SAN JUAN COUNTY COMMISSION MEETING March 14, 2005 The regular meeting of the San Juan County Commissions was held at 10:00 A.M. in the Commissions Room at Monticello, Utah Present: Lynn Stevens, Chairman Manuel Morgan, Vice Chairman Bruce Adams, Commissioner Melissa Slade, Administrative Service Manager Norman Johnson, Clerk/Auditor Michelle Baird, Deputy/Clerk Absent: Rick Bailey, Administrative Assistant A motion to approve the minutes of March 7, 2005 was made by Commissioner Bruce Adams. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared motion carried. Public Hearing Request for Variance Set Back Commissioner Bruce Adams motioned to enter a public hearing for a Variance Set Back. Commissioner Manuel Morgan seconded. None Opposed. Commissioner Lynn Stevens declared motion carried. The Variance Set Back is for an art studio to be built on property jointly own by Sandra Patterson, Anthony Lot, and Christina Monsen. Mr. Bunker Reports that all adjoining property owners agree and understand the conditions of the Variance. Commissioner Manuel Morgan motioned to end the public hearing for the Variance Set Back. Commissioner Bruce Adams seconded. None Opposed. Commissioner Lynn Stevens declared motion carried. A motion was made by Commissioner Manuel Morgan to approve the Variance Set Back. Commissioner Bruce Adams seconded. None Opposed. Commissioner Lynn Stevens declared motion carried. Mr. Lyle Bayles - Sportsman, Livestock, and Landowners (working group for wildlife). Mr. Bayles Requested the Commissioners support for the working group's wildlife management plan. The goal is to manage the elk heard in number and quality, they have specific concerns in the Montezuma Creek area, South of 95, and in the Lisbon/Dry Valley area. Mr. Bayles stated that the group is unwilling to reduce AUMs or the deer population. Commissioner Bruce Adams motioned to support the working group with the understanding that the plan needs further study. Commissioner Manuel Morgan seconded. None Opposed. Road Dust Problems-Lynn Zufelt Mr. Lynn Zufelt requests that the Commissioners address the issue of dust suppression on Mount Peele Drive in the San Juan Estates subdivision. The Commissioners request the road department research issues and determine the cost of anything that can be done to help Mr. Zufelt Personnel Department- Cyndi Eldgredge New Hires-San Juan Road Department (Monticello road shed) The names of Robert Denny, Chesley Tracy, and Nathan Freestone were presented to fill the position of temporary laborers at step 33. Commissioner Bruce Adams motioned to approve hiring Robert Denny, Chesley Tracy and Nathan Freestone as temporary laborers. Commissioner Manuel Morgan seconded. None Opposed. Commissioner Lynn Stevens declared motion carried. Administrative Service Manager- Melissa Slade Presented for approval a land lease agreement, with the Lions Club for the club house property. Commissioner Manuel Morgan motioned to approve the lease agreement. Commission Bruce Adams seconded. None opposed. Commissioner Lynn Stevens declared motion carried. Presented a procurement request for two laser printers from Tiger Direct in the amount of $329.00 each. Commissioner Bruce Adams motioned to approve the purchase of two laser printers. Bruce Bunker -Building Department Presented for approval four building permits; Lance and Katie Knight for a residence, Anthony Lott and Christa Monsen for a art studio, Dennis and Trish Morgan for a residence, and Jay Sherrow for a residence. Open Time and Other Business The Commissioners drafted letter of congratulations to the San Juan County Hospital Board, John Hart and Hospital Staff. San Juan County Hospital has been named Solucient top 100 hospital for the 2nd year. Commissioners Reports The Commissioners will be meeting this week with San Juan Health Service Board in order to conduct a training session with newly appointed board members. March 28th the Commissioners will be touring the Lisbon Valley Copper Mine. March 15th will meeting with UDOT. The Commissioners will all be in the county for the balance of the week. Commissioner Manuel Morgan Commissioner Morgan spent last week in Washington meeting with Congressman Matheson, Senators Bennett, Hatch and Reed. He presented proposal for storing nuclear fuel rods in Lisbon Valley. Reports that the four roads submitted by Rick Baily are in the appropriations for national funding. March 17th is meeting with the AOG. Commissioner Lynn Stevens Contacted the Southeastern Utah Director of Public Health and reports that the septic systems evaluation as well as the ground water quality evaluation for Bluff will be ready in May. Commissioner Bruce Adams Will be meeting with the Chamber of commerce in cooperation with Moab to discus increasing tourism. March 27th will be attending the Navajo Mountain Chapter meeting.
