SAN JUAN COUNTY COMMISSION MEETING February 7, 2005 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah Present: Lynn Stevens, Chairman Manuel Morgan, Vice Chairman Bruce Adams Commissioner Rick Bailey, Administrative Assistant Norman Johnson Clerk/Auditor Michelle Baird Deputy/Clerk A motion to approve the minutes for January 24, 2005 as amended was made by Commissioner Manuel Morgan. Commissioner Bruce Adams seconded. None opposed. Commissioner Lynn Stevens declared motion carried. Sheriff Mike Lacy Presented a purchase request and a bid for a Microfilm Program in the amount of $6872.00 from Microfilm Service Corporation and $10,004.41 from RJ Networks. Commissioner Bruce Adams motioned to approve the purchase of the microfilm program from Microfilm Service Corporation. Commissioner Morgan seconded. None opposed. Commissioner Stevens declared motion carried. Community Development, Susan Taylor Advised the Commissioners about the promotional advertising that her office does for San Juan County. She discussed the development and placement of travel brochure as well as Canyon Echos. Community Development, Peggy Humphrey Presented a purchase request and bid for software in the amount of $999.99 from Quill and $999.99 from the Adobe Store. Commissioner Bruce Adams motioned to approve up to $1000 for the purchase. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared motion carried. Personal Department Walter Bird presented the fallowing matters. New Hire The name of Gerelynn Lee was presented to fill the position Assistant Librarian. Commissioner Manuel Morgan motioned to approve Gerelynn Lee for position of Assistant Librarian at step 1 $8.02 per hour. Commissioner Bruce Adams seconded. None opposed. Commissioner Lynn Stevens declared motion carried. The name of Jason Abrams was presented to fill the position of Bluff Road Deputy contingent on Background check. Commissioner Manuel Morgan motioned to approve Jason Abrams for the position of Bluff Road Deputy at grade 14 step 106 $12.64 per hour. Commissioner Bruce Adams seconded. None opposed. Commissioner Lynn Stevens declared motion carried. The clerical salary survey and recommendations is not quite complete but will be available by the end of the month. Request the commission approve a letter regarding road obstructions placed by Kiley Miller and John Rzeczycki. Tenth Circuit Appellate Court will be hearing the appeal on the salt creek road on Friday in Salt Lake City. Commissioner Stevens and Mr. Bird will attend. Planner Evan Lowry Over the last week Evan met with the Bureau of Land Management on alternative planning. Met with the forest service in price one the 25th and 26th in Price on desired future conditions. Meeting in Moab about Travel planning for the Monticello district. Has received a grant for $10,000.00 from State Office of Planning and Budget, but has concerns about the strings attached to the money. Presented a request to purchase a new computer for planning assistant in the amount of $931.99 from Tiger B2B and $1541.67 from Dell. Commissioner Bruce Adams motioned to approve the computer purchase from Tiger Direct B2B. Commissioner Manuel Morgan Seconded. None opposed. Commissioner Lynn Stevens declared motion carried. Surveyor's Office David Bronson Presented a purchase request and bid for two computer upgrades in the amount $1191.95 each from Tiger Direct and $2673.87 each from Dell. Commissioner Bruce Adams motion to approve the purchase of two computer upgrades from Tiger Direct. Commissioner Manuel Morgan seconded. None Opposed. Commissioner Lynn Stevens declared motion carried. Recorders Office County Recorder Louis Jones discussed the possibility of converting the former "drunk tank" into a storage vault for the recorders office. The commissioners took the matter under advisement. There will also need to be storage space for the election equipment in the future. All storage options will need to be explored. Apache County Road Department Herman Farley Apache County Road Department requested approval for the use of white shell material located inside San JUAN County. Commissioner Morgan stated that the white shell material was under the jurisdiction of the BIA. There is little material in the pit at this time. Executive Session At 12:11 Commissioner Bruce Adams motioned to go into an Executive session the discuss legal issues. Commissioner Manuel Morgan seconded. None opposed. Commission Lynn Stevens declared motion passed and requested Rick Baily and Norman Johnson remain in the session. At 12:45 Commissioner Bruce Adams motion to go out of Executive session. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Steven Declared motion carried. Administrative Assistant Report Rick Baily submitted three building permits for approval. Two for Hoagland construction and the other for Moab Man enterprises. Presented a purchase request and bid for a new transport ambulance in the amount of $102,400.00 from Rocky Mountain Ambulance Supplies and Services. Commissioner Bruce Adams motion to purchase the ambulance from Rocky Mountain Ambulance. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declare motion carried. Presented the BIA Road maintenance contract for approval in the amount of $81,000. Commissioner Manuel Morgan motioned to approve the Road maintenance contract. Commissioner Bruce Adams seconded. None oppose. Commissioner Lynn Stevens declared motion carried. Presented a contract from Geotechnical engineering for testing work at the Road Shed and Ambulance garage in Blanding after discussion Commissioner Manuel Morgan motioned to approve the contract with Geotechnical Engineering. Commission Bruce Adams seconded. None opposed. Commissioner Lynn Stevens declared motion carried. Reported the wild cat water well at monument valley only produced 3 gallons per minute at 250 ft. the well had been drilled to a depth of 1000 ft. He is in hopes NTUA will run a water line as the well does not seem feasible. Request approval for the Deer Haven Park Subdivision amendment # 5. Commissioner Manuel Morgan motioned to approve the amendment. Commissioner Bruce Adams seconded. None opposed. Commissioner Lynn Stevens declared motion carried. Commission Reports Commissioner Stevens will be attending meetings in Salt Lake at the legislature all week as he was last week as will commissioners Adams and Morgan. Commissioner Stevens will attend the 10th circuit court of appeals in Salt Lake City. Reported the Commission has receive a formal letter of resignation from the Health District Board from Karen Adams. Open TimeMr. Shawn Adams requested and explanation from the commission as to the change of support for his asbestos land fill. The commission explained there needed to be additional public input prior to operations. This was due to a recent news paper article which state numerous concerns raised by; the Park Service and adjoining land owners. Meeting adjourned at 1:40 PM.
