weeks and rebid the Monument Valley visitor center. Utah Navajo Trust Fund will bid the vendor village. So by the First part of November they will know what they can or can't build. Rick also stated that the Navajo Nation provided a check for $ 200,000.00 and the Ute Tribe from Towac also provided a check for $ 200,000.00 for the the Four Corners Mounument. Both Projects are start soon. AGAC meeting: Dennis Goremen would like to meet with the Commission on Tuesday October 12, 2004 at 11:00 A.M. The commission agreed to meet with Dennis Goreman. Commission Reports: Commissioner Stevens attended the South East Area Public health meeting, September 28, 2004. Wasn't able to go to the National Park Service meeting in Bullfrog because of jury duty. Commissioner Manuel Morgan Wasn't able to go to the National Park Service meeting in Bullfrog. Commissioner Manuel Morgan will be attending the Self Determination Celebration in Montezuma Creek at 6:30 P.M. Friday October 8, 2004. Commissioner Ty Lewis attended the National Park Service meeting in Bullfrog, September 30th and October 1st , 2004. Commissioner Ty Lewis attended the Transportation Service District Meeting on Wednesday September 29, 2004. Monday October 4, 2004 Commissioner Ty Lewis will be attending Revitalization meeting at 1:30 P.M. Commissioner Ty Lewis will be attending a Mental Health meeting at 4:00 P.M, October 4, 2004.
