SAN JUAN COMMISSION MEETING January 18, 2004 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Lynn Stevens, Chairman Manuel Morgan, Vice Chairman Bruce Adams, Commissioner Rick Bailey, Administration Assistant Norman Johnson, County Clerk Tammy Gallegos, Clerk A motion to approve the minutes for the January 10, 2005 meeting was made by Commissioner Manuel Morgan. Commissioner Bruce Adams seconded. None opposed. Commissioner Lynn Stevens declared motion carried. Forest Contracts: Sheriff Lacy had a Forest Service Memorandum of Understanding that needed approval and signed. The Sheriff's office will get $2,856.00 for services; the Forest Service will also be buying some equipment for the Sheriff's Department in the amount of $2744.00. Commissioner Manuel Morgan made a motion to approve the contract. Commissioner Bruce Adams Seconded. No opposed Commissioner Lynn Stevens declared the motion carried and signed the contract. NACO Grant: John Hart of the San Juan Health District would like to pursue the NACO grant for the hospital to get technical assistance to do a strategic plan. The value of the grant is up to $15,000.00. The Grant would give an economic impact report, which would present economic activity county wide, a directory of health and human services provided in the local area, a survey of health service utilization patterns for the community and the reasons for those patterns. This grant will be for the Strategic 5 year plan. Commissioner Bruce Adams made a motion to approve Mr. Hart to pursue the grant money. Commissioner Manuel Morgan Seconded, None opposed. Commissioner Lynn Stevens declared the motion carried. USU Extension Out of State Travel Request: Jim Keyes requested Out of State Travel for the Society of Range Management National Convention in Fort Worth Texas for $1314.00 Commissioner Stevens Requests that Mr. Keyes give a report upon his return of what he learned at the conference. Commissioner Bruce Adams made a motion to approve the Out of State Travel. Commissioner Manuel Morgan Seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Update on the Stockman's Lawsuit: The judge made a decision in the grazing lawsuit. It was in the Stockman's favor. The decision will allow the 8 grazing permits to continue. Personnel Department Report: Personal Secretary Cyndi Eldredge requested a payroll change for Evan Lowry she is recommending that he be promoted from a Step 192 at $3212 a month to a Step 202 at $3365 a month. Payroll change for John Fellmeth she is recommending that he be promoted from a Step 263 at $4474 a month to a Step 273 at $4690 a month. Payroll change for Lynn Laws she is recommending that he be promoted from a Step 254 at $4287 a month to a Step 277 at $4779 a month. Payroll change for Jack Randolph she is recommending that he be promoted from a Step 191 at $3198 a month to a Step 230 at $3833 a month. Payroll change for Todd Hurst she is recommending that he be promoted from a Step 191 at $3198 a month to a Step 220 at $3656 a month. Commissioner Bruce Adams motioned to approve the pay increase. Mrs. Eldredge is working on redoing the Library Director Job description for the Librarian in Blanding. Clerks Office Out of State Travel Request: Norman Johnson requested Out of State Travel for the NACRC National Association of County Clerks and Election officials in Association with NACO to be held in Honolulu in the month of July for $1996. Commissioner Bruce Adams made a motion to approve the Out of State Travel. Commissioner Manuel Morgan Seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Planner Evan Lowry's Report: Mr. Lowry met with the BLM in Monticello on the 12th regarding roads and the BLM in Moab on the 13th. There is another meeting with the Monticello BLM on the 25th to discuss roads they are also seeking comments on ACEC's. After discussion the Public Lands Council meeting has been cancelled for this Thursday due to conflicting meetings. It will be postponed until next month. The Forest Service has sent back the Desired Future Conditions with Evan's comments and some comments of their own. They will still accept comments until Friday. Evan is going to meeting with the Forest Service on the 26th and 27th of this month to discuss the items commented on in the Desired Future Conditions. Open Time Mary Lou Kosanke approached the Commission to ask for their approval and a letter of support to name a rock near Hole-in-the-Rock after her uncle Arthur R. Knight who was always called by his nick name Hardwater. The Location of the rock to be named is Section 1, Township 28 South, Range 22 East. The rock is on the west side of Highway 191. Ms. Kosanke has checked with the Utah Commission on Geographic Names, The USGS, The BLM and other entities concerning the rock and it is not identified on any maps. They have met all the criteria for their request. Commissioner Bruce Adams made a motion to approve a letter of support for the request. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Brett Hosler from the City of Blanding approached the Commission to discuss the Blanding Community Legacy Trust. Their goal is to raise $100,000 for the trust he is asking that when they meet the goal of $100,000 or the amount that the citizens of Blanding raise that San Juan County match the funding. He would also like a letter of support stating that the County would be willing to do this. The Commission would like to discuss this further and come to a decision at a later date. Park Service Super-Intendant Tony Schetzsle was asked by Commissioner Lynn Stevens to come and discuss the Asbestos Landfill that was discussed in the Commission meeting of January 10, 2005. Mr. Schetzsle informed the Commission that they were never notified of the intent to put an Asbestos Landfill at the site a mile and a half away from the Hovenweep monument. The Commission would like to reconsider the letter that they issued to Mr. Shawn Adams of no opposition. Administrative Assistant Rick Bailey's Report: A building permit was presented for Alon Pugh for an addition to his residence on Aspen Lane in Blanding. Commissioner Manuel Morgan made a motion to approve the building permit. Commissioner Bruce Adams Seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Mr. Bailey presented a bid for a software update on the diagnostic equipment for the Road Department, from Snap on in the amount of $1790. Commissioner Lynn Stevens made a motion to approve the bid. Mr. Bailey would like the wording in the County Drug Testing Policy to specify full time Emergency Dispatch personnel and full time Firefighters. The Road agreement between NDOT and the County has been approved. Brandy Tomhave Company in D.C. will be looking into some additional items for the County. A half a million dollars to make repairs on several roads, some of the broken reservoirs on the Navajo Nation, the Communication system county wide, lighting improvements in Aneth and Halchita, and sidewalk and turning lane improvements in Montezuma Creek. Also the possibility of giving assistance to the vendor village in Monument Valley. They will be looking into some water projects that are not on the reservation, the dam on Spring Creek, a pipeline from the Colorado River to Bluff or another destination. The Spanish Valley Water District, culinary and secondary project in connection with the pipeline and the Colorado McPhee project There is a Hearing at CEU Thursday the 20th for the wellness center. Commissioner Manuel Morgan made a motion to approve a letter of support. Commissioner Bruce Adams seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Commission Reports: Commissioner Manuel Morgan will be traveling to Salt Lake City this week to meet with Governor Jon Huntsman Jr. on the 19th. Commissioner Morgan will be going to the UNDC board meeting in Monument Valley Thursday regarding the proposal to build a new clinic in Monument Valley. Commissioner Bruce Adams: Will be attending the AOG meeting on the 20th for Commissioner Morgan. The South Eastern Utah Health Board Meeting is the 25th at 7:00 P.M. Commissioner Adams will be attending the Weed Management Meeting this week. Commissioner Lynn Stevens will be traveling to Salt Lake City this week as well. There will be an Atlas hearing on the 27th at 11:00 A.M. at the White Mesa Mill and 6:00 P.M at CEU. At 1:35 Commissioner Manuel Morgan made a motion to go into Executive Session to discuss Personnel Issues, Commissioner Bruce Adams seconded. None opposed.
