SAN JUAN COUNTY COMMISSION MEETING JANUARY 3, 2005 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Lynn Stevens, Chairman Manuel Morgan, Vice-Chairman Commissioner Elect Bruce Adams Rick Bailey, Administrative Assistant Norman Johnson, County Clerk Tammy Gallegos, Clerk A motion to approve the minutes of the December 27, 2004 meeting was made by Commissioner Manuel Morgan and seconded by Commissioner Lynn Stevens. None opposed. Commissioner Stevens declared the motion carried. Elected Officials/Swear In San Juan County Justice Court Judge Lyon Hazleton II, administered the oath of office to the newly elected official for San Juan County. County Commissioner Bruce Adams Beer License Renewal: County Clerk Norman Johnson presented a beer license renewal for San Juan Trading Post and San Juan Café both businesses are located in Mexican Hat. Commissioner Manuel Morgan made a motion to approve the beer license renewal. Commissioner Lynn Stevens seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Personnel Department Report: There are county employees that have been hired from July on and their six month orientation period is not completed at the end of the year and they are missing out on the merit increase in some instances by only a month; the year Probations are also a consideration in this matter. Walter Bird proposes that after the end of the orientation period if they are still maintaining job satisfaction and they are performing their duties on the level that is expected of them they should be able to recapture the merit increase that they missed out on. Commissioner Manuel Morgan made a motion to approve the merit pay eligibility structure and extend it for three months. Departments would retain the 2% and then pay the employee when they finish their six months per the department discretion up to three months into the new calendar year. One year probation employees would be eligible as well due to the fact that if they are not performing to standards at the end of the year probation they will be terminated. Commissioner Bruce Adams Seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Administrative Assistant Rick Bailey's Report: PILT Meeting for Tuesday Lynn is Planning on attending that. NACO is holding their annual legislative conference meeting In Washington D.C. March 4th through the 8th. UAC is having their newly Elected Officials workshop on February 3rd in SLC, On February 4th is UAC County Officials Day at the Legislature. Legislature starts January 17th. The San Juan Forum did not receive the Kellogg foundation grant for enterprise businesses; they are going to re-apply next year. Open time: Park Service Super-Intendent Tony Schetzsle welcomed Commissioner Bruce Adams, and thanked the Commission for the opportunity that he has had to approach the Commission. He informed the Commission of Phil Brueck's Retirement. He presented Bruce Adams with a business pass to the parks. As soon as he has a work plan for the year he will bring that to the Commission. BLM Manager Sandy Meyer informed the Commission that the budget bill was passed, but she doesn't have a final budget yet. They are under continuing resolution. Commissioner Lynn Stevens asked her about the applications for gravel out of Zekes Hole and one out of Montezuma Creek, there has been no response for these two applications. Sandy is going to check on the Zekes Hole gravel pit, but she is under the impression that the Montezuma Creek application will be approved soon. Monticello City Planner Greg Martin would like to follow up with the Commissioners on the idea to use the current library as a potential visitor center. He would like to schedule a meeting with the Commission and the City to discuss the matter further. A tentative meeting has been scheduled for next Monday. Commissioner Lynn Stevens Report: Lynn will be traveling to Salt Lake City tomorrow for the PILT meeting. Commissioner Bruce Adams Report: Bruce will be traveling to Window Rock tomorrow to meet with Herman Shorty Chairman of the Navajo Nation Commission of Emergency Management and Earl Lee the Utah Alert Representative. Commissioner Manuel Morgan's Report: Manuel will not be traveling this week. Chairman & Vice-Chairman/Commission: Commissioner Lynn Stevens recommended selecting a chairman and vice-chairman of the Commission. Commissioner Manuel Morgan made a motion to elect Commissioner Lynn Stevens as the chairman of the Commission. Commissioner Bruce Adams seconded. None opposed. Commissioner Stevens abstained from the vote and declared the motion carried. Commissioner Bruce Adams made a motion to nominate Commissioner Manuel Morgan as Vice-Chairman. Commissioner Lynn Stevens turned to chair over to Commissioner Morgan and seconded. None opposed. Commissioner Morgan turned the chair back over to Commissioner Stevens. Commissioner Stevens declared the motion carried. 2005 Commission Assignments after a discussion Commissioner Manuel Morgan made a motion to accept the changes and approve the assignments. Commissioner Bruce Adams seconded. None opposed. Commissioner Lynn Stevens declared the motion carried.
